【摘要】：十八屆三中全會(huì)提出促進(jìn)農(nóng)村土地有效流轉(zhuǎn),實(shí)現(xiàn)土地資源規(guī)�；�、集約化利用,對(duì)新型城鎮(zhèn)化建設(shè)具有重要意義。而城鎮(zhèn)化的順利發(fā)展也是我國(guó)經(jīng)濟(jì)實(shí)力的一種象征。同時(shí)探究新時(shí)期農(nóng)村土地流轉(zhuǎn)的有關(guān)問(wèn)題也有利于進(jìn)行土地合理的規(guī)劃,從而促進(jìn)農(nóng)業(yè)的發(fā)展,有效解決“三農(nóng)”難題。本文主要是對(duì)衡水市農(nóng)村土地流轉(zhuǎn)過(guò)程中的問(wèn)題進(jìn)行研究,目的是通過(guò)對(duì)衡水市農(nóng)村土地承包經(jīng)營(yíng)權(quán)流轉(zhuǎn)現(xiàn)狀的研究,探討促進(jìn)衡水市農(nóng)村土地承包經(jīng)營(yíng)權(quán)有效流轉(zhuǎn)的對(duì)策建議,從而實(shí)現(xiàn)衡水市農(nóng)村土地規(guī)�；�(jīng)營(yíng),土地高效利用。通過(guò)理論分析與實(shí)地調(diào)研訪(fǎng)談相結(jié)合、對(duì)國(guó)內(nèi)外農(nóng)村土地流轉(zhuǎn)文獻(xiàn)分析、比較分析等方法進(jìn)行研究,在論述國(guó)家和省級(jí)法律政策的基礎(chǔ)上,通過(guò)實(shí)地調(diào)查并結(jié)合農(nóng)業(yè)普查資料整理分析,并綜合相關(guān)觀(guān)點(diǎn),從調(diào)查和實(shí)證兩個(gè)層面對(duì)衡水市農(nóng)村土地流轉(zhuǎn)現(xiàn)狀及問(wèn)題進(jìn)行深度剖析。從調(diào)查分析角度出發(fā),通過(guò)衡水市農(nóng)村土地流轉(zhuǎn)狀況的調(diào)查對(duì)衡水市農(nóng)村土地流轉(zhuǎn)影響因素分析,發(fā)現(xiàn)衡水市農(nóng)民土地流轉(zhuǎn)意愿將影響農(nóng)村土地流轉(zhuǎn)效果,接下來(lái)用logistic離散變量回歸模型研究預(yù)期土地流轉(zhuǎn)年限、農(nóng)戶(hù)稟賦、權(quán)益保障三個(gè)方面對(duì)農(nóng)民土地流轉(zhuǎn)意愿的影響程度,結(jié)果表明,農(nóng)民年齡和家庭收入水平對(duì)衡水市農(nóng)民進(jìn)行土地流轉(zhuǎn)的意愿影響不大,預(yù)期土地流轉(zhuǎn)年限,職業(yè),處置權(quán),收益對(duì)農(nóng)民土地流轉(zhuǎn)意愿是正向影響。文化程度和農(nóng)業(yè)收入占比對(duì)農(nóng)民進(jìn)行土地流轉(zhuǎn)意愿的關(guān)系是負(fù)相關(guān),而在起負(fù)向作用的因素中,文化程度影響最大。對(duì)農(nóng)民意愿其起正向作用的因素中,處置權(quán)影響力最大。最后針對(duì)衡水市農(nóng)村土地流轉(zhuǎn)現(xiàn)狀以及影響農(nóng)民土地流轉(zhuǎn)意愿的因素,提出推進(jìn)衡水市農(nóng)村土地有序流轉(zhuǎn)的對(duì)策與建議。
[Abstract]:The third Plenary session of the 18th CPC Central Committee proposed to promote the effective circulation of rural land and to realize the large-scale and intensive utilization of land resources, which is of great significance to the construction of new urbanization. The smooth development of urbanization is also a symbol of China's economic strength. At the same time, it is helpful to carry out rational land planning to promote the development of agriculture and effectively solve the problem of "agriculture, rural areas and farmers" by exploring the problems related to the circulation of rural land in the new period. This paper is mainly to study the problems in the process of rural land transfer in Hengshui City, the purpose of which is to study the current situation of the transfer of rural land contractual management right in Hengshui City. This paper discusses the countermeasures and suggestions to promote the effective circulation of rural land contractual management right in Hengshui City, so as to realize the large-scale management of rural land and the efficient use of land in Hengshui City. Through the combination of theoretical analysis and field investigation and interview, this paper studies the methods of literature analysis and comparative analysis of rural land circulation at home and abroad, and on the basis of discussing the national and provincial laws and policies. Through field investigation and agricultural census data collation and analysis, and comprehensive related views, from the investigation and empirical two levels of Hengshui City rural land circulation status and problems in-depth analysis. From the perspective of investigation and analysis, through the investigation of Hengshui rural land circulation situation of Hengshui rural land circulation factors analysis, it is found that Hengshui City farmers' land transfer will affect the effect of rural land circulation. Then using the logistic discrete variable regression model to study the expected land transfer years, farmers' endowment, rights and interests of the three aspects of the land transfer willingness of farmers, the results show that, Farmers' age and family income level have little influence on the willingness of farmers to transfer land in Hengshui City. The expected years of land circulation, occupation, disposal right and income have a positive impact on farmers' willingness to transfer land. There is a negative correlation between the degree of education and the proportion of agricultural income to farmers' willingness to transfer land, and among the factors that play a negative role, the degree of education is the most important factor. Among the factors that play a positive role in farmers' wishes, the right of disposition has the greatest influence. Finally, according to the current situation of rural land circulation in Hengshui City and the factors affecting farmers' land transfer will, the paper puts forward the countermeasures and suggestions to promote the orderly circulation of rural land in Hengshui City.
