土地開發(fā)強(qiáng)度與產(chǎn)投比關(guān)系研究

【摘要】:經(jīng)過多年的發(fā)展,開發(fā)區(qū)目前已經(jīng)成為我國經(jīng)濟(jì)發(fā)展的重要支柱。土地開發(fā)強(qiáng)度的調(diào)控已成為開發(fā)區(qū)提高土地利用效率、經(jīng)濟(jì)效率和環(huán)境質(zhì)量的重要手段,是合理布局開發(fā)區(qū)基礎(chǔ)設(shè)施、調(diào)控人口密度、塑造良好的生活空間及環(huán)境品質(zhì)、實現(xiàn)開發(fā)區(qū)可持續(xù)發(fā)展的關(guān)鍵。在不斷加大投入使土地開發(fā)強(qiáng)度不斷提高的情況下,開發(fā)區(qū)的工業(yè)用地產(chǎn)投比,是否會隨土地開發(fā)強(qiáng)度的提高而持續(xù)提升;在一定的社會制度和科學(xué)技術(shù)水平條件下,開發(fā)區(qū)的發(fā)展過程中是否存在一個最佳土地開發(fā)強(qiáng)度;對于這些問題進(jìn)行研究,將有利于分析土地開發(fā)強(qiáng)度的提高,對于工業(yè)用地產(chǎn)投比提升,所表現(xiàn)的邊際效應(yīng)的變化,也是對開發(fā)區(qū)從土地開發(fā)強(qiáng)度與工業(yè)用地產(chǎn)投比關(guān)系角度進(jìn)行類型劃分的一次積極探索,對于今后開發(fā)區(qū)管理單位制定差別化的管控策略具有較為深遠(yuǎn)的意義;谝陨夏康,本文需要對土地開發(fā)強(qiáng)度與工業(yè)用地產(chǎn)投比的關(guān)系進(jìn)行研究。因此,選取浙江省具有可比性的99個開發(fā)區(qū)作為研究樣本,并調(diào)查獲取99個開發(fā)區(qū)2014年的工業(yè)用地數(shù)據(jù),再構(gòu)建土地開發(fā)強(qiáng)度測算指標(biāo)體系,之后對浙江省99個開發(fā)區(qū)的土地開發(fā)強(qiáng)度進(jìn)行測算,獲得土地開發(fā)強(qiáng)度得分,來表示土地開發(fā)強(qiáng)度;之后進(jìn)行工業(yè)用地產(chǎn)投比分析,獲得開發(fā)區(qū)工業(yè)用地產(chǎn)投比指標(biāo)的數(shù)據(jù);在回歸分析中,將各開發(fā)區(qū)的土地開發(fā)強(qiáng)度得分設(shè)定為自變量,而將各開發(fā)區(qū)的工業(yè)用地產(chǎn)投比數(shù)據(jù)設(shè)定為因變量,然后來研究土地開發(fā)強(qiáng)度的提高,對于工業(yè)用工業(yè)用地產(chǎn)投比提升,所表現(xiàn)的邊際效應(yīng)的變化,并實證研究最佳土地開發(fā)強(qiáng)度,再結(jié)合相關(guān)性分析,來制定開發(fā)區(qū)類型劃分標(biāo)準(zhǔn),以此劃分標(biāo)準(zhǔn)為依據(jù)對浙江的99個開發(fā)區(qū)進(jìn)行類型劃分,然后提出針對不同類型開發(fā)區(qū)的管控策略,以期為開發(fā)區(qū)土地開發(fā)強(qiáng)度和工業(yè)用地產(chǎn)投比的優(yōu)化提升提供理論支撐。論文主要研究結(jié)論如下:(1)依據(jù)浙江省99個開發(fā)區(qū)的實證分析,開發(fā)區(qū)土地開發(fā)強(qiáng)度的提高,對于工業(yè)用地產(chǎn)投比的提升,會先出現(xiàn)邊際遞增效應(yīng),到達(dá)一個臨界點(diǎn)后,會出現(xiàn)邊際遞減效應(yīng)。(2)依據(jù)實證研究中的回歸分析和相關(guān)性分析,土地開發(fā)強(qiáng)度得分為0.5977是實證研究中的最佳土地開發(fā)強(qiáng)度,將此點(diǎn)作為分類依據(jù),提出開發(fā)區(qū)類型劃分的標(biāo)準(zhǔn),并根據(jù)各類型的特征來命名。類型劃分標(biāo)準(zhǔn)和類型名稱如下:將土地開發(fā)強(qiáng)度的提高,對于工業(yè)用地產(chǎn)投比提升會起邊際遞增效應(yīng)的開發(fā)區(qū)劃分為一類,即將F?0.5977的開發(fā)區(qū)歸為一類,并命名為邊際效益遞增型開發(fā)區(qū);將土地開發(fā)強(qiáng)度的提高,對于工業(yè)用地產(chǎn)投比提升會起邊際遞減效應(yīng)的開發(fā)區(qū)劃分為一類,即將F0.5977的開發(fā)區(qū)歸為一類,并命名為邊際效益遞減型開發(fā)區(qū)。(3)在進(jìn)行實證分析的基礎(chǔ)上,得到最佳土地開發(fā)強(qiáng)度,結(jié)合相關(guān)性分析提出類型劃分標(biāo)準(zhǔn),對2014年浙江99個開發(fā)區(qū)進(jìn)行實證類型劃分,得到的劃分結(jié)果為:邊際效益遞增型開發(fā)區(qū)有83個,邊際效益遞減型開發(fā)區(qū)有16個。(4)依據(jù)浙江省開發(fā)區(qū)類型劃分的實證研究結(jié)果,可以提出差別化的管控策略,對于邊際效益遞增型開發(fā)區(qū),管控策略應(yīng)更為注重提升開發(fā)區(qū)的土地開發(fā)強(qiáng)度,通過容積率、建筑密度、投資強(qiáng)度、土地利用率等方面的管控,來促進(jìn)土地開發(fā)強(qiáng)度和工業(yè)用地產(chǎn)投比的協(xié)同提升;對于邊際效益遞減型開發(fā)區(qū),管理單位的管控策略應(yīng)更為注重促進(jìn)用地企業(yè)加快轉(zhuǎn)變發(fā)展模式,進(jìn)行科技創(chuàng)新和產(chǎn)業(yè)轉(zhuǎn)型升級,來進(jìn)一步提高最佳土地開發(fā)強(qiáng)度。

The regulation of land development intensity has become an important means of improving land use efficiency, economic efficiency and environmental quality in the development zone. It is the key to the development of the development zone's sustainable development. in that case of increasing investment and increasing the development strength of the land, the investment ratio of industrial real estate in the development zone will continue to be promoted with the improvement of the development intensity of the land; under certain social system and scientific and technological level conditions, Whether an optimal land development intensity exists in the development process of the development zone; for these problems, it will be beneficial to analyze the improvement of the land development intensity, change the performance of the performance of the industrial real estate investment ratio, It is also an active exploration of the classification of the development zone from the angle of land development intensity and industrial real estate investment ratio, which has far-reaching significance for the development of the management and control strategy of the development zone management unit in the future. Based on the above, the relationship between land development intensity and industrial real estate investment is studied in this paper. Therefore, 99 development zones which are comparable in Zhejiang Province are selected as the research samples, and the industrial land data of 99 development zones in 2014 are investigated, and then the index system of land development intensity measurement is constructed, and then the land development intensity of 99 development zones in Zhejiang Province is estimated. obtaining the land development strength score to represent the land development strength; carrying out industrial real estate investment comparison analysis to obtain the data of the industrial real estate investment ratio index of the development zone; in the regression analysis, setting the land development strength score of each development zone as an independent variable; The industrial real estate investment ratio data of each development zone is set as a dependent variable, and then the improvement of the land development intensity is researched, and the change of the boundary effect of the industrial industrial real estate investment ratio is improved, and the optimal land development intensity is empirically studied, and then the correlation analysis is combined, In order to provide theoretical support for the optimization of land development intensity and industrial real estate investment ratio in the development zone, the classification criterion of development zone type is established, which is divided according to the classification of 99 development zones in Zhejiang. The main conclusions are as follows: (1) According to the empirical analysis of 99 development zones in Zhejiang Province, the improvement of land development intensity in the development zone will have a marginal increasing effect on the promotion of industrial real estate investment ratio, and the marginal decreasing effect will occur after reaching a critical point. (2) According to the regression analysis and the correlation analysis in the empirical study, the land development intensity is divided into 0. 5977 is the best land development intensity in the empirical research, this point is used as the classification basis, the criteria for the classification of the development zone type are put forward, and it is named according to the characteristics of each type. The classification criteria and types of the types are as follows: The development intensity of the land is improved. For industrial real estate investment, the development zone with marginal increasing effect will be divided into one category. The development zone of F? 0. 5977 is classified as a class, and it is named as marginal benefit incremental development zone; With the improvement of land development intensity, the development zone with marginal diminishing effect on industrial real estate investment is divided into one kind, and the development zone of F5.5977 is classified into one kind, and it is named marginal benefit decline type development zone. (3) On the basis of carrying out the empirical analysis, we get the best land development intensity, put forward the classification criterion of type by combining the correlation analysis, and carry out demonstration type division on 99 development zones in Zhejiang in 2014. The results obtained are: 83 in marginal benefit increment type development zone. There are 16 marginal benefit-diminishing development zones. (4) According to the empirical research results of Zhejiang development zone type division, the management and control strategy of urbanization can be put forward. For the marginal benefit increasing type development zone, the management and control strategy should pay more attention to improving the land development intensity of the development zone, through the volume ratio, the building density and the investment intensity, In order to promote the cooperation of land development intensity and industrial real estate investment ratio, the management and control strategy of the management unit should pay more attention to the promotion of land-use enterprises to accelerate the transformation of development mode. Carry out scientific and technological innovation and industrial transformation and upgrading to further improve the optimal land development strength.
