【摘要】：土地流轉(zhuǎn)是實(shí)現(xiàn)農(nóng)業(yè)適度規(guī)模經(jīng)營和農(nóng)民增收的必經(jīng)之路,而農(nóng)業(yè)勞動力年齡偏高可能是抑制土地流轉(zhuǎn)的重要因素。基于2013年中國家庭收入調(diào)查數(shù)據(jù)(CHIP2013),本文采用Logit模型考察了勞動力年齡與土地流轉(zhuǎn)的關(guān)系。研究發(fā)現(xiàn):當(dāng)前中國土地流轉(zhuǎn)比率約為30%,且租入率與租出率在不同區(qū)域存在顯著差異。老年勞動力比重較高的家庭土地流轉(zhuǎn)概率顯著偏低,勞動力老齡化抑制土地流轉(zhuǎn);青年和中年勞動力比重較高的家庭土地流轉(zhuǎn)概率顯著增大,前者傾向于租出農(nóng)地,而后者傾向于租入農(nóng)地。進(jìn)一步的研究表明,各年齡段勞動力的比較優(yōu)勢是決定農(nóng)地如何流轉(zhuǎn)的根源。政策含義是,建立健全農(nóng)村養(yǎng)老保障體系,降低老齡人口對農(nóng)地的依賴程度;為非農(nóng)就業(yè)人員提供職業(yè)培訓(xùn),增強(qiáng)農(nóng)地流轉(zhuǎn)意愿;為農(nóng)地租入家庭提供資金與技術(shù)支持,增強(qiáng)農(nóng)地租入意愿,發(fā)展適度規(guī)模經(jīng)營。
[Abstract]:Land circulation is the only way to realize the moderate scale management of agriculture and the increase of farmers' income, and the high age of agricultural labor force may be the important factor to restrain the land circulation. Based on the data of China Household income Survey (CHIP2013) in 2013, this paper uses Logit model to investigate the relationship between labor age and land circulation. It is found that the current land transfer rate in China is about 30%, and there are significant differences between the rent rate and the rent rate in different regions. The probability of land transfer in families with higher proportion of old labor force is significantly lower, and the aging of labor force inhibits land circulation. The probability of land transfer in families with higher proportion of young and middle aged labor force is significantly increased. The former tends to rent out agricultural land, while the latter tends to rent farmland. Further research shows that the comparative advantage of labor force of all ages is the root of how to transfer farmland. The policy implication is to establish and improve the rural old-age security system, to reduce the dependence of the aged population on agricultural land, to provide vocational training for non-agricultural employment personnel, and to strengthen the willingness to transfer agricultural land. To provide financial and technical support for the rural land rental families, strengthen the willingness to rent agricultural land, and develop moderate scale management.
