【摘要】：自古以來,農(nóng)業(yè)問題始終關(guān)系著國(guó)家興衰、政治穩(wěn)定及社會(huì)和諧。我國(guó)作為世界農(nóng)業(yè)大國(guó)之一,農(nóng)業(yè)問題顯得尤其重要。而這其中最根本、最核心的問題就是農(nóng)村土地制度問題,農(nóng)村土地制度問題成為市場(chǎng)經(jīng)濟(jì)中各經(jīng)濟(jì)主體利益博弈的交結(jié)點(diǎn)。改革開放以來,家庭聯(lián)產(chǎn)承包責(zé)任制徹底改變了過去“大鍋飯”式的平均主義經(jīng)營(yíng)模式和勞動(dòng)模式,對(duì)提高農(nóng)民的生產(chǎn)積極性、解放農(nóng)村生產(chǎn)力、促進(jìn)我國(guó)農(nóng)業(yè)發(fā)展和促進(jìn)社會(huì)和諧穩(wěn)定都起到了重要的作用。然而,隨著市場(chǎng)經(jīng)濟(jì)的不斷發(fā)展,農(nóng)村土地制度改革已不再是經(jīng)濟(jì)體制改革的先行棋,甚至一度成為我國(guó)經(jīng)濟(jì)體制改革的“瓶頸”。知其然,必先知其所以然。要分析我國(guó)的農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)制度存在的問題,理應(yīng)先從制度變遷的視角對(duì)制度的產(chǎn)生和演變進(jìn)行研究。由此本文以制度變遷理論為視角,對(duì)我國(guó)農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)制度的變遷歷程及路徑依賴進(jìn)行研究,針對(duì)阻礙制度變遷的主體因素、配套制度因素及路徑依賴因素等,從制度變遷的供給——需求角度提出我國(guó)農(nóng)地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)制度的創(chuàng)新路徑與完善建議。
[Abstract]:Since ancient times, agricultural problems have always been related to the rise and fall of the country, political stability and social harmony. As one of the largest agricultural countries in the world, agricultural problems are particularly important in China. The most fundamental and core problem is the rural land system, which has become the intersection of the interests of the economic players in the market economy. Since the reform and opening up, the household contract responsibility system has completely changed the "big pot and rice" style of egalitarianism in the past and labor mode, to improve the farmers' enthusiasm for production and to liberate the rural productive forces. Promoting agricultural development and promoting social harmony and stability have played an important role. However, with the continuous development of market economy, the reform of rural land system is no longer the leading game of economic system reform, and even became the "bottleneck" of China's economic system reform. Knowing what it is, it is a prophet of what it is. In order to analyze the problems existing in the transfer system of rural land contractual management right, we should study the emergence and evolution of the system from the perspective of institutional change. From the perspective of institutional change theory, this paper studies the course and path dependence of the transfer system of rural land contractual management right in China, aiming at the main factors, supporting institutional factors and path dependence factors that hinder the institutional change. From the point of view of supply-demand of institutional change, this paper puts forward the innovation path and perfect suggestion of the circulation system of rural land contract management right in our country.
