【摘要】：農(nóng)村公共產(chǎn)品供給是推進(jìn)社會主義新農(nóng)村建設(shè)的重要內(nèi)容,是增加農(nóng)民收入提高農(nóng)民素質(zhì)、促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展、縮小城鄉(xiāng)差距的重要途徑之一。我國農(nóng)村公共產(chǎn)品供給在最近幾年無論是從供給規(guī)模上還是供給結(jié)構(gòu)上都有了大幅度的提升改善,但是隨著我國社會經(jīng)濟(jì)的發(fā)展,農(nóng)民生活水平不斷提高,我國農(nóng)村現(xiàn)有的公共產(chǎn)品供給仍然不能滿足農(nóng)民的現(xiàn)實(shí)需求。農(nóng)村公共產(chǎn)品供給不足與農(nóng)民日漸增長的現(xiàn)實(shí)需求這一對矛盾,已經(jīng)在一定程度上制約了我國農(nóng)村的快速健康發(fā)展。因此,合理并高效的配置農(nóng)村公共產(chǎn)品的供給,逐漸成為農(nóng)村工作的重中之重。經(jīng)濟(jì)會議中提出的供給側(cè)改革,不僅局限于解決國家層面的宏觀經(jīng)濟(jì)供給結(jié)構(gòu)調(diào)整和供給方式轉(zhuǎn)變等問題,對農(nóng)村公共產(chǎn)品的供給方面,同樣也可以實(shí)現(xiàn)對農(nóng)村公共產(chǎn)品供給結(jié)構(gòu)調(diào)整和供給方式的轉(zhuǎn)變,進(jìn)而將農(nóng)村地區(qū)有限公共資源進(jìn)行優(yōu)化合理的配置,來保障農(nóng)村公共產(chǎn)品的有效供給。本文深入研究了河北省S市Q鎮(zhèn)農(nóng)村公共產(chǎn)品供給情況,針對目前該鎮(zhèn)農(nóng)村公共產(chǎn)品供給的現(xiàn)狀和存在的問題,進(jìn)行深入研究查找了導(dǎo)致現(xiàn)狀的原因,參考先進(jìn)的農(nóng)村公共產(chǎn)品供給方式,從供給側(cè)改革方面提出了相應(yīng)的應(yīng)對策略和建議,以期能夠促進(jìn)完善Q鎮(zhèn)的農(nóng)村公共產(chǎn)品供給情況。文章共有五個章節(jié),第一章緒論部分主要介紹了論文的研究目的、意義、研究綜述、研究思路與方法等。第二章主要對農(nóng)村公共產(chǎn)品進(jìn)行了概念界定,明確了農(nóng)村公共產(chǎn)品供給的內(nèi)涵和分類,并對公共產(chǎn)品供給的理論做一綜述。第三章主要是對河北省S市Q鎮(zhèn)公共產(chǎn)品供給的現(xiàn)狀進(jìn)行了具體的闡述。第四章主要研究了河北省S市Q鎮(zhèn)農(nóng)村公共產(chǎn)品供給中存在的問題,并對原因進(jìn)行分析。第五章是根據(jù)Q鎮(zhèn)目前農(nóng)村公共產(chǎn)品供給存在的問題,提出針對性的建議和措施。
[Abstract]:The supply of rural public goods is an important content to promote the construction of new socialist countryside. It is also one of the important ways to increase farmers' income and improve farmers' quality, promote rural economic development and narrow the gap between urban and rural areas. In recent years, the supply of rural public goods in China has been greatly improved in terms of both the supply scale and the supply structure. However, with the development of our social economy, the living standards of farmers have been continuously improved. The current supply of public goods in rural areas in China still can not meet the real needs of farmers. The contradiction between the insufficient supply of rural public goods and the increasing realistic demand of farmers has restricted the rapid and healthy development of rural areas to a certain extent. Therefore, the rational and efficient allocation of rural public goods supply, gradually become the top priority of rural work. The supply-side reform proposed in the economic conference is not only limited to solving the problems of the adjustment of macroeconomic supply structure and the transformation of supply mode at the national level, but also to the supply of rural public goods. It is also possible to adjust the supply structure of rural public goods and change the mode of supply, and then optimize the rational allocation of limited public resources in rural areas to ensure the effective supply of rural public goods. This paper deeply studies the supply of rural public goods in Q Town, S City, Hebei Province. In view of the present situation and existing problems of rural public goods supply in this town, it makes a thorough study to find out the reasons leading to the present situation. Referring to the advanced rural public goods supply mode, this paper puts forward the corresponding countermeasures and suggestions from the aspect of supply-side reform in order to promote the improvement of the rural public goods supply in Q Town. There are five chapters in this paper. The first chapter introduces the research purpose, significance, research summary, research ideas and methods. The second chapter defines the concept of rural public goods, clarifies the connotation and classification of rural public goods supply, and summarizes the theory of public goods supply. The third chapter mainly expounds the present situation of public goods supply in Q Town of S City of Hebei Province. The fourth chapter mainly studies the problems existing in the supply of rural public goods in Q Town, S City, Hebei Province, and analyzes the causes. The fifth chapter puts forward some suggestions and measures according to the problems existing in the supply of rural public goods in Q Town.
