新制度經(jīng)濟(jì)學(xué)視角下山西省與江蘇省土地流轉(zhuǎn)差異分析

【摘要】：當(dāng)前我國(guó)正緊緊圍繞農(nóng)業(yè)供給側(cè)結(jié)構(gòu)性改革這條主線,加快農(nóng)村改革步伐,加大結(jié)構(gòu)調(diào)整力度。土地流轉(zhuǎn)為主的農(nóng)村改革是最基本,也是尤為重要的問(wèn)題,因此土地流轉(zhuǎn)問(wèn)題的研究變得極為重要。近年來(lái),山西省與江蘇省對(duì)土地流轉(zhuǎn)的發(fā)展都特別重視,土地流轉(zhuǎn)對(duì)于推進(jìn)山西省與江蘇省農(nóng)村經(jīng)濟(jì)的發(fā)展都起到了一定作用,然而兩省土地流轉(zhuǎn)的發(fā)展是存在一定差異的。研究山西省與江蘇省土地流轉(zhuǎn)存在的差異,并從新制度經(jīng)濟(jì)學(xué)角度分析二者差異存在的原因,明確二者發(fā)展中存在的問(wèn)題并總結(jié)經(jīng)驗(yàn)?zāi)Ｊ?對(duì)于推動(dòng)山西省與江蘇省土地流轉(zhuǎn)的合理有序發(fā)展具有重要意義。本文首先從制度變遷的角度,運(yùn)用歷史分析法,梳理了山西省與江蘇省土地流轉(zhuǎn)制度變遷演進(jìn)中的不同,從政策制度方面分析兩省土地流轉(zhuǎn)存在的差異。其次,用比較分析的方法,分別從土地流轉(zhuǎn)的規(guī)模、土地流轉(zhuǎn)的模式、及土地流轉(zhuǎn)的流向三個(gè)角度,分析兩省土地流轉(zhuǎn)中存在的差異。再次,運(yùn)用新制度經(jīng)濟(jì)學(xué)的產(chǎn)權(quán)理論和交易費(fèi)用理論分析兩省土地流轉(zhuǎn)存在差異的原因,最后對(duì)兩省土地流轉(zhuǎn)的發(fā)展提出政策建議,促進(jìn)兩省土地流轉(zhuǎn)的合理、有序、健康、快速發(fā)展。本文研究得出以下三個(gè)結(jié)論:第一,山西省與江蘇省土地流轉(zhuǎn)雖然存在差異,但是都在向前推進(jìn),且山西省由于土地流轉(zhuǎn)發(fā)生率相對(duì)較低,具有很大的發(fā)展?jié)摿?江蘇省則應(yīng)探索更加適合土地流轉(zhuǎn)發(fā)展的模式,推動(dòng)土地流轉(zhuǎn)更高效發(fā)展。兩省發(fā)展中仍然存在一些共同的問(wèn)題,需要一起應(yīng)對(duì),如產(chǎn)權(quán)的安全性、穩(wěn)定性、土地流轉(zhuǎn)的市場(chǎng)化機(jī)制以及政府完善相關(guān)職能等等。第二,產(chǎn)權(quán)是否清晰,是否穩(wěn)定,是否完善,會(huì)影響到土地交易的成本,影響農(nóng)民的積極性,影響到土地資源的合理有效配置。而交易費(fèi)用的高低會(huì)影響到農(nóng)地供求數(shù)量和價(jià)格,從而影響人們流轉(zhuǎn)土地的意愿和土地流轉(zhuǎn)的進(jìn)展。山西省與江蘇省土地流轉(zhuǎn)發(fā)展之所以存在差異,也正是由于產(chǎn)權(quán)界定和交易費(fèi)用方面存在差異。第三,土地制度變遷存在一定的路徑依賴,過(guò)去制度的選擇可能會(huì)影響到現(xiàn)在。一般而言,誘致性制度變遷由于受經(jīng)濟(jì)社會(huì)發(fā)展需要的影響,更有利于土地流轉(zhuǎn)的發(fā)展。本文的創(chuàng)新之處主要有兩點(diǎn),第一,從制度變遷的視角分析山西省與江蘇省的土地制度變遷過(guò)程及特征,并用新制度經(jīng)濟(jì)學(xué)的產(chǎn)權(quán)理論和交易費(fèi)用理論對(duì)兩省土地流轉(zhuǎn)差異存在的原因做出分析。第二,突破以往研究在一個(gè)省內(nèi)比較分析土地流轉(zhuǎn)差異的局限,選取山西省與土地流轉(zhuǎn)發(fā)展水平較高的江蘇省,分析二者的差異,研究對(duì)象較為新穎。論文的不足在于,在運(yùn)用交易費(fèi)用理論分析兩省土地流轉(zhuǎn)差異時(shí),沒(méi)有構(gòu)建一個(gè)量化的模型,只是做了理論和事例上的分析,欠缺一定的數(shù)據(jù)支撐。今后仍需在土地流轉(zhuǎn)交易費(fèi)用的模型化上做深入的研究,從而更加直觀地表現(xiàn)交易費(fèi)用的高低。
[Abstract]:At present, China is focusing on the main line of agricultural supply-side structural reform, speeding up the pace of rural reform and strengthening structural adjustment. Rural reform based on land circulation is the most basic and especially important issue, so the study of land circulation becomes extremely important. In recent years, both Shanxi Province and Jiangsu Province have attached great importance to the development of land circulation. Land circulation has played a certain role in promoting the development of rural economy in Shanxi Province and Jiangsu Province. However, there are some differences between the two provinces in the development of land circulation. This paper studies the differences between Shanxi Province and Jiangsu Province in land circulation, analyzes the causes of the differences from the perspective of new institutional economics, clarifies the problems existing in the development of the two, and sums up the empirical models. It is of great significance to promote the rational and orderly development of land circulation in Shanxi Province and Jiangsu Province. This paper first from the perspective of institutional changes, the use of historical analysis, combing Shanxi Province and Jiangsu Province land transfer system changes in the evolution of differences, from the policy and institutional aspects of land transfer between the two provinces analysis of differences. Secondly, using the method of comparative analysis, from the scale of land circulation, the mode of land circulation, and the flow direction of land circulation, the paper analyzes the differences in land circulation between the two provinces. Thirdly, using the property right theory and transaction cost theory of the new institutional economics to analyze the reasons of the difference in land circulation between the two provinces, and finally put forward some policy suggestions on the development of land circulation between the two provinces, so as to promote the rational, orderly and healthy land circulation between the two provinces. Rapid development. This paper draws the following three conclusions: first, although there are differences in land circulation between Shanxi Province and Jiangsu Province, both of them are advancing forward, and Shanxi Province has great development potential because of the relatively low incidence of land circulation. Jiangsu Province should explore a more suitable land circulation development model, promote more efficient development of land circulation. There are still some common problems in the development of the two provinces, which need to be dealt with together, such as the security of property rights, the stability, the market-oriented mechanism of land circulation and the improvement of the relevant functions of the government and so on. Secondly, whether the property right is clear, stable and perfect will affect the cost of land transaction, the enthusiasm of farmers and the rational and effective allocation of land resources. The transaction cost will affect the quantity and price of land supply and demand, thus affect people's willingness to transfer land and the progress of land transfer. The difference of land circulation development between Shanxi province and Jiangsu Province is due to the difference of property right definition and transaction cost. Third, there is a certain path dependence on the land institutional changes, and the past institutional choice may affect the present. Generally speaking, the induced institutional change is more favorable to the development of land circulation because of the influence of economic and social development. There are two main innovations in this paper. First, it analyzes the process and characteristics of land institutional change in Shanxi Province and Jiangsu Province from the perspective of institutional change. Using the property right theory and transaction cost theory of the new institutional economics to analyze the reasons of the difference in land circulation between the two provinces. Second, break through the limitations of previous studies in a province to compare and analyze the differences in land circulation, select Shanxi Province and Jiangsu Province with a high level of land circulation development, analyze the differences between the two, the research object is relatively novel. The deficiency of this paper is that when we use transaction cost theory to analyze the difference of land circulation between two provinces, we do not build a quantitative model, but do theoretical and case analysis, which is lack of certain data support. In order to show the transaction cost more intuitively, it is necessary to do further research on the modeling of land transaction cost in the future.
