精準(zhǔn)扶貧的吉安模式研究

【摘要】：如何讓貧困群眾早日脫貧、走上全面小康之路,是當(dāng)前乃至今后一段時(shí)期各地貧困地區(qū)黨委政府的重大政治使命。黨的十八大以來(lái),尤其習(xí)近平總書(shū)記在2015年全國(guó)“兩會(huì)”期間參加江西代表團(tuán)時(shí)提出的“一個(gè)希望、三個(gè)著力”指示精神以來(lái),在省委省政府的大力支持下,吉安市政府與全市干部群眾一道,認(rèn)真貫徹落實(shí)中央《關(guān)于創(chuàng)新機(jī)制扎實(shí)推進(jìn)農(nóng)村扶貧開(kāi)發(fā)工作的意見(jiàn)》精神,牢牢把握“找準(zhǔn)工作切入點(diǎn)、調(diào)動(dòng)農(nóng)民積極性和干部下鄉(xiāng)帶著干”的關(guān)鍵環(huán)節(jié),以貧困村為主戰(zhàn)場(chǎng),以精準(zhǔn)扶貧為突破口,突出重點(diǎn),創(chuàng)新機(jī)制,在堅(jiān)定不移地推進(jìn)省、市統(tǒng)一部署的“設(shè)施扶貧、移民扶貧、產(chǎn)業(yè)扶貧、智力扶貧、勞務(wù)扶貧、保障扶貧”等六大扶貧工程,取得了比較好的扶貧效果,為貧困群眾脫貧、貧困縣“摘帽”進(jìn)行了有益的探索。本研究以吉安市為案例,采用文獻(xiàn)法、觀察法、訪談法等方法收集資料,通過(guò)對(duì)吉安市精準(zhǔn)扶貧政策落實(shí)后有關(guān)情況進(jìn)行調(diào)查研究,探索歸納總結(jié)精準(zhǔn)扶貧的吉安模式。結(jié)合社會(huì)工作的專業(yè)特點(diǎn),分析以“社會(huì)結(jié)構(gòu)分層理論”“社會(huì)發(fā)展理論”等理論視角去解讀貧困戶群體的訴求,探索社會(huì)工作介入精準(zhǔn)扶貧的新路徑,得到論斷:社會(huì)工作介入精準(zhǔn)扶貧是必要的、可行的、可操作的。在對(duì)策建議部分,筆者認(rèn)為,各級(jí)政府可以嘗試以政府購(gòu)買(mǎi)農(nóng)村社會(huì)工作服務(wù)項(xiàng)目的形式吸引部分社工機(jī)構(gòu)去貧困村駐點(diǎn),讓社工在在扶貧干部和貧困戶之間起到緩沖、關(guān)聯(lián)的媒介作用,實(shí)實(shí)在在有效推進(jìn)精準(zhǔn)扶貧工作落到實(shí)處。
[Abstract]:How to get the poor people out of poverty at an early date and embark on the road of a well-off society in an all-round way is a major political mission of the Party committees and governments of all the poverty-stricken areas in the present and even in the coming period. Since the 18th National Congress of the Party, especially since General Secretary Xi Jinping took part in the "one hope, three efforts" directive during the "two sessions" of the whole country in 2015, with the strong support of the provincial party committee and the provincial government, The Ji'an Municipal Government, together with the cadres and masses of the city, conscientiously implemented the spirit of the Central Committee's "opinions on innovating mechanisms to promote the work of helping the Poor and developing in Rural areas" and firmly grasped "finding the right starting point for work." The key link of mobilizing the enthusiasm of peasants and cadres to go to the countryside and take the cadres to take the "cadres" as the "key links", take the poor villages as the main battlefield, take the accurate poverty alleviation as the breakthrough point, give prominence to the key points, innovate the mechanism, and unswervingly promote the unified deployment of the provincial and municipal "facilities for poverty alleviation. Six major poverty alleviation projects, such as poverty alleviation by immigrants, industrial poverty alleviation, intellectual poverty alleviation, labor poverty alleviation and poverty alleviation, have achieved relatively good results in poverty alleviation, and have made a useful exploration for the poor people to lift themselves out of poverty and the poor counties to "take off their caps". This study takes Ji'an City as a case, uses the methods of literature, observation, interview and other methods to collect data, through the investigation and study of the relevant situation after the implementation of the policy of precision poverty alleviation in Ji'an city, and explores and summarizes the Ji'an model of precision poverty alleviation. Combined with the professional characteristics of social work, this paper analyzes the demands of poor households from the perspective of "social structure stratification theory" and "social development theory", and explores a new way for social work to intervene in accurate poverty alleviation. The conclusion is that it is necessary, feasible and operational for social work to intervene in accurate poverty reduction. In the part of countermeasures and suggestions, the author thinks that governments at all levels can try to attract some social work institutions to the poor villages in the form of government purchase of rural social work service projects, so that social workers can provide a buffer between the poor cadres and the poor households. The related medium function, actually and effectively promotes the precision poverty relief work to carry out in practice.
