【摘要】：本文利用遼寧省396戶(hù)菜農(nóng)的調(diào)查數(shù)據(jù),引入損害控制模型(Damage Control Model),研究了蔬菜種植戶(hù)施用農(nóng)藥的邊際生產(chǎn)率,同時(shí)利用Probit模型與OLS模型分析了影響菜農(nóng)過(guò)量施用農(nóng)藥的主要因素。研究發(fā)現(xiàn),在施藥過(guò)程中有38.4%的菜農(nóng)會(huì)超過(guò)說(shuō)明書(shū)規(guī)定使用量,損害控制模型估計(jì)結(jié)果顯示菜農(nóng)施用農(nóng)藥的邊際生產(chǎn)率接近0,表明菜農(nóng)確實(shí)存在過(guò)量施用農(nóng)藥行為;影響菜農(nóng)過(guò)量施用農(nóng)藥的因素主要有出售前檢測(cè)、農(nóng)藥施用技術(shù)宣傳指導(dǎo)、產(chǎn)量影響、價(jià)格影響、種植面積、收入來(lái)源等。應(yīng)完善蔬菜市場(chǎng)體系,建立并形成優(yōu)質(zhì)優(yōu)價(jià)機(jī)制,增強(qiáng)蔬菜質(zhì)量安全信息的透明度,用價(jià)格機(jī)制和信譽(yù)機(jī)制來(lái)調(diào)整和約束菜農(nóng)農(nóng)藥施用行為;提高政府規(guī)制水平,加強(qiáng)蔬菜銷(xiāo)售終端檢測(cè)力度,加大對(duì)菜農(nóng)農(nóng)藥施用知識(shí)與技能的培訓(xùn);加強(qiáng)新型農(nóng)業(yè)經(jīng)營(yíng)主體培育,培育農(nóng)業(yè)產(chǎn)業(yè)化聯(lián)合體,提高菜農(nóng)組織化程度,從而謀求農(nóng)藥施用量的減少。
[Abstract]:Based on the investigation data of 396 vegetable farmers in Liaoning province, the marginal productivity of pesticide application in vegetable growers was studied by introducing damage control model (Damage Control Model), and the main factors affecting the excessive application of pesticides by vegetable growers were analyzed by using Probit model and OLS model. It is found that 38.4% of vegetable farmers will exceed the amount specified in the specification, and the damage control model estimation results show that the marginal productivity of pesticide application is close to zero, indicating that the farmers do have excessive pesticide application behavior. The main factors affecting the excessive application of pesticides to vegetable farmers were pre-sale testing, technical guidance of pesticide application, effect of yield, effect of price, planting area, source of income and so on. It is necessary to perfect the vegetable market system, establish and form the high quality and high price mechanism, enhance the transparency of the quality and safety information of vegetables, adjust and restrain the behavior of vegetable farmers' pesticide application with price mechanism and credit mechanism, and raise the level of government regulation. To strengthen the detection of vegetable sales terminals, to increase the training of knowledge and skills in the application of vegetable farmers and pesticides, to strengthen the cultivation of new agricultural management subjects, to foster agricultural industrialization consortia, and to improve the degree of organization of vegetable farmers, In order to reduce the amount of pesticide application.
