江西林業(yè)制度變革研究（1949-1966）

【摘要】：林業(yè)一直是我國(guó)經(jīng)濟(jì)中最重要的產(chǎn)業(yè)之一,對(duì)人民生活、經(jīng)濟(jì)發(fā)展和生態(tài)保護(hù)有著重要作用。近年來,“林權(quán)制度改革”成為推動(dòng)林業(yè)發(fā)展的重要舉措,黨的十八大報(bào)告更是將“生態(tài)文明”寫入報(bào)告中,而林業(yè)是生態(tài)文明中的重要環(huán)節(jié)。江西氣候條件優(yōu)越,是南方重要的木材基地,長(zhǎng)期的戰(zhàn)爭(zhēng)及林業(yè)經(jīng)費(fèi)的不足,使江西林業(yè)在建國(guó)前發(fā)展緩慢。建國(guó)后,江西省政府及林業(yè)主管機(jī)構(gòu)采取了一系列舉措,使江西林業(yè)的發(fā)展迎來了春天。歸納這些舉措,可以將其分為林業(yè)管理、林權(quán)改革、林業(yè)生產(chǎn)體制變革、林業(yè)教育。而本文也正是從這四個(gè)方面去論述江西林業(yè)制度的變革。與現(xiàn)實(shí)發(fā)展相適應(yīng)的林業(yè)管理體制能夠推動(dòng)林業(yè)發(fā)展,建國(guó)初期的江西,人口減少、經(jīng)濟(jì)衰敗。難以適應(yīng)大規(guī)模造林的需要,集中合作造林成為必然,這也決定了林業(yè)管理體制的高度集中化,這能夠集中全省的人力、財(cái)力發(fā)展林業(yè)生產(chǎn),因此本文第一部分就著重論述了江西林業(yè)管理體制的變革。林權(quán)始終是影響林業(yè)發(fā)展的重要因素,建國(guó)初期的江西林權(quán)幾經(jīng)變革,但可以發(fā)現(xiàn)其趨勢(shì)是漸趨集體所有,這與當(dāng)時(shí)強(qiáng)調(diào)的“一大二公”等時(shí)代背景是分不開的;林權(quán)糾紛是林權(quán)的重要部分,建國(guó)初期的林權(quán)糾紛處理過程中黨政干預(yù)的作用明顯增強(qiáng)。林業(yè)生產(chǎn)體制部分,建國(guó)后擇伐代替?zhèn)鹘y(tǒng)的皆伐,黨和政府森林經(jīng)營(yíng)更加注重保護(hù)與更新,同時(shí)林產(chǎn)品的價(jià)值受到重視。建國(guó)初期的江西林業(yè)教育,著重論述了江西共產(chǎn)主義勞動(dòng)大學(xué)這一特殊的林業(yè)教育模式,其靈活的教育形式,提高了學(xué)生的實(shí)踐能力,但同時(shí)也存在許多問題,對(duì)當(dāng)代林業(yè)教育也有許多借鑒意義。
[Abstract]:Forestry has always been one of the most important industries in our economy, which plays an important role in people's life, economic development and ecological protection. In recent years, the reform of forest right system has become an important measure to promote the development of forestry, and the report of the 18th National Congress of the Communist Party of China has included "ecological civilization" in the report, and forestry is an important link in ecological civilization. Jiangxi is an important timber base in the south because of its favorable climatic conditions. The long war and the shortage of forestry funds have made the development of Jiangxi forestry slow before the founding of the people's Republic of China. After the founding of the people's Republic of China, Jiangxi provincial government and forestry authorities took a series of measures to make the development of Jiangxi forestry ushered in spring. These measures can be divided into forestry management, forest right reform, forestry production system reform and forestry education. And this article is from these four aspects to discuss the reform of Jiangxi forestry system. The forestry management system adapted to the actual development can promote the forestry development. In the early days of the founding of the people's Republic of China, the population decreased and the economy declined. It is difficult to meet the needs of large-scale afforestation, and centralized and cooperative afforestation is inevitable, which also determines the high degree of centralization of the forestry management system, which can concentrate the manpower and financial resources of the province to develop forestry production. Therefore, the first part of this paper focuses on the reform of Jiangxi forestry management system. Forest right has always been an important factor affecting the development of forestry. In the early days of the founding of the people's Republic of China, Jiangxi forest rights changed several times, but it can be found that the trend is towards collectivity, which can not be separated from the background of the times such as "Da er Gong", which was emphasized at that time. Forest property dispute is an important part of forest property right, and the role of party and government intervention in the process of handling forest property right dispute in the early period of the founding of the people's Republic of China is obviously enhanced. In the part of forestry production system, the traditional clear cutting was replaced by selective cutting after the founding of the people's Republic of China. The Party and the government paid more attention to the protection and renewal of forest management, and the value of forest products was paid more attention to. The forestry education of Jiangxi Province in the early days of the founding of the people's Republic of China focused on the special forestry education mode of Jiangxi Communist Labor University, whose flexible educational form has improved the students' practical ability, but at the same time there are also many problems. It also has a lot of reference significance to the contemporary forestry education.
