【摘要】：農(nóng)業(yè)是國(guó)家的基礎(chǔ),黨的十八大指出：要大力提升農(nóng)業(yè)產(chǎn)業(yè)化引領(lǐng)現(xiàn)代農(nóng)業(yè)發(fā)展水平。大力發(fā)展農(nóng)業(yè)產(chǎn)業(yè)化可以增加農(nóng)民的收入、促進(jìn)農(nóng)村經(jīng)濟(jì)的發(fā)展。農(nóng)業(yè)產(chǎn)業(yè)化己在多數(shù)地區(qū)取得了顯著的成效,而地處西北內(nèi)陸的寧夏南部貧困山區(qū)——西吉縣,其產(chǎn)業(yè)化水平仍處于初級(jí)階段。西吉縣作為寧夏南部山區(qū)的一個(gè)縮影,農(nóng)業(yè)作為該縣經(jīng)濟(jì)發(fā)展的重要指標(biāo),選取農(nóng)業(yè)產(chǎn)業(yè)化這一課題具有較強(qiáng)的代表性,通過農(nóng)業(yè)產(chǎn)業(yè)化來帶動(dòng)西吉縣農(nóng)業(yè)經(jīng)濟(jì)的發(fā)展。本文通過文獻(xiàn)研究與實(shí)地調(diào)查、對(duì)比分析相結(jié)合的方法,確保研究的科學(xué)性。首先,對(duì)農(nóng)業(yè)產(chǎn)業(yè)化的內(nèi)涵、特征及國(guó)內(nèi)外發(fā)展概況進(jìn)行了簡(jiǎn)述；其次,探討了西吉縣農(nóng)業(yè)產(chǎn)業(yè)化發(fā)展現(xiàn)狀及存在的問題；再次,分析了西吉縣發(fā)展農(nóng)業(yè)產(chǎn)業(yè)化所具備的有利條件和存在的制約因素；最后,依據(jù)主導(dǎo)產(chǎn)業(yè)選擇的原則確定了西吉縣今后發(fā)展農(nóng)業(yè)產(chǎn)業(yè)化的幾大主導(dǎo)產(chǎn)業(yè),并提出了行之有效地對(duì)策建議。通過深入的研究,提出了以下幾點(diǎn)創(chuàng)造性成果：1.在省級(jí)研究的基礎(chǔ)上細(xì)化到了縣級(jí)來研究。2.以回族聚居區(qū)為研究視角,建議實(shí)行以草促畜,以畜帶草的一體化模式。3.提出了四大主導(dǎo)產(chǎn)業(yè)帶：馬鈴薯產(chǎn)業(yè)帶、草畜產(chǎn)業(yè)帶、特色有機(jī)蔬菜產(chǎn)業(yè)帶、旱作節(jié)水農(nóng)業(yè)帶。4.提出引進(jìn)“三資”,培育壯大龍頭企業(yè)和實(shí)行“鄉(xiāng)鄉(xiāng)聯(lián)合,村企互動(dòng)”戰(zhàn)略。
[Abstract]:Agriculture is the foundation of the country. The 18th National Congress of the CPC pointed out that it is necessary to promote the industrialization of agriculture to lead the development of modern agriculture. Vigorously developing agricultural industrialization can increase farmers' income and promote the development of rural economy. Agricultural industrialization has achieved remarkable results in most areas, but the level of industrialization is still in the primary stage in Xiji County, a poor mountainous area in the southern part of Ningxia, which is located in the inland of northwest Ningxia. Xiji County is a microcosm of the mountainous area in the south of Ningxia, and agriculture is an important indicator of the economic development of this county. The subject of agricultural industrialization is chosen as a strong representative, and the development of agricultural economy in Xiji County is promoted by agricultural industrialization. Through literature research and field investigation, this paper combines the method of comparative analysis to ensure the scientific nature of the research. Firstly, the connotation, characteristics and general situation of agricultural industrialization at home and abroad are briefly described; secondly, the present situation and existing problems of agricultural industrialization in Xiji County are discussed. This paper analyzes the favorable conditions and restrictive factors for the development of agricultural industrialization in Xiji County, and finally, according to the principle of leading industry selection, determines several major leading industries to develop agricultural industrialization in Xiji County in the future. And put forward effective countermeasures and suggestions. Through in-depth research, this paper puts forward the following creative achievements: 1. On the basis of provincial research, detailed to the county level to study. 2. From the angle of view of Hui nationality settlement area, it is suggested that the integrated mode of using grass to promote livestock and livestock to carry grass should be put into practice. Four leading industrial zones were put forward: potato industry belt, grass and livestock industry belt, organic vegetable industry belt with special characteristics, and dry farming water saving agricultural belt. 4. This paper puts forward the strategy of introducing "three capital", cultivating and strengthening leading enterprises and carrying out the strategy of "village-township union, village-enterprise interaction".
