【摘要】：“三農(nóng)問題”是我國目前存在的熱點(diǎn)問題。而解決三農(nóng)問題最關(guān)鍵是解決好農(nóng)村的土地問題。我國農(nóng)村土地政策的合理與否與農(nóng)民生活能否得到保障息息相關(guān)。改善農(nóng)村人地關(guān)系的矛盾涉及到民生、民計(jì),對(duì)農(nóng)村土地政策改革和完善的新思路對(duì)加快土地依法有償合理的規(guī)范適度集中使用,推動(dòng)農(nóng)業(yè)規(guī)�；l(fā)展與市場結(jié)合有著重大作用。我國政府將農(nóng)村土地的開發(fā)和利用問題作為一直以來的重要執(zhí)政內(nèi)容。我國以農(nóng)為本,發(fā)展經(jīng)濟(jì)建設(shè)的首要任務(wù)是發(fā)展農(nóng)業(yè),堅(jiān)持農(nóng)業(yè)的基礎(chǔ)地位,為經(jīng)濟(jì)建設(shè)提供必要的生產(chǎn)資料。改革開放三十多年,農(nóng)村土地政策一直是我國黨的政策主要組成部分。在不同時(shí)期我國的土地政策是根據(jù)國家經(jīng)濟(jì)建設(shè)發(fā)展的需要,解決農(nóng)民與土地的矛盾進(jìn)行的適時(shí)調(diào)整。我黨以農(nóng)民耕者有其田為初始目標(biāo),到家庭聯(lián)產(chǎn)承包責(zé)任制的產(chǎn)生和發(fā)展,做出了最適合我國農(nóng)業(yè)發(fā)展的調(diào)整。本文運(yùn)用了文獻(xiàn)法和矛盾分析相結(jié)合,馬克思主義的基本原則將理論與實(shí)際相結(jié)合,宏觀和微觀相結(jié)合等研究方法對(duì)新時(shí)期我國農(nóng)村土地政策演變問題進(jìn)行了研究,主要的研究內(nèi)容總體分為四個(gè)章節(jié):第一章對(duì)選題的背景、意義、國內(nèi)研究現(xiàn)狀以及研究思路與方法進(jìn)行了闡述;第二章對(duì)我國新時(shí)期農(nóng)村土地政策確立的歷史背景進(jìn)行了論述,從家庭聯(lián)產(chǎn)承包責(zé)任制確立的背景及原因到確立的歷史過程中分析新時(shí)期黨的農(nóng)村土地政策的特點(diǎn);第三章分析了新時(shí)期我國土地政策的主要內(nèi)容和取得的績效;第四章從我國土地政策面臨的主要困境去分析和研究我國土地政策未來的發(fā)展思路及走向。
[Abstract]:The issue of agriculture, countryside and farmers is a hot issue in our country at present. The key to solve the problem of agriculture, countryside and farmers is to solve the land problem in rural areas. Whether the rural land policy is reasonable or not is closely related to whether farmers' life can be guaranteed. The contradictions in improving the relationship between people and land in rural areas involve people's livelihood, people's plans, and the new ideas of reforming and perfecting rural land policies to speed up the proper centralized use of land in accordance with the law, with reasonable and paid norms. Promoting the development of agricultural scale and market combination has a major role. Our government regards the development and utilization of rural land as an important ruling content. Our country regards agriculture as the foundation, the first task of developing economic construction is to develop agriculture, adhere to the basic position of agriculture, and provide necessary means of production for economic construction. Reform and opening up for more than 30 years, rural land policy has been the main component of our party's policy. China's land policy in different periods is a timely adjustment to solve the contradiction between farmers and land according to the needs of the development of national economic construction. Taking the farmer tiller's field as the initial goal, our Party has made the adjustment that is most suitable for the agricultural development of our country to the production and development of the household contract responsibility system. This paper uses the method of literature and contradiction analysis, the basic principles of Marxism to combine theory with practice, macro and micro to study the evolution of rural land policy in the new period. The main research contents are divided into four chapters: the first chapter describes the background, significance, domestic research status and research ideas and methods; The second chapter discusses the historical background of the establishment of rural land policy in the new period of our country, from the background and reasons of the establishment of the household contract responsibility system to the historical process of the establishment of the rural land policy of the Party in the new period. The third chapter analyzes the main contents and achievements of China's land policy in the new period, and the fourth chapter analyzes and studies the future development ideas and trends of our country's land policy from the main difficulties faced by our country's land policy.
