汪清縣城鄉(xiāng)結(jié)合部農(nóng)村建設(shè)用地集約利用評(píng)價(jià)研究

【摘要】:隨著我國(guó)的城市化進(jìn)程的持續(xù)推進(jìn),城市也持續(xù)向外擴(kuò)張。同時(shí),城市的社會(huì)經(jīng)濟(jì)活動(dòng)也不斷影響著近郊以及周?chē)霓r(nóng)村,使其生產(chǎn)方式也在不斷發(fā)生變化,進(jìn)而促使城鄉(xiāng)生產(chǎn)要素之間進(jìn)行頻繁的互動(dòng),逐漸融合成了一個(gè)特殊的微觀經(jīng)濟(jì)過(guò)渡帶,即形成了城鄉(xiāng)結(jié)合部。這一區(qū)域具有比較獨(dú)特的社會(huì)、自然及生態(tài)特性,也是城鄉(xiāng)用地之間的矛盾最為激烈、土地利用變化最為活躍的地區(qū)之一,存有土地利用效率低、土地供需矛盾尖銳、土地產(chǎn)權(quán)不明晰等的問(wèn)題。因此,合理利用城鄉(xiāng)結(jié)合部土地、加強(qiáng)土地管理和規(guī)劃、提高土地集約利用水平,使其滿(mǎn)足城市發(fā)展對(duì)土地的需求的同時(shí)不消耗耕地資源,對(duì)這一區(qū)域的經(jīng)濟(jì)發(fā)展及土地資源的可持續(xù)利用具有現(xiàn)實(shí)意義。農(nóng)村建設(shè)用地是指農(nóng)村集體用地中用于農(nóng)業(yè)以外的建設(shè)且用來(lái)居住并進(jìn)行工業(yè)、服務(wù)業(yè)勞動(dòng)的土地。作為農(nóng)村土地利用的重要組成部分,農(nóng)村建設(shè)用地在區(qū)域農(nóng)村發(fā)展中有著重要作用。隨著社會(huì)主義新農(nóng)村的建設(shè)及新型城鎮(zhèn)化、農(nóng)村工業(yè)化的持續(xù)進(jìn)展,一些地方的建設(shè)用地出現(xiàn)了許多新的問(wèn)題,比如土地閑置浪費(fèi)、低效利用等現(xiàn)象,這些問(wèn)題的存在更加激化了其供需矛盾。所以,必須要提高農(nóng)村建設(shè)用地的集約利用水平來(lái)解決這些問(wèn)題;诮ㄔO(shè)用地節(jié)約集約利用戰(zhàn)略背景下,很多地方前后開(kāi)展了對(duì)城市、區(qū)域、開(kāi)發(fā)區(qū)及教育用地節(jié)約集約利用評(píng)價(jià)工作,但農(nóng)村建設(shè)用地及城鄉(xiāng)結(jié)合部建設(shè)用地相關(guān)評(píng)價(jià)尚處于理論研究階段。農(nóng)村建設(shè)用地作為建設(shè)用地的重要組成部分,其集約利用評(píng)價(jià)的研究不僅可以促進(jìn)農(nóng)村建設(shè)用地集約利用水平的提高,完善建設(shè)用地節(jié)約集約評(píng)價(jià)機(jī)制,也可以促進(jìn)城鄉(xiāng)建設(shè)用地結(jié)構(gòu)的優(yōu)化。本文在此背景下,首先在對(duì)國(guó)內(nèi)外有關(guān)城鄉(xiāng)結(jié)合部土地利用以及農(nóng)村建設(shè)用地集約利用進(jìn)行研究的基礎(chǔ)上,對(duì)于城鄉(xiāng)結(jié)合部?jī)?nèi)涵以及特征、農(nóng)村建設(shè)用地集約利用的概念及內(nèi)涵進(jìn)行了總結(jié)。其次,結(jié)合汪清縣實(shí)際情況劃分出汪清縣城鄉(xiāng)結(jié)合部的范圍,再次,構(gòu)建農(nóng)村建設(shè)用地集約利用評(píng)價(jià)指標(biāo)體系,對(duì)研究區(qū)的農(nóng)村建設(shè)用地進(jìn)行集約利用評(píng)價(jià)研究,最后對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析并提出相關(guān)的對(duì)策建議。在農(nóng)村建設(shè)用地集約利用評(píng)價(jià)過(guò)程中,評(píng)價(jià)指標(biāo)體系的構(gòu)建至關(guān)重要。本文在充分借鑒國(guó)內(nèi)外土地集約利用評(píng)價(jià)指標(biāo)體系的基礎(chǔ)上,結(jié)合汪清縣城鄉(xiāng)結(jié)合部各村的實(shí)際情況,從土地利用效率、土地利用結(jié)構(gòu)、土地利用強(qiáng)度、土地投入強(qiáng)度、土地社會(huì)經(jīng)濟(jì)效益5個(gè)目標(biāo)出發(fā),選取了13個(gè)具有代表性的評(píng)價(jià)指標(biāo)構(gòu)建了農(nóng)村建設(shè)用地集約利用評(píng)價(jià)體系。在此基礎(chǔ)上,運(yùn)用層次分析法對(duì)評(píng)價(jià)指標(biāo)的權(quán)重進(jìn)行測(cè)算,并采用多因素綜合評(píng)價(jià)法對(duì)汪清縣城鄉(xiāng)結(jié)合部農(nóng)村建設(shè)用地進(jìn)行了目標(biāo)分值及集約度分值的測(cè)算,最終計(jì)算得出農(nóng)村建設(shè)用地集約利用分值。評(píng)價(jià)結(jié)果表明,汪清縣城鄉(xiāng)結(jié)合部各村的農(nóng)村建設(shè)用地集約水平有待提高,尚有較大的提升空間。本文根據(jù)評(píng)價(jià)結(jié)果,并對(duì)其改善途徑進(jìn)行探討分析,以提出與實(shí)地情況相適宜的建議。當(dāng)前國(guó)內(nèi)農(nóng)村建設(shè)用地集約利用評(píng)價(jià)的工作還處于試點(diǎn)階段,不管是對(duì)農(nóng)村建設(shè)用地的內(nèi)涵還是評(píng)價(jià)指標(biāo)都沒(méi)有一個(gè)統(tǒng)一的標(biāo)準(zhǔn),而且本文評(píng)價(jià)對(duì)象為城鄉(xiāng)結(jié)合部的農(nóng)村建設(shè)用地,其評(píng)價(jià)是一項(xiàng)較為復(fù)雜的系統(tǒng)性研究,很具有挑戰(zhàn)性。因此,這一評(píng)價(jià)研究不僅僅是一種新的嘗試,也是一種對(duì)現(xiàn)有建設(shè)用地集約利用評(píng)價(jià)研究的補(bǔ)充。
[Abstract]:At the same time, the social and economic activities of the city are also constantly affecting the suburbs and surrounding countryside, so that the mode of production is also constantly changing, thus promoting frequent interaction between urban and rural factors of production, and gradually merging into a special micro-economy. The economic transition zone, that is, the urban-rural fringe, has a relatively unique social, natural and ecological characteristics. It is also one of the areas with the most intense contradictions between urban and rural land use and the most active land use change. There are problems such as inefficient land use, sharp contradictions between land supply and demand, and unclear land property rights. It is of practical significance for the economic development and sustainable use of land resources in this area to strengthen land management and planning in the fringe of urban and rural areas and to raise the level of intensive land use so as to meet the demand of urban development for land without consuming arable land resources. As an important part of rural land use, rural construction land plays an important role in regional rural development. With the construction of new socialist countryside and new urbanization, rural industrialization continues to progress, some local construction land appeared. Many new problems, such as idle and waste of land, inefficient use and so on, aggravate the contradiction between supply and demand. Therefore, it is necessary to improve the level of intensive use of rural construction land to solve these problems. The evaluation of economized and intensive use of land for development zones and education is still in the theoretical stage. As an important part of construction land, the study of intensive use evaluation of rural construction land can not only promote the improvement of intensive use of rural construction land. Under this background, this paper firstly studies the intensive use of land in urban-rural fringe and the intensive use of land for rural construction both at home and abroad, and studies the connotation and characteristics of urban-rural fringe and intensive use of rural construction land. Secondly, according to the actual situation of Wangqing County, the scope of the urban-rural fringe is divided. Thirdly, the evaluation index system of intensive utilization of rural construction land is constructed, and the intensive utilization of rural construction land in the study area is evaluated. Finally, the evaluation results are analyzed and relevant countermeasures are put forward. In the process of evaluating intensive use of rural construction land, the construction of evaluation index system is very important. Based on the evaluation index system of intensive use of land at home and abroad, combined with the actual situation of every village in the urban-rural fringe of Wangqing County, this paper discusses the land use efficiency, land use structure, land use intensity and land input. Starting from the five objectives of land social and economic benefits, 13 representative evaluation indexes were selected to construct the evaluation system of rural construction land intensive use. On this basis, the weight of evaluation indexes was calculated by AHP, and the rural construction land in the urban-rural fringe of Wangqing County was evaluated by multi-factor comprehensive evaluation method. The evaluation results show that the intensive level of rural construction land in the villages in the urban-rural fringe of Wangqing County needs to be improved, and there is still much room for improvement. At present, the evaluation of intensive use of rural construction land in China is still in the pilot stage. There is no uniform standard for the connotation or evaluation index of rural construction land. Moreover, the evaluation object of this paper is rural construction land in the fringe of urban and rural areas, and its evaluation is a complicated system. Therefore, this evaluation study is not only a new attempt, but also a supplement to the existing research on the evaluation of intensive use of construction land.
