福建省農(nóng)業(yè)現(xiàn)代化發(fā)展水平評價研究

【摘要】:多年來黨中央心系農(nóng)業(yè)現(xiàn)代化,從2007年首提"現(xiàn)代農(nóng)業(yè)",提出了"積極推進(jìn)現(xiàn)代農(nóng)業(yè)為社會主義新農(nóng)村建設(shè)服務(wù)",接下來從2013年到2017年更是連續(xù)五年提出與農(nóng)業(yè)現(xiàn)代化相關(guān)的內(nèi)容,黨的"十二五"、"十三五"規(guī)劃也都作出了對做好新時期農(nóng)業(yè)現(xiàn)代化發(fā)展工作的重要部署。同時福建省也積極響應(yīng)黨中央的政策,多年來也一直根據(jù)福建省的現(xiàn)實情況制定相應(yīng)的計劃;诋(dāng)前福建省農(nóng)業(yè)發(fā)展的背景和機遇,對福建省農(nóng)業(yè)現(xiàn)代化發(fā)展水平進(jìn)行評價研究,在為福建省自身發(fā)展進(jìn)行科學(xué)定位同時,進(jìn)而制定新的戰(zhàn)略決策,并對提升福建省農(nóng)業(yè)整體競爭力,加速農(nóng)業(yè)現(xiàn)代化進(jìn)程具有重要的意義。農(nóng)業(yè)現(xiàn)代化的發(fā)展,既是全面建成小康社會、實現(xiàn)現(xiàn)代化的重要基礎(chǔ),也是提高農(nóng)業(yè)綜合生產(chǎn)能力、增加農(nóng)民收入、建設(shè)社會主義新農(nóng)村的必然要求,所以推進(jìn)農(nóng)業(yè)現(xiàn)代化的發(fā)展也越來越被提上議程。本文在廣泛參考和借鑒國內(nèi)外有關(guān)農(nóng)業(yè)現(xiàn)代化方面研究的基礎(chǔ)上,通過比較分析,明晰農(nóng)業(yè)現(xiàn)代化的內(nèi)涵與實質(zhì),首先對福建省的農(nóng)業(yè)發(fā)展現(xiàn)狀做了闡述與分析。然后參考福建、全國"十三五"規(guī)劃和前人的研究,并且緊密結(jié)合福建省的實際情況側(cè)重于農(nóng)業(yè)現(xiàn)代化的發(fā)展基礎(chǔ)條件、發(fā)展環(huán)境和生產(chǎn)發(fā)展三個相對比較基礎(chǔ)的層面建立了5個一級指標(biāo)、17個二級指標(biāo)。運用熵值法對評價指標(biāo)進(jìn)行賦權(quán),通過多指標(biāo)綜合測定法分析福建省從2006年到2015這十年來的農(nóng)業(yè)現(xiàn)代化的綜合水平,趨勢,存在的問題;對福建省九地市2015年農(nóng)業(yè)現(xiàn)代化發(fā)展水平進(jìn)行評價,并把福建省與北京、天津、上海、浙江、江蘇、五省份2015年的農(nóng)業(yè)現(xiàn)代化發(fā)展水平進(jìn)行對比分析,進(jìn)一步明晰福建省農(nóng)業(yè)現(xiàn)代化發(fā)展水平的現(xiàn)狀。綜合兩個部分的分析得出了,10來福建省的農(nóng)業(yè)現(xiàn)代化發(fā)展水平一直處在上升趨勢,但是發(fā)展不夠均衡,各指標(biāo)的發(fā)展程度不一;2015年福建省的農(nóng)業(yè)發(fā)展水平位于六個省份的第三位,但是在農(nóng)村經(jīng)濟發(fā)展水平上遠(yuǎn)遠(yuǎn)低于其他幾個省份、在農(nóng)業(yè)產(chǎn)出和可持續(xù)發(fā)展方面也有所落后于部分省份,并且福建省的農(nóng)業(yè)科技進(jìn)步貢獻(xiàn)率也有明顯的落后,文章也對福建省的發(fā)展水平為何最高作出了幾個可能性解釋;2015年福建省九地市中廈門的發(fā)展水平最高依次為三明、南平、福州、漳州、寧德、泉州、龍巖,最后是莆田,區(qū)域之間的發(fā)展也不均衡:內(nèi)陸幾個地區(qū)發(fā)展相對均衡并、沿海幾個地區(qū)發(fā)展參差不齊。并且針對這些問題提出提升福建省農(nóng)業(yè)現(xiàn)代化發(fā)展水平的建議。
[Abstract]:Over the years, the Party Central Committee has focused on the modernization of agriculture. From the first mention of "modern agriculture" in 2007 to "actively promoting modern agriculture to serve the construction of a new socialist countryside," and then from 2013 to 2017, it puts forward the contents related to agricultural modernization for five consecutive years. The 12th Five-Year Plan and the Thirteenth Five-Year Plan of the Party have also made important arrangements for the development of agricultural modernization in the new period. At the same time, Fujian Province has responded positively to the policy of the CPC Central Committee, and has been making corresponding plans according to the actual situation of Fujian Province for many years. Based on the background and opportunity of Fujian's agricultural development, this paper evaluates and studies the development level of Fujian's agricultural modernization, and makes a new strategic decision at the same time of scientific orientation for Fujian's own development. It is of great significance to promote the overall competitiveness of Fujian agriculture and accelerate the process of agricultural modernization. The development of agricultural modernization is not only an important foundation for building a well-off society in an all-round way and realizing modernization, but also an inevitable requirement for improving the comprehensive agricultural production capacity, increasing farmers' income, and building a new socialist countryside. Therefore, the development of promoting agricultural modernization has been put on the agenda more and more. On the basis of extensive reference and reference of domestic and foreign researches on agricultural modernization, this paper clarifies the connotation and essence of agricultural modernization through comparative analysis. Firstly, the present situation of agricultural development in Fujian Province is expounded and analyzed. Then referring to Fujian, the 13th Five-Year Plan of the whole country and previous studies, and closely combining the actual situation in Fujian Province, focusing on the basic conditions for the development of agricultural modernization, There are 5 primary indexes and 17 secondary indexes in three relatively basic levels of development environment and production development. The evaluation index is empowered by entropy method, and the comprehensive level, trend and existing problems of agricultural modernization in Fujian Province from 2006 to 2015 are analyzed by multi-index comprehensive measurement method. The development level of agricultural modernization in Fujian Province in 2015 is evaluated, and the development level of agricultural modernization in Fujian Province is compared with that of Beijing, Tianjin, Shanghai, Zhejiang, Jiangsu and five provinces in 2015. Further clarify the current situation of Fujian agricultural modernization development level. The analysis of the two parts shows that the development level of agricultural modernization in Fujian Province has been on the rise, but the development is not balanced. The level of agricultural development in Fujian Province was the third of six provinces in 2015, but the level of rural economic development was far lower than that of several other provinces. It also lags behind some provinces in agricultural output and sustainable development, and the contribution rate of agricultural science and technology progress in Fujian Province is also obviously lagging behind. The article also makes several possible explanations on why Fujian Province has the highest level of development. In 2015, the highest level of development of Xiamen in nine cities of Fujian Province is Sanming, Nanping, Fuzhou, Zhangzhou, Ningde, Quanzhou, Longyan, and finally Putian, in the order of which is Sanming, Nanping, Fuzhou, Zhangzhou, Ningde, Quanzhou, Longyan, and finally Putian. Regional development is also uneven: several inland areas are relatively balanced, while coastal areas are uneven. In view of these problems, some suggestions are put forward to improve the development level of agricultural modernization in Fujian Province.
