【摘要】：為探索農(nóng)村社會(huì)資本存量,最大限度的利用社會(huì)資本發(fā)揮村委會(huì)的農(nóng)業(yè)減災(zāi)公共品供給職能,解決我國農(nóng)村減災(zāi)公共品供給不足,供給效率低下等問題,本研究基于湖北省3個(gè)縣市700戶農(nóng)戶的抽樣調(diào)查數(shù)據(jù),運(yùn)用結(jié)構(gòu)方程法,對(duì)農(nóng)村社會(huì)資本對(duì)村委會(huì)農(nóng)業(yè)減災(zāi)公共品供給職能的影響進(jìn)行了研究,結(jié)果表明:1)社會(huì)網(wǎng)絡(luò)和社區(qū)歸屬感是影響村委會(huì)供給職能的主要因素;2)共享和社會(huì)參與對(duì)村委會(huì)的供給職能有一定負(fù)向影響;3)社會(huì)信任對(duì)村委會(huì)供給職能影響不顯著。因此,村委會(huì)應(yīng)清醒認(rèn)識(shí)到當(dāng)前我國農(nóng)村社區(qū)"空心化"的現(xiàn)狀,重視村內(nèi)人際關(guān)系建設(shè),有針對(duì)性的建立村內(nèi)強(qiáng)關(guān)系網(wǎng)絡(luò),建立完善"自下而上"的需求表達(dá)機(jī)制,培養(yǎng)農(nóng)戶的主人翁意識(shí),樹立起農(nóng)戶的減災(zāi)防災(zāi)意識(shí),深入學(xué)習(xí)減災(zāi)防災(zāi)措施,普及減災(zāi)防災(zāi)知識(shí),提高農(nóng)戶供給農(nóng)業(yè)減災(zāi)公共品的主動(dòng)性與積極性。
[Abstract]:In order to explore the stock of rural social capital, maximize the use of social capital to play the role of the village committee in providing public goods for agricultural disaster reduction, and solve the problems of inadequate supply and low efficiency of supply of public goods for rural disaster reduction in China. Based on the sampling data of 700 peasant households in three counties and cities of Hubei Province, the influence of rural social capital on the supply function of agricultural disaster reduction public goods of village committee was studied by using structural equation method. The results show that: 1) Social network and sense of community belonging are the main factors affecting the supply function of village committee; 2) sharing and social participation have some negative influence on the supply function of village committee; 3) social trust has no significant effect on the supply function of village committee. Therefore, the village committee should be aware of the present situation of "hollowing" in rural communities, attach importance to the construction of interpersonal relations in villages, set up a strong relationship network in villages, and establish and improve the "bottom-up" mechanism of demand expression. To cultivate farmers' sense of ownership, to establish their awareness of disaster reduction and disaster prevention, to study the measures of disaster reduction and prevention, to popularize the knowledge of disaster reduction and prevention, and to improve the initiative and enthusiasm of farmers in supplying public goods for agricultural disaster reduction.
