【摘要】：隨著我國(guó)扶貧工作進(jìn)入攻堅(jiān)克難的重要階段,注重扶貧效果、評(píng)估扶貧效益成為精準(zhǔn)扶貧的重要抓手與創(chuàng)新路徑。研究選取渝東北、鄂西北、渝東南、湘西北、黔西北地區(qū)的近600戶貧困家庭進(jìn)行問卷調(diào)研,突破既往關(guān)注宏觀政策規(guī)制與扶貧主體行為的研究偏好,建立涵括公眾期望、政策適應(yīng)性、扶貧精準(zhǔn)性、價(jià)值感知、效果滿意度等五個(gè)潛變量的扶貧效益綜合評(píng)價(jià)指標(biāo)體系�；趯�(duì)結(jié)構(gòu)方程的指標(biāo)信度、結(jié)構(gòu)效度、模型優(yōu)化擬合,通過路徑系數(shù)與中介效應(yīng)來(lái)測(cè)算區(qū)域間精準(zhǔn)扶貧效益及分值排名。研究認(rèn)為,目前針對(duì)性滿足受眾需求的扶貧供給成為阻滯扶貧效益的關(guān)鍵因素,同時(shí)也亟需改進(jìn)扶貧政策適應(yīng)性與精準(zhǔn)性管理在扶貧對(duì)象價(jià)值感知層面的中間效應(yīng)來(lái)提升扶貧效益滿意度。
[Abstract]:As the work of poverty alleviation in our country has entered an important stage, it is important to pay attention to the effect of poverty alleviation and to evaluate the benefit of poverty alleviation. The research selects nearly 600 poor families in Northeast Chongqing, Northwest Hubei, Southeast Chongqing, Northwest Hunan and Northwest Guizhou to carry on questionnaire investigation, breaks through the previous research preference of concerned macro policy regulation and poverty alleviation main body behavior, establishes includes the public expectation. Policy adaptability, poverty alleviation accuracy, value perception and effect satisfaction are five potential variables of comprehensive evaluation index system of poverty alleviation benefit. Based on the index reliability, structural validity, model optimization and fitting of structural equation, the accurate poverty alleviation benefit and ranking among regions are calculated by path coefficient and intermediary effect. The research believes that, at present, the supply of poverty alleviation targeted to meet the needs of the audience has become a key factor in blocking the effectiveness of poverty alleviation. At the same time, it is urgent to improve the intermediate effect of adaptability and precision management of poverty alleviation policy in the aspect of value perception to improve the satisfaction of poverty alleviation benefits.
