黎平縣新型職業(yè)農(nóng)民培育問題研究

【摘要】:二十一世紀(jì)初,我國(guó)正處于全面建設(shè)小康社會(huì)的關(guān)鍵時(shí)期,伴隨著工業(yè)化、城鎮(zhèn)化的發(fā)展,農(nóng)村剩余勞動(dòng)力大量涌向沿海城市或經(jīng)濟(jì)發(fā)達(dá)地區(qū),因此造成農(nóng)村勞動(dòng)人數(shù)減少、男女比例失調(diào)、勞動(dòng)者年齡偏大以及受教育程度偏低等諸多問題。在這一背景下,“誰(shuí)來種地,如何種好地”是當(dāng)前急需解決的問題,也是我國(guó)由傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)能否轉(zhuǎn)型的關(guān)鍵所在,更是解決國(guó)家糧食安全的重要保證。現(xiàn)階段來說,貴州省仍是一個(gè)經(jīng)濟(jì)欠發(fā)達(dá)的農(nóng)業(yè)大省,再加上農(nóng)民思想觀念陳舊、科技意識(shí)差、勞動(dòng)技能弱、整體素質(zhì)低,已成為制約貴州省農(nóng)業(yè)發(fā)展和影響當(dāng)?shù)剞r(nóng)民增收的重要因素。因此,建立新型職業(yè)農(nóng)民教育體系,大力培養(yǎng)適應(yīng)現(xiàn)代化農(nóng)業(yè)發(fā)展的新型職業(yè)農(nóng)民,已經(jīng)迫在眉睫,同時(shí)這也是解決我國(guó)“三農(nóng)問題”的重要途徑。本文以黎平縣為樣本,結(jié)合使用數(shù)據(jù)分析法和案例分析法等研究方法,分析黎平縣新型職業(yè)農(nóng)民培育現(xiàn)狀,剖析培訓(xùn)過程中所遇到的問題,在此基礎(chǔ)上歸納出當(dāng)前培育工作中所面臨的主要問題,并通過國(guó)內(nèi)外優(yōu)秀經(jīng)驗(yàn)的借鑒,以期對(duì)黎平縣新型職業(yè)農(nóng)民的培育作出一定的貢獻(xiàn)。全文一共分為七章:第一章交代選題背景;第二章對(duì)職業(yè)農(nóng)民以及新型職業(yè)農(nóng)民進(jìn)行概念界定,對(duì)于本文所涉及的相關(guān)理論基礎(chǔ)進(jìn)行解釋說明;第三章介紹黎平縣基本情況,匯總其問卷調(diào)查數(shù)據(jù)并進(jìn)行分析,歸納其現(xiàn)狀特點(diǎn);第四章通過對(duì)問卷調(diào)查結(jié)果進(jìn)行數(shù)據(jù)分析,梳理出當(dāng)前黎平縣新型職業(yè)農(nóng)民培育中存在的問題及成因分析;第五章對(duì)國(guó)內(nèi)外新型職業(yè)農(nóng)民培育進(jìn)行系統(tǒng)性回顧,概括出國(guó)內(nèi)外新型職業(yè)農(nóng)民培育對(duì)黎平縣新型職業(yè)農(nóng)民培育的經(jīng)驗(yàn)與啟示;第六章提出對(duì)策和建議;第七章結(jié)論。
[Abstract]:At the beginning of 21 century, our country is in the key period of building a well-off society in an all-round way. With the development of industrialization and urbanization, a large number of rural surplus labor force is flocking to coastal cities or economically developed areas, so the number of rural labor force decreases. Gender imbalance, older workers and low level of education and many other problems. Under this background, "who cultivates the land, how to plant the good land" is the current urgent question which urgently needs to solve, is also our country from the traditional agriculture to the modern agriculture can transform the key place, but also solves the national grain security important guarantee. At the present stage, Guizhou Province is still a large agricultural province with an underdeveloped economy. In addition, farmers have outdated ideas, poor scientific and technological awareness, weak labor skills, and low overall quality. It has become an important factor restricting the development of agriculture and increasing the income of local farmers. Therefore, it is urgent to establish a new type of vocational farmer education system and to train the new type of professional peasants to adapt to the development of modern agriculture. At the same time, this is an important way to solve the "three rural problems" in our country. This paper takes Liping County as a sample and uses data analysis method and case analysis method to analyze the present situation of cultivation of new-type professional farmers in Liping County and the problems encountered in the process of training. On this basis, the main problems in the current cultivation work are summed up, and through the reference of the excellent experience at home and abroad, the author hopes to make a certain contribution to the cultivation of the new type of professional farmers in Liping County. The full text is divided into seven chapters altogether: the first chapter explains the background of the selected topic; the second chapter defines the concept of the professional farmer and the new professional farmer, and explains the relevant theoretical basis involved in this paper; the third chapter introduces the basic situation of Liping County. The fourth chapter analyzes the problems and causes of the cultivation of the new type of professional farmers in Liping county through the data analysis of the results of the questionnaire survey. The fifth chapter systematically reviews the cultivation of new professional farmers at home and abroad, summarizes the experience and inspiration of the cultivation of new professional peasants in Liping County; the sixth chapter puts forward the countermeasures and suggestions; the seventh chapter concludes.
