【摘要】：規(guī)模龐大的農(nóng)民工改變了傳統(tǒng)"三農(nóng)"范疇,演化成為與傳統(tǒng)農(nóng)民、城市市民相異的社會群體,限制了農(nóng)業(yè)發(fā)展空間,影響農(nóng)民收入水平提高,使得新農(nóng)村建設(shè)成效不及預(yù)期,成為制約中國"三農(nóng)"發(fā)展的障礙。因此,需要將農(nóng)民工從"三農(nóng)"的"農(nóng)民"中獨(dú)立出來高度重視,與"農(nóng)業(yè)、農(nóng)民、農(nóng)村"并列為"四農(nóng)",緊緊圍繞農(nóng)民工向現(xiàn)代產(chǎn)業(yè)工人、城市市民和城市主人轉(zhuǎn)型,從城市和農(nóng)村兩端發(fā)力、分類施策,加快推進(jìn)農(nóng)民工轉(zhuǎn)型,大力改善農(nóng)業(yè)生產(chǎn)條件、農(nóng)村生活條件并舉,通過制度改革和體制機(jī)制創(chuàng)新突破"三農(nóng)"困境。
[Abstract]:The large scale of peasant workers changed the traditional category of "three rural areas" and evolved into a social group different from the traditional farmers and urban citizens, restricted the space for agricultural development, affected the improvement of farmers' income level, and made the construction of new rural areas less effective than expected. It has become an obstacle to the development of agriculture, rural areas and farmers in China. Therefore, it is necessary to attach great importance to the independence of migrant workers from the "agriculture, rural areas and farmers" and "agriculture, farmers and rural areas" as "four farmers", closely surrounding the transformation of migrant workers to modern industrial workers, urban citizens and city masters. From the two ends of the city and the rural areas, we should classify and implement strategies, accelerate the transformation of migrant workers, improve the agricultural production conditions, and simultaneously develop the living conditions in rural areas, and break through the predicament of "agriculture, rural areas and farmers" through institutional reform and institutional mechanism innovation.
