【摘要】：農(nóng)業(yè)是國(guó)民經(jīng)濟(jì)的基礎(chǔ),支撐國(guó)民經(jīng)濟(jì)的健康發(fā)展,對(duì)于國(guó)民經(jīng)濟(jì)有至關(guān)重要的作用。探究高密市農(nóng)業(yè)發(fā)展問題,提出農(nóng)業(yè)發(fā)展的新思路,對(duì)高密市農(nóng)業(yè)具有重要的現(xiàn)實(shí)意義。論文主要從高密市農(nóng)業(yè)基本條件入手,結(jié)合高密市農(nóng)業(yè)發(fā)展現(xiàn)狀,運(yùn)用SWOT分析方法,對(duì)高密市農(nóng)業(yè)發(fā)展的內(nèi)部?jī)?yōu)勢(shì)、劣勢(shì)和外部的機(jī)遇與挑戰(zhàn)進(jìn)行分析,提出高密市農(nóng)業(yè)發(fā)展的戰(zhàn)略和對(duì)策建議。首先,從高密市地理位置、地形地貌、氣候水源等自然稟賦條件以及當(dāng)前高密市農(nóng)作物生產(chǎn)、畜牧業(yè)生產(chǎn)等方面來探討高密市農(nóng)業(yè)發(fā)展的現(xiàn)狀及趨勢(shì)；其次,運(yùn)用SWOT戰(zhàn)略分析方法對(duì)高密市農(nóng)業(yè)發(fā)展存在的內(nèi)外部條件進(jìn)行分析,得出了高密市存在自然條件、農(nóng)業(yè)基礎(chǔ)、區(qū)位及交通、文化底蘊(yùn)深厚的內(nèi)部?jī)?yōu)勢(shì),農(nóng)業(yè)設(shè)施落后投入不足、農(nóng)業(yè)內(nèi)部結(jié)構(gòu)不合理、水資源短缺、農(nóng)技推廣機(jī)制落后的內(nèi)部劣勢(shì),以及政策和經(jīng)濟(jì)環(huán)境的外部機(jī)遇,同時(shí)也存在著地區(qū)競(jìng)爭(zhēng)、農(nóng)業(yè)農(nóng)民增收難的挑戰(zhàn)；第三,綜合分析內(nèi)外部條件,列出SWOT戰(zhàn)略矩陣,結(jié)合高密市實(shí)際情況,探索出促進(jìn)高密市農(nóng)業(yè)發(fā)展的對(duì)策建議,如加強(qiáng)設(shè)施建設(shè)投入、提高農(nóng)業(yè)產(chǎn)業(yè)化水平、治理含氟水、積極推動(dòng)生態(tài)文明建設(shè)、建立服務(wù)型的農(nóng)技推廣體系以及提高農(nóng)民文化素質(zhì)等。最后,對(duì)研究進(jìn)行總結(jié)。高密市作為農(nóng)業(yè)縣,推動(dòng)農(nóng)業(yè)發(fā)展對(duì)其具有重要的意義；同時(shí),高密市農(nóng)業(yè)發(fā)展要從實(shí)際出發(fā),結(jié)合自身的內(nèi)部和外部條件,采取有針對(duì)性的措施,以獲得更好的發(fā)展。
[Abstract]:Agriculture is the foundation of the national economy, supporting the healthy development of the national economy, has a vital role in the national economy. It is of great practical significance to probe into the problems of agricultural development in Gaomi City and put forward new ideas for agricultural development in Gaomi City. This paper mainly starts with the basic conditions of agriculture in Gaomi city, combines with the present situation of agricultural development in Gaomi city, and analyzes the internal advantages, disadvantages and external opportunities and challenges of the agricultural development of Gaomi city by using SWOT analysis method. This paper puts forward the strategies and countermeasures for the agricultural development of Gaomi City. Firstly, the present situation and trend of agricultural development in Gaomi City are discussed from such aspects as geographical location, landform and landform, climate water source and other natural endowment conditions, as well as the current production of crops and animal husbandry in Gaomi City. This paper analyzes the internal and external conditions of the agricultural development in Gaomi by using the SWOT strategic analysis method, and draws the conclusion that the natural conditions, the agricultural foundation, the location and the traffic, the deep cultural background and the insufficient investment in the agricultural facilities exist in Gaomi City. The internal structure of agriculture is unreasonable, the shortage of water resources, the internal disadvantage of backward agricultural technology extension mechanism, and the external opportunity of policy and economic environment, at the same time, there are also the challenges of regional competition and the difficulty of increasing agricultural farmers' income; third, This paper comprehensively analyzes the internal and external conditions, lists the SWOT strategic matrix, combines the actual situation of Gaomi City, and explores the countermeasures and suggestions to promote the agricultural development of Gaomi City, such as strengthening the investment in the construction of facilities, improving the level of agricultural industrialization, and controlling the fluorine water. Actively promote the construction of ecological civilization, establish a service-oriented agricultural technology extension system and improve the cultural quality of farmers. Finally, the research is summarized. As an agricultural county, it is of great significance to promote the development of agriculture in Gaomi City. At the same time, the development of agriculture in Gaomi City should proceed from the reality and take targeted measures in combination with its internal and external conditions in order to achieve better development.
