泰寧縣2010年村莊整理新增耕地質(zhì)量評價

【摘要】:農(nóng)村居民點整理作為內(nèi)部挖潛的方式之一,在保持耕地總量平衡方面起到了重要的作用。在當(dāng)前階段,相關(guān)研究主要集中于農(nóng)村居民點整理工作的推進(jìn)過程及潛在規(guī)模(數(shù)量),對工作實施后耕地質(zhì)量如何關(guān)注較少,與整理實施過程中重面積輕質(zhì)量的現(xiàn)狀有相似之處。農(nóng)用地分等定級和綜合產(chǎn)能核算項目的完成,使耕地的質(zhì)量等級評價建立起了較為成熟的評價體系,但是直接應(yīng)用到農(nóng)村居民點整理的新增耕地評價中,會發(fā)現(xiàn)尚有可修正之處。本研究以泰寧縣2010年農(nóng)村居民點整理項目為例,使用農(nóng)用地分等定級方法初步評定項目新增耕地的質(zhì)量等級,考慮到農(nóng)村居民點整理的新增耕地有個潛力提升的過程,引入農(nóng)戶投入修正概念,并以定量分析法歸納為勞動投入意愿、資本投入意愿、勞動投入能力、資本投入能力四個影響因素,估計影響因素系數(shù),修正初步評定結(jié)果,最終給出項目實施后新增耕地的質(zhì)量等級。研究得出以下幾方面的結(jié)論:1、初步評定結(jié)果表明,項目的新增耕地國家自然等主要集中在7、8等;國家利用等主要集中在8、9等;國家經(jīng)濟(jì)等主要集中在8、9等。2、修訂后,耕地等別的分布規(guī)律未發(fā)生太大變化,但總體質(zhì)量有所提升。3、離居民點距離及離道路距離與耕地未來潛力反向相關(guān),田塊規(guī)整程度、農(nóng)業(yè)勞動力占人口比例及收入與耕地未來潛力正向相關(guān)。4、修正系數(shù)對自然指數(shù)的提升作用最大,經(jīng)濟(jì)指數(shù)提升最低。5、泰寧縣全縣耕地質(zhì)量等別不高,且中等耕地較多,中等級別分布均勻,土地利用狀況一般。6、通過比較發(fā)現(xiàn)2009-2013年建設(shè)占用優(yōu)質(zhì)耕地較多,從占補(bǔ)的角度上看,項目補(bǔ)充的耕地未達(dá)到占補(bǔ)平衡的要求。
[Abstract]:As one of the ways of tapping potential, rural residential land consolidation plays an important role in maintaining the balance of total cultivated land. At the present stage, the related studies mainly focus on the advancement process and potential scale (quantity) of rural residential land consolidation, and pay less attention to the quality of cultivated land after the implementation of the work. It is similar to the present situation of heavy area and light quality in the process of finishing and implementing. With the completion of agricultural land grading and comprehensive productivity accounting project, a mature evaluation system has been established for the evaluation of cultivated land quality grade, but it is directly applied to the evaluation of newly added cultivated land in rural residential land consolidation. There is still room for correction. Taking the rural residential land consolidation project of Taining County in 2010 as an example, the paper preliminarily evaluates the quality grade of the new cultivated land in the project by using the agricultural land grading method, taking into account the process of increasing the potential of the new cultivated land in the rural residential land consolidation. The concept of peasant household input correction is introduced, and the quantitative analysis method is used to sum up the four influencing factors: labor input intention, capital input will, labor input capacity and capital input capacity, estimate the influence factor coefficient, and revise the preliminary evaluation results. Finally, the quality grade of the new cultivated land after the implementation of the project is given. The study draws the following conclusions: 1. The preliminary evaluation results show that the national nature and so on of the new cultivated land in the project are mainly concentrated in 710%, the national utilization is mainly concentrated in 810% 9, and the national economy is mainly concentrated in 810%, etc., after revision, The distribution law of cultivated land and other areas did not change much, but the overall quality improved by 0.3. The distance from residential areas and roads was inversely related to the future potential of cultivated land. The ratio of agricultural labor to population and income is positively related to the future potential of cultivated land. The correction coefficient has the greatest effect on the promotion of natural index, the economic index is the lowest, and the quality of cultivated land in Taining County is not high, and there are more moderate cultivated land. The average distribution of middle level and average land use. 6. Through comparison, it is found that the construction occupied more high quality cultivated land in 2009-2013. From the perspective of occupation and compensation, the cultivated land supplemented by the project did not meet the requirements of balance between occupation and compensation.
