【摘要】：近代中國飽受外憂內(nèi)患,農(nóng)村經(jīng)濟(jì)日益破產(chǎn)。借此,廣大愛國志士加入農(nóng)村復(fù)興運動中,以山東鄒平模式、河北定縣模式最為代表。民國十九年,金陵大學(xué)與中央農(nóng)業(yè)推廣委員會合作,在安徽烏江成立農(nóng)業(yè)推廣實驗區(qū),進(jìn)行農(nóng)業(yè)改良推廣,取得顯著的社會經(jīng)濟(jì)效益。烏江農(nóng)會實行會員寬進(jìn)嚴(yán)管、會員結(jié)構(gòu)合理；通過與中國銀行合作,經(jīng)營糧食抵押,減少“谷賤傷農(nóng)”的損失；輔助農(nóng)民組織合作社,緩解農(nóng)村資金枯竭問題；團(tuán)結(jié)農(nóng)民對抗劣紳土豪,維護(hù)農(nóng)民權(quán)益；代為農(nóng)民解決法律土地糾紛,維持鄉(xiāng)村社會和諧�；诿駠鴷r期農(nóng)村復(fù)興運動的背景,本文以安徽烏江農(nóng)民合作組織為研究對象,利用民國時期有關(guān)烏江農(nóng)民合作組織的史料,使用經(jīng)濟(jì)學(xué)與史學(xué)相結(jié)合的方法對烏江農(nóng)民合作組織的成立與運營進(jìn)行剖析,發(fā)現(xiàn)烏江農(nóng)民合作組織治理完善,主要是將散漫弱小的農(nóng)民組織起來,進(jìn)行農(nóng)業(yè)改良,推動鄉(xiāng)村經(jīng)濟(jì)社會協(xié)調(diào)發(fā)展。首先,通過建立博弈模型,分析合作社和棉農(nóng)間的行為博弈,得出完善的合作社制度、豐富的社會資本是棉農(nóng)守法的重要因素,執(zhí)行成本是影響合作社執(zhí)法的重要因素的結(jié)論。結(jié)合史料發(fā)現(xiàn)實驗區(qū)運營棉花運銷合作,改善了棉花交易環(huán)境,提高了棉農(nóng)的收益。烏江信用合作社嚴(yán)格審查會員資格、合理安排借款用途、期限及借款額度,實行抵押擔(dān)保、提取公積金等風(fēng)險管控措施,緩解了鄉(xiāng)村資金枯竭。其次,擬用比較制度分析法,解釋合作社進(jìn)展的困境,發(fā)現(xiàn)國民政府實施戰(zhàn)時統(tǒng)制經(jīng)濟(jì)政策,強化合作對鄉(xiāng)村資源的控制,嚴(yán)重偏離了合作社設(shè)立的初衷。最后,總結(jié)烏江農(nóng)民合作組織的特點及提出其借鑒價值。烏江實驗區(qū)作為“第一行動集團(tuán)”,加速傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)變,形成誘致性制度變遷；農(nóng)會指導(dǎo)協(xié)助成立合作社,合作組織一體化效應(yīng)顯著。當(dāng)下政府進(jìn)行頂層制度設(shè)計時需考慮底層實際,完善信息服務(wù)平臺建設(shè)、創(chuàng)新財政金融政策及加快基礎(chǔ)設(shè)施建設(shè),建立多元化模式的“三位一體”的合作組織。
[Abstract]:Modern China suffered from external and internal troubles, and the rural economy went bankrupt day by day. Thus, the vast number of patriots joined the rural rejuvenation movement, Shandong Zouping model, Hebei Dingxian model is the most representative. In 1919, Jinling University cooperated with the Central Agricultural extension Committee to set up an agricultural extension experimental area in Wujiang, Anhui Province, to carry out agricultural improvement and extension, with remarkable social and economic benefits. The Wujiang Farmers Association implements strict management of its members, and its membership structure is reasonable; through cooperation with the Bank of China, it manages grain mortgages to reduce the loss of "untouchable farmers"; assists farmers in organizing cooperatives to alleviate the problem of capital depletion in rural areas; Unite the peasants against the bad gentry and land, safeguard the rights and interests of the peasants, solve the legal land disputes on their behalf, and maintain the harmony of the rural society. Based on the background of the rural rejuvenation movement in the period of the Republic of China, this paper takes the rural cooperative organization of Wujiang in Anhui Province as the research object, and makes use of the historical data of the rural cooperative organization of Wujiang in the period of the Republic of China. Using the method of combining economics and history to analyze the establishment and operation of Wujiang farmer cooperative organization, it is found that the governance of Wujiang farmer cooperative organization is perfect, mainly to organize the loose and weak peasants to carry out agricultural improvement. Promoting coordinated development of rural economy and society. First of all, through establishing the game model, analyzing the behavior game between the cooperative and the cotton farmer, the conclusion is drawn that the perfect cooperative system, abundant social capital is the important factor of cotton farmers abiding by the law, and the execution cost is the important factor affecting the cooperative law enforcement. Based on the historical data, it is found that the cooperative operation of cotton transportation and marketing in the experimental area improves the cotton trading environment and the income of cotton farmers. Wujiang Credit Union strictly examines the membership, reasonably arranges the loan purpose, the term and the loan quota, implements the mortgage guarantee, draws the accumulation fund and so on the risk control measure, alleviates the countryside fund to dry up. Secondly, the author intends to use comparative system analysis method to explain the plight of the progress of cooperatives, and find out that the national government implements the economic policy of controlling economy in wartime and strengthens the control of rural resources by cooperation, which deviates from the original intention of setting up cooperatives seriously. Finally, the paper summarizes the characteristics of Wujiang Peasant Cooperative Organization and puts forward its reference value. As the "first action group", Wujiang experimental area accelerates the transformation from traditional agriculture to modern agriculture and forms induced institutional changes. At present, the government should consider the reality of the bottom layer, perfect the construction of information service platform, innovate the financial policy and accelerate the construction of infrastructure, and establish a "trinity" cooperation organization.
