醴陵市土地整理項(xiàng)目綜合效益分析

【摘要】：土地整理不僅是實(shí)現(xiàn)耕地總量動(dòng)態(tài)平衡和糧食生產(chǎn)安全的重要舉措,還是緩解人地矛盾和促進(jìn)土地集約節(jié)約利用的重要手段。土地整理在改善耕地質(zhì)量、提高耕地?cái)?shù)量、促進(jìn)經(jīng)濟(jì)結(jié)構(gòu)調(diào)整、改善生態(tài)環(huán)境等方面發(fā)揮著積極的作用。我國(guó)的土地整理項(xiàng)目起步較晚,與之相關(guān)的法律法規(guī)還不健全,綜合效益評(píng)價(jià)的理論體系還不夠完善。因此,建立科學(xué)的、系統(tǒng)的土地整理綜合效益評(píng)價(jià)系統(tǒng),不僅能豐富土地整理的基礎(chǔ)理論,為土地整理相關(guān)政策的制定提供科學(xué)依據(jù),而且能提升土地整理項(xiàng)目的實(shí)施水平,從而實(shí)現(xiàn)土地資源的可持續(xù)利用。本文以醴陵市孫家灣鄉(xiāng)觀前村土地整理項(xiàng)目為例,在實(shí)地調(diào)查的基礎(chǔ)上,選取具有代表性的評(píng)價(jià)指標(biāo)建立綜合效益評(píng)價(jià)指標(biāo)體系,采用層次分析法和特爾菲法相結(jié)合計(jì)算評(píng)價(jià)體系中各指標(biāo)的權(quán)重,最后運(yùn)用模糊綜合評(píng)價(jià)法對(duì)研究區(qū)的生態(tài)效益、經(jīng)濟(jì)效益和社會(huì)效益進(jìn)行了分析和評(píng)價(jià),旨在為醴陵市的土地整理項(xiàng)目的研究和實(shí)踐提供科學(xué)依據(jù)。通過模糊評(píng)價(jià),研究區(qū)土地整理前的經(jīng)濟(jì)效益、社會(huì)效益、生態(tài)效益和綜合效益評(píng)價(jià)分?jǐn)?shù)分別為：40.11,39.172,42.112和40.214,整理后的評(píng)價(jià)分?jǐn)?shù)分別為：81.376,82.362,87.812和82.736。研究表明：研究區(qū)通過土地整理,產(chǎn)生的綜合效益是巨大的,而且生態(tài)效益、社會(huì)效益和經(jīng)濟(jì)效益的提高也很明顯,按照土地整理效益評(píng)價(jià)等級(jí)劃分表可知整理后所有效益均為“優(yōu)秀”。由此可知,醴陵市土地整理項(xiàng)目不僅僅只重視經(jīng)濟(jì)效益,而是經(jīng)濟(jì)、社會(huì)和生態(tài)效益并重,全面提高,總體上來(lái)說取得了一定成效,基本達(dá)到了理想效果。
[Abstract]:Land consolidation is not only an important measure to realize the dynamic balance of cultivated land amount and food production safety, but also an important means to alleviate the contradiction between man and land and to promote the intensive and economical utilization of land. Land consolidation plays an active role in improving the quality of cultivated land, increasing the quantity of cultivated land, promoting the adjustment of economic structure and improving the ecological environment. The land consolidation project in our country starts late, the related laws and regulations are not perfect, and the theoretical system of comprehensive benefit evaluation is not perfect. Therefore, the establishment of a scientific and systematic comprehensive benefit evaluation system for land consolidation can not only enrich the basic theory of land consolidation and provide scientific basis for the formulation of relevant policies of land consolidation, but also enhance the implementation level of land consolidation projects. In order to achieve the sustainable use of land resources. Taking the land consolidation project of Guanqian Village in Sunjiawan Township of Liling City as an example, on the basis of field investigation, this paper selects representative evaluation indexes to establish the comprehensive benefit evaluation index system. The weight of each index in the evaluation system is calculated by the combination of analytic hierarchy process and Delphi method. Finally, the ecological benefit, economic benefit and social benefit of the study area are analyzed and evaluated by the fuzzy comprehensive evaluation method. The purpose is to provide scientific basis for the research and practice of land consolidation project in Liling city. Through fuzzy evaluation, the evaluation scores of economic, social, ecological and comprehensive benefits before land consolidation in the study area were 40.1139.172U 42.112 and 40.214, respectively, and the evaluation scores after finishing were 81.376U 82.362n 87.812 and 82.73612 respectively. The study shows that the comprehensive benefits of the study area are enormous through land consolidation, and the improvement of ecological, social and economic benefits is also obvious. According to the classification table of land consolidation benefit evaluation, all the benefits are excellent. It can be seen that the land consolidation project in Liling not only attaches importance to economic benefits, but also pays attention to economic, social and ecological benefits. Overall, it has achieved certain results and achieved the ideal results.
