基于面板數(shù)據(jù)模型的林業(yè)人力資本對地區(qū)林業(yè)經(jīng)濟增長的影響研究

【摘要】:林業(yè)經(jīng)濟的可持續(xù)發(fā)展,對于促進我國民生改善、推進生態(tài)文明建設、主動適應新常態(tài)有重要的意義。面對當前林業(yè)發(fā)展非均衡的格局以及資源環(huán)境限制的雙重壓力,林業(yè)經(jīng)濟的持續(xù)增長不可能僅依靠傳統(tǒng)的要素投入來實現(xiàn)。本研究基于面板數(shù)據(jù)模型,以林業(yè)人力資本作為切入點,探討其對地區(qū)林業(yè)經(jīng)濟增長的影響作用。研究首先系統(tǒng)回顧了人力資本與林業(yè)經(jīng)濟增長的相關國內(nèi)外文獻,對我國的林業(yè)人力資本進行了測算,并對現(xiàn)狀進行了描述分析。其次,運用系統(tǒng)聚類法,以林業(yè)人力資本特征為依據(jù),將31個省市區(qū)劃分為林業(yè)人力資本優(yōu)質(zhì)區(qū)、富集區(qū)和落后區(qū)。在此基礎上,構建了包含林業(yè)人力資本等變量在內(nèi)的生產(chǎn)函數(shù),運用廣義最小二乘法(FGLS),按照聚類地區(qū)劃分,對2002~2013年的面板數(shù)據(jù)進行模型估計。研究得出的結論如下:第一,林業(yè)人力資本作為一種特殊的資本形態(tài),對地區(qū)林業(yè)經(jīng)濟的發(fā)展有明顯的推動作用,在林業(yè)人力資本優(yōu)質(zhì)區(qū)和落后區(qū)要注重勞動力質(zhì)量的提升,而林業(yè)人力資本富集區(qū)要注重人力資本結構的優(yōu)化;第二,林業(yè)勞動工資作為一種信號工具可反映人力資本價值,由其產(chǎn)生的激勵作用對林業(yè)經(jīng)濟增長有較大的貢獻,提升林業(yè)勞動者的工資待遇水平能在很大程度上推動地區(qū)林業(yè)經(jīng)濟總量的增長;第三,當前林業(yè)生產(chǎn)格局并不適合地區(qū)林業(yè)產(chǎn)業(yè)的發(fā)展,加快林業(yè)產(chǎn)業(yè)結構向第二三產(chǎn)業(yè)的升級優(yōu)化,可以帶動地區(qū)林業(yè)經(jīng)濟總量較快的增長;第四,林業(yè)新增固定資產(chǎn)僅對林業(yè)人力資本落后區(qū)的林業(yè)經(jīng)濟增長的作用顯著,而林業(yè)實際資金投入對各地區(qū)的林業(yè)經(jīng)濟增長均有明顯的影響作用;第五,增加實際造林面積,加快林業(yè)科技發(fā)展,對林業(yè)經(jīng)濟的持續(xù)增長有重要促進作用。研究建議如下:第一,加強林業(yè)職工和林農(nóng)的繼續(xù)教育,建立林業(yè)人力資本投入機制,積極優(yōu)化林業(yè)勞動者人力資本結構;第二,提高林業(yè)人員的福利待遇,提升林業(yè)行業(yè)的工資水平,改善林區(qū)和基層林業(yè)人才的生活條件;第三,充分利用地方特色優(yōu)勢,推進林業(yè)一二三產(chǎn)業(yè)融合發(fā)展;第四,完善林區(qū)的基礎設施,建設林業(yè)資金投入機制,拓寬林業(yè)資金來源和渠道;第五,切實提高造林綠化面積,加強森林自然資源保護和培育,加大林業(yè)科技攻關力度,促進林業(yè)適用技術的推廣轉化。
[Abstract]:The sustainable development of forestry economy is of great significance for promoting the improvement of people's livelihood, promoting the construction of ecological civilization and adapting to the new normal. In the face of the current unbalanced pattern of forestry development and the double pressure of resource and environment restriction, the sustainable growth of forestry economy can not be realized only by the traditional input of elements. Based on panel data model, this paper discusses the effect of forestry human capital on regional forestry economic growth. Firstly, the paper systematically reviews the domestic and foreign literature on human capital and forestry economic growth, calculates the forestry human capital in China, and describes and analyzes the present situation. Secondly, according to the characteristics of forestry human capital, 31 provinces and municipalities are divided into high quality forestry human capital areas, rich areas and backward areas. On this basis, the production function including forestry human capital and other variables is constructed, and the panel data from 2002 to 2013 are estimated by using the generalized least square method (FGLS),). The conclusions are as follows: first, forestry human capital, as a special form of capital, plays a significant role in promoting the development of regional forestry economy. In the high quality and backward areas of forestry human capital, we should pay attention to the improvement of labor force quality. Second, as a signalling tool, forestry labor wage can reflect the value of human capital, and the incentive effect produced by it has a great contribution to forestry economic growth. Raising the level of wages and benefits of forestry workers can to a large extent promote the growth of the total amount of regional forestry economy. Third, the current forestry production pattern is not suitable for the development of regional forestry industry. Speeding up the upgrading and optimization of forestry industrial structure to the second and third industries can promote the rapid growth of the regional forestry economy; fourth, the increase of forestry fixed assets only plays a significant role in the forestry economic growth in the backward areas of forestry human capital. The actual investment of forestry funds has a significant impact on the forestry economic growth in all regions. Fifthly, increasing the actual afforestation area and accelerating the development of forestry science and technology play an important role in promoting the sustained growth of forestry economy. The research suggestions are as follows: first, strengthen the continuing education of forestry workers and forestry farmers, establish forestry human capital investment mechanism, and actively optimize the human capital structure of forestry workers; second, improve the welfare and treatment of forestry workers. To raise the wage level of the forestry industry and improve the living conditions of forestry professionals in forest areas and at the grass-roots level; third, to make full use of the advantages of local characteristics to promote the integration and development of forestry industries; fourth, to improve the infrastructure of forest regions, The fifth is to improve the afforestation area, strengthen the protection and cultivation of forest natural resources, strengthen forestry science and technology to tackle key problems, and promote the promotion and transformation of applicable forestry technology.
