【摘要】：隨著國際糧食市場的波動以及2017年我國農(nóng)業(yè)農(nóng)村工作主線的確立,堅持中儲糧垂直管理,圍繞市場改革收儲模式,加強對政府糧食儲備的監(jiān)管與資源的高效利用成為未來糧食儲備管理的重要工作。文章基于監(jiān)管博弈模型,圍繞近些年發(fā)生的中儲糧政府儲備糧收儲問題展開,探討政府糧食儲備外部監(jiān)管與領(lǐng)導(dǎo)榜樣作用、串通腐敗等敏感問題,并提出建議。
[Abstract]:With the fluctuation of the international grain market and the establishment of the main line of agricultural and rural work in China in 2017, the vertical management of grain storage in China has been adhered to, and the pattern of collecting and storing grain has been reformed around the market. It is an important task to strengthen the supervision of government grain reserves and the efficient utilization of resources in the future. Based on the game model of supervision, this paper discusses the sensitive issues of external supervision and leadership role of government grain reserve, collusion with corruption and so on, and puts forward some suggestions.
