【摘要】：1998年,我國開始實施天然林資源保護工程,為了探討天保工程的實施效果,本文以呼倫貝爾市地方林業(yè)為研究對象,對其天保工程區(qū)實施效果進行了研究,提出了呼倫貝爾市地方林業(yè)天保工程實施效果綜合評價指標體系,確定了評價指標所需要的調(diào)查數(shù)據(jù)以及計算方法；運用層次分析法計算出綜合評價指數(shù),對呼倫貝爾市地方林業(yè)天保工程實施效果進行綜合評價。運用層次分析法,從生態(tài)、經(jīng)濟和社會三個方面綜合評價呼倫貝爾市地方林業(yè)天保工程實施效果。依據(jù)制定的呼倫貝爾市地方林業(yè)天保工程實施效果綜合評價指標體系,由指標體系的各項指標的計算值,應(yīng)用層次分析法,對呼倫貝爾市地方林業(yè)的生態(tài)效益、經(jīng)濟效益和社會效益進行評價,進而得到呼倫貝爾市地方林業(yè)天保工程實施效果的綜合評價情況。計算得到呼倫貝爾市地方林業(yè)天保工程實施效果的綜合評價指數(shù)為0.925,位于區(qū)間[0.9,1]中,說明呼倫貝爾市地方林業(yè)2008年的天保工程實施效果在總體上非常好。社會效益指數(shù)(0.999)最高,其次是經(jīng)濟指數(shù)(0.916),實施效果均為非常好；而生態(tài)效益指數(shù)略低為0.896,實施效果為好,還需加強。根據(jù)綜合評價的過程和結(jié)果,發(fā)現(xiàn)了制約呼倫貝爾市天保工程實施效果的關(guān)鍵性因素。在對呼倫貝爾市地方林業(yè)天保工程實施效果綜合評價的過程中,找出目前影響呼倫貝爾市天保工程實施效果的因素,具體表現(xiàn)在：齡級結(jié)構(gòu)、樹種結(jié)構(gòu)、水土保持增長率、三次產(chǎn)業(yè)比例等評價指標的數(shù)值偏低。研究得到的評價結(jié)果與呼倫貝爾市地方林業(yè)天保工程實施效果的實際情況基本一致,說明本研究所建立的天保工程實施效果綜合評價指標體系合理,利用所建立的指標體系對呼倫貝爾市地方林業(yè)天保工程實施效果進行評價具有一定的可行性和科學(xué)性,評價結(jié)果為呼倫貝爾市天保工程后續(xù)實施決策的制定提供理論依據(jù)。
[Abstract]:In 1998, our country began to implement the natural forest resources protection project. In order to discuss the effect of the implementation of the natural forest conservation project, this paper takes the local forestry of Hulunbeir city as the research object, and studies the effect of the implementation of the natural forest conservation project area in Hulunbeir city. This paper puts forward the comprehensive evaluation index system of the implementation effect of the local forestry natural conservation project in Hulunbeir city, determines the investigation data and calculation method needed for the evaluation index, calculates the comprehensive evaluation index by using the analytic hierarchy process. A comprehensive evaluation of the effect of local forestry natural conservation project in Hulunbeir city was carried out. The effect of local forestry natural conservation project in Hulunbeir city was comprehensively evaluated from three aspects of ecology, economy and society by using the analytic hierarchy process (AHP). According to the comprehensive evaluation index system of the implementation effect of the local forestry natural conservation project in Hulunbeir city, the ecological benefits of the local forestry in Hulunbeir city were studied by using the analytic hierarchy process (AHP) and the calculated values of each index of the index system. The economic and social benefits were evaluated, and the comprehensive evaluation of the effect of local forestry natural conservation project in Hulunbeir was obtained. The comprehensive evaluation index of the implementation effect of local forestry conservation project in Hulunbeir is 0.925, which is located in the interval [0.9 ~ 1], which shows that the implementation effect of local forestry in Hulunbeir in 2008 is very good on the whole. The social benefit index (0.999) is the highest, followed by the economic index (0.916), the implementation effect is very good, while the ecological benefit index is slightly lower (0.896), the implementation effect is good, it needs to be strengthened. According to the process and result of comprehensive evaluation, the key factors restricting the effect of natural conservation project in Hulunbeir are found. In the process of comprehensive evaluation of the effect of local forestry natural conservation project in Hulunbeir city, the factors influencing the implementation effect of natural conservation project in Hulunbeir city are found out, which are: age class structure, tree species structure, soil and water conservation growth rate. The value of the evaluation index such as the ratio of three industries is on the low side. The evaluation results obtained from the study are basically consistent with the actual situation of the implementation effect of the local forestry natural conservation project in Hulunbeir city, which indicates that the comprehensive evaluation index system of the implementation effect of the natural conservation project established by this research is reasonable. It is feasible and scientific to evaluate the effect of local forestry natural conservation project in Hulunbeir by using the established index system. The evaluation results provide a theoretical basis for the decision making of the follow-up implementation of the natural conservation project in Hulunbeir city.
