【摘要】：實(shí)施精準(zhǔn)扶貧是當(dāng)前扶貧攻堅(jiān)的重要途徑�？梢越梃b系統(tǒng)科學(xué)自組織理論,將具體被扶貧人員、群體視為單個(gè)系統(tǒng)。首先變封閉半封閉系統(tǒng)為開(kāi)放系統(tǒng),其次提升優(yōu)化系統(tǒng)要素結(jié)構(gòu)促其具備自我維持平衡的能力,再借助于外部條件引導(dǎo)其成為自組織系統(tǒng)。實(shí)踐中促進(jìn)被扶貧人員區(qū)域與外界交流,提升其自身能力改善內(nèi)部關(guān)系,創(chuàng)設(shè)外部條件,培育強(qiáng)化其主要依靠自身而脫貧的意識(shí)狀況,這樣的扶貧才會(huì)有持久。
[Abstract]:The implementation of precision poverty alleviation is an important way to tackle the difficult problems of poverty alleviation at present. The self-organization theory of system science can be used for reference, and the poverty relief personnel and groups can be regarded as a single system. Firstly, the closed semi-closed system is changed into an open system; secondly, the optimization of the system element structure promotes its ability to maintain self-balance, and then it is induced to become a self-organizing system by the help of external conditions. In practice, only by promoting the communication between the region and the outside world, enhancing their own ability, improving their internal relations, creating external conditions, cultivating and strengthening their consciousness of mainly relying on themselves to extricate themselves from poverty, can such poverty alleviation be sustained.
