【摘要】：農(nóng)業(yè)是國(guó)之根本,發(fā)展有機(jī)農(nóng)業(yè)是推進(jìn)農(nóng)業(yè)現(xiàn)代化的重要突破口,符合科學(xué)發(fā)展觀的理念,順應(yīng)了后工業(yè)化、后城鎮(zhèn)化時(shí)期人們對(duì)綠色食品的需求。我國(guó)有機(jī)農(nóng)業(yè)在江浙地區(qū)、臺(tái)灣地區(qū)、長(zhǎng)江三角洲等地區(qū)發(fā)展突出,而在西部丘陵地區(qū)還處于初級(jí)階段,發(fā)展緩慢。為搶占現(xiàn)代農(nóng)業(yè)發(fā)展制高點(diǎn),作為貧困地區(qū)的西充縣,立足特色資源,發(fā)揮比較優(yōu)勢(shì),確立了建設(shè)“中國(guó)西部有機(jī)食品基地縣”的戰(zhàn)略目標(biāo),經(jīng)過(guò)近幾年的努力,該縣以第一名的身份獲得首批“國(guó)家有機(jī)產(chǎn)品認(rèn)證示范創(chuàng)建縣”稱號(hào),成為唯一納入成渝經(jīng)濟(jì)區(qū)發(fā)展規(guī)劃的有機(jī)食品基地縣,先后榮膺全國(guó)生態(tài)文明示范工程試點(diǎn)縣、國(guó)家農(nóng)業(yè)改革與建設(shè)試點(diǎn)示范區(qū)、首批全國(guó)清潔能源生產(chǎn)示范縣、全國(guó)綠化模范縣、國(guó)家電子商務(wù)進(jìn)農(nóng)村綜合示范縣等殊榮。在有機(jī)農(nóng)業(yè)發(fā)展過(guò)程中各級(jí)政府成為了有機(jī)農(nóng)業(yè)發(fā)展的主導(dǎo)力量,為促進(jìn)有機(jī)農(nóng)業(yè)發(fā)展發(fā)揮了不可替代的作用。本文就是在這一背景下,試圖對(duì)西充縣有機(jī)農(nóng)業(yè)發(fā)展中的政府行為開(kāi)展實(shí)證研究,探索政府在有機(jī)農(nóng)業(yè)發(fā)展中的作用機(jī)理,總結(jié)出有機(jī)農(nóng)業(yè)發(fā)展中的政府行為的經(jīng)驗(yàn)和啟示。本文通過(guò)對(duì)西充縣有機(jī)農(nóng)業(yè)參與者的調(diào)查研究,按照“提出問(wèn)題—分析問(wèn)題—解決問(wèn)題”的研究路線展開(kāi)。第一部分闡述了本文選題的背景、意義、文獻(xiàn)回顧及理論依據(jù),并提出研究思路與研究方法;第二部分闡述了本文的調(diào)查設(shè)計(jì)、調(diào)查過(guò)程和實(shí)證數(shù)據(jù)來(lái)源等方面內(nèi)容;第三部分是對(duì)文獻(xiàn)資料和問(wèn)卷資料進(jìn)行數(shù)據(jù)提煉,得出調(diào)查的結(jié)果;第四部分是對(duì)調(diào)查結(jié)果進(jìn)行詳細(xì)分析;第五部分是從公共管理學(xué)理論提出的對(duì)策建議;第六部分是總結(jié)出本次調(diào)查研究的結(jié)論和啟示。本論文將采用文獻(xiàn)法和調(diào)查問(wèn)卷法,了解西充縣有機(jī)農(nóng)業(yè)發(fā)展的現(xiàn)狀,分析西充縣政府推動(dòng)有機(jī)農(nóng)業(yè)發(fā)展的具體做法及主要成效,試圖從多角度分析該縣有機(jī)農(nóng)業(yè)發(fā)展中政府行為存在的主要問(wèn)題,進(jìn)一步提出優(yōu)化政府行為的相關(guān)建議。
[Abstract]:Agriculture is the foundation of the country, and the development of organic agriculture is an important breakthrough to promote the modernization of agriculture. It accords with the concept of scientific development, and conforms to the demand for green food in the period of post-industrialization and post-urbanization. The development of organic agriculture in Jiangsu and Zhejiang, Taiwan and Yangtze River Delta is prominent, but in the western hilly area, it is still in the primary stage, and the development is slow. In order to seize the commanding point of the development of modern agriculture, Xichong County, as a poverty-stricken area, has established the strategic goal of building "organic food base county in western China" based on characteristic resources and comparative advantages, and has made efforts in recent years. The county won the first title of "National Organic Product Certification demonstration and Establishment County" as the first place, and became the only organic food base county to be included in the development plan of Chengdu-Chongqing Economic Zone. It was successively awarded the pilot county of the National demonstration Project of Ecological Civilization. The national agricultural reform and construction pilot demonstration area, the first batch of national clean energy production demonstration county, the national green model county, the country electronic commerce enters the countryside comprehensive demonstration county and so on special honor. In the development of organic agriculture, governments at all levels have become the leading force in the development of organic agriculture and played an irreplaceable role in promoting the development of organic agriculture. In this context, this paper attempts to carry out an empirical study on the government behavior in the development of organic agriculture in Xichong County, explore the mechanism of the government's role in the development of organic agriculture, and summarize the experience and enlightenment of the government behavior in the development of organic agriculture. Based on the investigation and research of the participants in Xichong County organic agriculture, the research route of "posing problem-analyzing problem-solving problem" is carried out in this paper. The first part describes the background, significance, literature review and theoretical basis of this topic, and puts forward the research ideas and methods, the second part describes the design of the investigation, the investigation process and the source of empirical data. The third part is the data extraction of the literature and questionnaire data, the results of the investigation; the fourth part is the detailed analysis of the survey results; the fifth part is from the theory of public management put forward countermeasures and suggestions; The sixth part is the conclusion and enlightenment of this investigation. This paper will use the method of literature and questionnaire to understand the current situation of the development of organic agriculture in Xichong County, and analyze the concrete methods and main achievements of the government of Xichong County to promote the development of organic agriculture. This paper attempts to analyze the main problems of government behavior in the development of organic agriculture in this county from various angles, and puts forward some suggestions on how to optimize the government behavior.
