【摘要】：自進(jìn)入21世紀(jì)至今的十多年來,國家在大力推進(jìn)農(nóng)村土地流轉(zhuǎn)工作的同時,也在同步推進(jìn)農(nóng)村承包地確權(quán)登記頒證工作,二者相輔相成,土地確權(quán)能夠使土地流轉(zhuǎn)工作順利開展,是土地流轉(zhuǎn)的基礎(chǔ),能夠更好的促進(jìn)農(nóng)村土地流轉(zhuǎn)。通過土地流轉(zhuǎn)將分散的土地集中起來進(jìn)行經(jīng)營,有利于擴(kuò)大土地規(guī)模經(jīng)營、轉(zhuǎn)移農(nóng)村閑置勞動力,并且能夠適應(yīng)農(nóng)業(yè)產(chǎn)業(yè)化的需求,建立良好的農(nóng)作物銷售通道,也就能夠更好的保證價格的相對穩(wěn)定,有利于農(nóng)民增收。盧龍縣在踐行國家政策與制度的前提下,推行了一系列促進(jìn)當(dāng)?shù)剞r(nóng)村土地流轉(zhuǎn)的措施,2016年,盧龍縣土地流轉(zhuǎn)率達(dá)到31.3%,在取得了一定成效的同時也暴露出來一系列的問題,導(dǎo)致盧龍縣農(nóng)村土地流轉(zhuǎn)進(jìn)展緩慢。本文通過文獻(xiàn)查閱、問卷調(diào)查和實(shí)地調(diào)研的方法對盧龍縣農(nóng)村土地流轉(zhuǎn)問題進(jìn)行研究。論文首先通過查找搜集大量關(guān)于農(nóng)村土地流轉(zhuǎn)的文獻(xiàn),閱讀政府文件和工作報告,對其進(jìn)行歸納和分析,提出了論文的研究背景、目的以及意義,并對國內(nèi)外文獻(xiàn)作了總結(jié)和評述,為下一步研究做了理論鋪墊。其次,對農(nóng)村土地流轉(zhuǎn)的概念及基本理論做了簡單概括。最后從盧龍縣經(jīng)濟(jì)和農(nóng)業(yè)經(jīng)濟(jì)兩方面介紹了盧龍縣的基本情況,并對盧龍縣農(nóng)村土地流轉(zhuǎn)現(xiàn)狀進(jìn)行研究,著重分析盧龍縣農(nóng)村土地流轉(zhuǎn)的現(xiàn)狀及特點(diǎn)。結(jié)合全縣的基本情況和流轉(zhuǎn)現(xiàn)狀,分析當(dāng)前盧龍縣農(nóng)民自身認(rèn)識不到位、土地流轉(zhuǎn)過程不規(guī)范、市場機(jī)制不健全以及農(nóng)村土地細(xì)碎化等問題,并且提出合理化建議。為了促進(jìn)盧龍縣土地承包經(jīng)營權(quán)流轉(zhuǎn)健康發(fā)展,推動盧龍縣農(nóng)村土地有序流轉(zhuǎn),實(shí)現(xiàn)土地規(guī)�；�(jīng)營,需從政府宣傳、農(nóng)民意識、流轉(zhuǎn)程序、流轉(zhuǎn)市場機(jī)制、農(nóng)村社會保障體系、政府扶持等方面統(tǒng)籌安排。
[Abstract]:In the more than ten years since entering the 21st century, the state has vigorously promoted the rural land circulation work, and at the same time, it has also simultaneously advanced the registration and certification work of the rural contracted land right. The two are complementary to each other. The land right can make the land circulation work develop smoothly, is the foundation of the land circulation, can better promote the rural land circulation. Centralizing scattered land through land circulation is conducive to expanding the scale of land management, transferring idle rural labor force, adapting to the needs of agricultural industrialization, and establishing a good channel for crop sales. It can better ensure the relative stability of the price, conducive to increasing farmers' income. On the premise of carrying out national policies and systems, Lulong County has implemented a series of measures to promote the circulation of local rural land. In 2016, the rate of land circulation in Lulong County has reached 31.3%. At the same time, a series of problems have been exposed, which lead to the slow progress of rural land circulation in Lulong County. This paper studies the problem of rural land circulation in Lulong County by means of literature review, questionnaire investigation and field investigation. First of all, the paper collects a large number of documents on rural land circulation, reads government documents and work reports, summarizes and analyzes them, and puts forward the research background, purpose and significance of the paper. The literature at home and abroad is summarized and commented, which lays a theoretical foundation for the next research. Secondly, the concept and basic theory of rural land circulation are briefly summarized. Finally, this paper introduces the basic situation of Lulong County from two aspects of economy and agricultural economy, studies the current situation of rural land circulation in Lulong County, and analyzes the present situation and characteristics of rural land circulation in Lulong County. Combined with the basic situation and circulation situation of the whole county, this paper analyzes the problems of the farmers' own understanding, the process of land circulation, the imperfect market mechanism and the fragmentation of rural land in Lulong County at present, and puts forward some reasonable suggestions. In order to promote the healthy development of land contract management right circulation in Lulong County, to promote the orderly circulation of rural land in Lulong County and to realize the large-scale operation of land, it is necessary to promote the government propaganda, farmers' consciousness, circulation procedure and circulation market mechanism. Rural social security system, government support and other aspects of the overall arrangement.
