【摘要】：農(nóng)民專業(yè)合作社作為新型農(nóng)業(yè)經(jīng)營主體,在黑龍江省現(xiàn)代化大農(nóng)業(yè)建設(shè)的過程中,在提高糧食產(chǎn)量、促進(jìn)農(nóng)民增收等方面發(fā)揮了很大作用。黑龍江省也非常重視農(nóng)民專業(yè)合作社的發(fā)展,立足于《中華人民共和國農(nóng)民專業(yè)合作社法》相關(guān)規(guī)定,并結(jié)合黑龍江省的實(shí)際發(fā)展情況,于2010年開始實(shí)施《黑龍江省農(nóng)民專業(yè)合作社條例》,并且為農(nóng)民合作社的發(fā)展提供優(yōu)惠政策和各項(xiàng)支持。截至2014年,黑龍江省農(nóng)民專業(yè)合作社達(dá)到4萬多家,農(nóng)民專業(yè)合作社的發(fā)展仍然處于初級階段,數(shù)量多,發(fā)展速度快,在發(fā)展的過程中存在很多問題,尤其是普通成員利益實(shí)現(xiàn)問題。農(nóng)民專業(yè)合作社普通成員利益實(shí)現(xiàn)問題是亟待解決的問題,在合作經(jīng)濟(jì)研究領(lǐng)域,以普通成員為對象的研究較少。對黑龍江省農(nóng)民專業(yè)合作社普通成員利益實(shí)現(xiàn)問題進(jìn)行研究,是對合作經(jīng)濟(jì)研究的補(bǔ)充和豐富,有助于提高對合作經(jīng)濟(jì)組織的研究方法和水平,同時(shí),能夠在實(shí)踐中為政府部門和相關(guān)機(jī)構(gòu)提出合理化建議,使合作社的發(fā)展更加規(guī)范,保障普通成員的利益得以真正的實(shí)現(xiàn)。本研究以產(chǎn)權(quán)理論、委托代理理論和收入分配理論為研究基礎(chǔ),運(yùn)用文獻(xiàn)研究法、調(diào)查研究法、規(guī)范分析與實(shí)證分析相結(jié)合的方法進(jìn)行深入研究,以黑龍江省30家農(nóng)民專業(yè)合作社及186名普通成員為研究對象。通過對黑龍江省農(nóng)民專業(yè)合作社普通成員利益實(shí)現(xiàn)現(xiàn)狀的調(diào)查,發(fā)現(xiàn)普通成員利益實(shí)現(xiàn)存在若干問題,諸如普通成員的利益實(shí)現(xiàn)沒有得到充分的重視,普通成員利益被核心成員侵占,普通成員應(yīng)得利益未能完全實(shí)現(xiàn),缺乏保障普通成員利益實(shí)現(xiàn)的保障機(jī)制等。在對普通成員利益實(shí)現(xiàn)存在問題的分析基礎(chǔ)上,運(yùn)用理論分析的方法解析影響普通成員利益實(shí)現(xiàn)的因素,并運(yùn)用二元Logistic方法對影響因素進(jìn)行實(shí)證分析,結(jié)果表明,普通成員對合作社的認(rèn)知以及核心成員內(nèi)部控制是影響普通成員利益實(shí)現(xiàn)的主要因素。最后,為保障普通成員利益得以實(shí)現(xiàn),構(gòu)建了“契約+服務(wù)+交易+股權(quán)”四位一體的利益聯(lián)結(jié)機(jī)制、“二次返利+股份分紅+公積金賬戶”三次分配的利益分配機(jī)制、“普通成員部分委托+核心成員有限代理”的雙向利益協(xié)調(diào)機(jī)制、“普通成員+主管部門”雙重利益監(jiān)管機(jī)制,并從增強(qiáng)普通成員認(rèn)知、健全合作社產(chǎn)權(quán)結(jié)構(gòu)、規(guī)范合作社利益分配制度和加強(qiáng)監(jiān)管等方面,提出了促進(jìn)普通成員利益實(shí)現(xiàn)的對策建議。
[Abstract]:As the main body of new agricultural management, farmers' specialized cooperatives have played a great role in raising grain output and increasing farmers' income in the course of modernization and large-scale agricultural construction in Heilongjiang Province. Heilongjiang Province also attaches great importance to the development of farmers' specialized cooperatives, based on the relevant provisions of the Law of the people's Republic of China on Farmers' Professional Cooperatives, and in light of the actual development situation in Heilongjiang Province. In 2010, the regulations on Farmers' Professional Cooperatives of Heilongjiang Province were put into effect, and preferential policies and support for the development of Farmers' Cooperatives were provided. As of 2014, there were more than 40,000 farmers' professional cooperatives in Heilongjiang Province. The development of farmers' specialized cooperatives is still in the primary stage, with a large number and rapid development. There are many problems in the process of development. In particular, ordinary members of the interests of the realization of the problem. The realization of ordinary members' interests in farmers' specialized cooperatives is an urgent problem to be solved. In the field of cooperative economy, the research on ordinary members is less. The study on the realization of the interests of ordinary members of farmers' specialized cooperatives in Heilongjiang Province is a supplement and enrichment to the study of cooperative economy, which is helpful to improve the research methods and levels of cooperative economic organizations, and at the same time, It can put forward rational suggestions for government departments and related institutions in practice, make the development of cooperatives more standardized, and ensure the interests of ordinary members can be realized. On the basis of property right theory, principal-agent theory and income distribution theory, this study is based on the methods of literature research, investigation, normative analysis and empirical analysis. Thirty farmers' cooperatives and 186 ordinary members in Heilongjiang Province were taken as the research objects. Through the investigation of the current situation of realizing the interests of ordinary members of farmers' professional cooperatives in Heilongjiang Province, it is found that there are some problems in realizing the interests of ordinary members, such as the realization of ordinary members' interests is not given sufficient attention. The interests of ordinary members are encroached upon by the core members, the interests of ordinary members are not fully realized, and there is no guarantee mechanism to guarantee the realization of the interests of ordinary members. Based on the analysis of the problems existing in the realization of the common members' interests, this paper analyzes the factors that affect the realization of the common members' interests by using the method of theoretical analysis, and makes an empirical analysis of the influencing factors by using the dual Logistic method. The results show that, The common members' cognition to the cooperative and the internal control of the core members are the main factors that influence the realization of the common members' interests. Finally, in order to protect the interests of ordinary members, the paper constructs a four-in-one interest coupling mechanism of "contractual service trading equity" and a benefit distribution mechanism of "secondary reinterest share dividend provident fund account". The bi-directional benefit coordination mechanism of "the ordinary member entrusts the core member limited agent", the "ordinary member department in charge" double benefit supervision mechanism, and from strengthens the ordinary member cognition, consummates the cooperative property right structure, In the aspects of standardizing the distribution system of cooperative benefits and strengthening supervision, the author puts forward some countermeasures and suggestions to promote the realization of the interests of ordinary members.
