基于AHP-DEA模型的土地整治項目規(guī)劃方案比選

【摘要】:為了提高土地整治項目實施的綜合效益,從眾多規(guī)劃方案中選擇最優(yōu)方案成為項目規(guī)劃設計的關(guān)鍵。論文以甘肅省慶陽市西峰區(qū)肖金鎮(zhèn)雙桐村土地整治項目為例,從不同的角度設計出了4種項目工程建設方案,在此基礎上根據(jù)建設工程內(nèi)容和投資水平等資料,構(gòu)建了帶層次分析法(Analytic Hierarchy Process,AHP)約束錐的數(shù)據(jù)包絡分析(Data Envelopment Analysis,DEA)模型,對4個可行方案的土地整治綜合效益進行評價。結(jié)果顯示:方案1~4的最優(yōu)值依次為1.000 0、0.864 5、0.652 7、0.963 8,方案1為最優(yōu),方案4次之。研究表明:AHPDEA模型將傳統(tǒng)DEA方法對輸入輸出數(shù)據(jù)的客觀分析與決策者的主觀偏好結(jié)合起來,評價結(jié)果客觀準確,在土地整治項目規(guī)劃方案比選中是一種理想的方法。
[Abstract]:In order to improve the comprehensive benefit of land renovation project, the key of project planning and design is to select the optimal scheme from many planning schemes. Taking the land renovation project of Shuangtong Village in Xiao Jin Town, Xifeng District, Qingyang City, Gansu Province as an example, four kinds of project construction schemes are designed from different angles. On this basis, according to the information of construction project content and investment level, etc. A data envelopment analysis (Data Envelopment Analysis,DEA) model with analytic hierarchy process (Analytic Hierarchy Process,AHP) constraint cones was constructed to evaluate the comprehensive benefits of four feasible schemes for land remediation. The results showed that the optimal value of scheme 1 / 4 was 1.000 / 0 / 0 / 0 / 0 / 0, 0.864 / 5 / 0.652 / 7 / 0.963 / 8, scheme 1 was the best, and scheme 4 was the second. The research shows that the AHPDEA model combines the objective analysis of input and output data of traditional DEA method with the subjective preference of decision makers, and the evaluation results are objective and accurate.
