【摘要】：在理論和實(shí)踐研究中發(fā)現(xiàn),婦女貧困問題有其特殊性,婦女較男子更為貧困,其所面對的貧困問題更加嚴(yán)重。文章以貴州省扶貧實(shí)踐為基礎(chǔ),探索其扶貧過程中對女性需求、婦女發(fā)展的關(guān)注。研究發(fā)現(xiàn):政府相關(guān)政策文件納入了助推婦女脫貧的內(nèi)容,精確瞄準(zhǔn)、精準(zhǔn)助力、多途徑助推貧困婦女脫貧,取得了明顯的成效。然而,婦女反貧困仍然面臨諸多政策困境,婦女反貧困要真正進(jìn)入政府扶貧政策決策主流,普惠貧困婦女,還有很長的路要走。推進(jìn)婦女反貧困,應(yīng)把性別平等納入扶貧政策系統(tǒng);實(shí)現(xiàn)精準(zhǔn)扶貧,應(yīng)把婦女列為關(guān)鍵目標(biāo),反貧困政策應(yīng)把婦女作為關(guān)鍵因素。
[Abstract]:In the theoretical and practical studies, it is found that the poverty problem of women has its particularity, that women are poorer than men, and that the poverty problems they face are more serious. Based on the practice of poverty alleviation in Guizhou province, this paper explores the attention to the needs of women and the development of women in the process of poverty alleviation. It is found that the relevant government policy documents include the contents of helping women get rid of poverty, precise aim, accurate help and multiple ways to help poor women out of poverty, and achieved obvious results. However, women's anti-poverty still faces many policy difficulties. Women's anti-poverty policy should really enter the mainstream of the government's policy decision on poverty alleviation, and there is still a long way to go for women living in poverty. To promote women's anti-poverty, gender equality should be integrated into poverty reduction policy system; to achieve accurate poverty alleviation, women should be listed as a key goal and anti-poverty policies should include women as a key factor.
