【摘要】：我國農(nóng)村貧困人口居多,貧困程度深,有相當數(shù)量的農(nóng)戶居住在祖輩們留下的老宅子里,這些老宅多因建筑質(zhì)量低下、年久失修等原因瀕臨倒塌的邊緣,多數(shù)舊房子也因建材質(zhì)量、施工條件等因素而成了危房。農(nóng)村危房改造是當前政府涉農(nóng)惠農(nóng)工作的重點問題之一,也是社會熱點問題之一,伴隨著農(nóng)村危房改造工程的全面覆蓋,該工程逐漸暴露出一些問題,這些問題的存在嚴重影響了農(nóng)村社會的環(huán)境的和諧,引發(fā)了一些社會矛盾,引起了社會各界的廣泛關注,也給農(nóng)村危房改造工程的發(fā)展帶來挑戰(zhàn)。研究萊蕪市農(nóng)村危房改造存在的問題,并對問題成因加以分析,從政策的設定、政策的執(zhí)行、政策的宣傳以及實施主體等多個層面探索出有效的對策建議,這對解決萊蕪市農(nóng)村困難群體的住房問題,改善其居住條件,保障其應有的權(quán)利有著重要的意義,同時,對加快農(nóng)村經(jīng)濟社會的發(fā)展也有著極其重要的作用。本文從農(nóng)村住房保障的角度出發(fā),對萊蕪市農(nóng)村危房改造中存在的問題進行研究。本文總共包含六個部分,第一部分為導論,主要是對論文的研究背景和意義進行了闡述,并對國內(nèi)外的相關研究動態(tài)進行了表述,并敘述了本文的研究思路和方法；第二部分對農(nóng)村危房改造進行了概述,主要從農(nóng)村危房改造的概念界定、農(nóng)村危房改造的理論依據(jù)以及發(fā)展歷程三方面進行了闡述；第三部分對萊蕪市農(nóng)村危房改造現(xiàn)狀及存在的問題進行了詳細分析闡述；第四部分闡述了國內(nèi)外農(nóng)村住房保障的經(jīng)驗,以及對農(nóng)村危房改造的相關啟示；第五部分從農(nóng)村住房保障的視角出發(fā),通過系統(tǒng)分析,結(jié)合我國國情,提出萊蕪市農(nóng)村危房改造的對策建議；第六部分總結(jié)本文的研究成果,指出有待進一步解決的問題。
[Abstract]:Most of the rural poor people in China are in deep poverty. A considerable number of rural households live in the old houses left by their ancestors. These old houses are on the verge of collapse because of the low quality of buildings and the long-term disrepair. Most of the old houses are in danger because of the quality of building materials and construction conditions. Agricultural benefiting agriculture is one of the key issues, but also one of the hot social issues. With the comprehensive coverage of the rural dangerous housing reconstruction project, the project gradually exposed some problems, which seriously affected the harmony of the rural social environment, triggered some social contradictions, caused widespread concern from all walks of life, but also to the rural areas. The development of the renovation project of dangerous houses brings challenges.This paper studies the problems existing in the renovation of dangerous houses in rural areas of Laiwu and analyzes the causes of the problems.It explores effective countermeasures and suggestions from the aspects of policy setting,policy implementation,policy propaganda and implementation subject. Living conditions and the protection of their due rights are of great significance. At the same time, they also play an extremely important role in speeding up the development of rural economy and society. This paper expounds the research background and significance of the paper, and describes the relevant research trends at home and abroad, and describes the research ideas and methods of this paper; the second part of the rural reconstruction of dangerous houses are summarized, mainly from the concept of rural reconstruction of dangerous houses, the theoretical basis for rural reconstruction and the development process of three aspects The third part elaborates on the present situation and existing problems of the transformation of rural dangerous houses in Laiwu City; the fourth part elaborates the experience of rural housing security at home and abroad, as well as the relevant enlightenment to the transformation of rural dangerous houses; the fifth part starts from the perspective of rural housing security, through systematic analysis, combined with China. The sixth part summarizes the research results and points out the problems to be further solved.
