【摘要】：雖然近年來(lái)我國(guó)糧食連年豐收,但農(nóng)業(yè)持續(xù)發(fā)展的壓力明顯加大,只有靠推進(jìn)農(nóng)業(yè)現(xiàn)代化建設(shè),靠加快農(nóng)業(yè)發(fā)展方式的轉(zhuǎn)變,才能改變現(xiàn)狀。從依靠拼資源消耗、拼農(nóng)資投入、拼生態(tài)環(huán)境的粗放經(jīng)營(yíng)轉(zhuǎn)到注重提高質(zhì)量和效益的集約經(jīng)營(yíng)上來(lái)。現(xiàn)階段我國(guó)農(nóng)業(yè)大轉(zhuǎn)型,培育和發(fā)展新型農(nóng)業(yè)經(jīng)營(yíng)主體,是加快推進(jìn)農(nóng)業(yè)現(xiàn)代化的必然要求。十八大報(bào)告明確提出:“要堅(jiān)持和完善農(nóng)村基本經(jīng)營(yíng)制度,依法維護(hù)農(nóng)民土地承包經(jīng)營(yíng)權(quán),壯大集體經(jīng)濟(jì)實(shí)力,發(fā)展農(nóng)民專(zhuān)業(yè)合作和股份合作,培育新型經(jīng)營(yíng)主體,發(fā)展多種形式規(guī)模經(jīng)營(yíng),構(gòu)建集約化、專(zhuān)業(yè)化、組織化、社會(huì)化相結(jié)合的新型農(nóng)業(yè)經(jīng)營(yíng)體系�！北疚氖紫冉缍诵滦娃r(nóng)業(yè)經(jīng)營(yíng)主體中家庭農(nóng)場(chǎng)、專(zhuān)業(yè)種養(yǎng)大戶(hù)、農(nóng)民專(zhuān)業(yè)合作社、農(nóng)業(yè)龍頭企業(yè)的概念;然后結(jié)合云南省實(shí)際情況,通過(guò)分析新型農(nóng)業(yè)經(jīng)營(yíng)主體的發(fā)展現(xiàn)狀,發(fā)現(xiàn)新型農(nóng)業(yè)經(jīng)營(yíng)主體培育過(guò)程中存在資金、土地流轉(zhuǎn)、社會(huì)化服務(wù)體系及經(jīng)營(yíng)主體自身等問(wèn)題;最后在借鑒美國(guó)家庭農(nóng)場(chǎng)、日本農(nóng)協(xié)、荷蘭農(nóng)業(yè)龍頭企業(yè)等國(guó)外的成功經(jīng)驗(yàn),以及上海家庭農(nóng)場(chǎng)、浙江農(nóng)民專(zhuān)業(yè)合作社、山東龍頭企業(yè)等國(guó)內(nèi)成功經(jīng)驗(yàn)的基礎(chǔ)上,針對(duì)云南實(shí)際,提出了云南省新型農(nóng)業(yè)經(jīng)營(yíng)主體培育的對(duì)策建議,為相關(guān)學(xué)者和政府部門(mén)提供理論和決策參考。
[Abstract]:Although there has been a bumper harvest of grain in China in recent years, the pressure of sustainable development of agriculture is obviously increased. Only by promoting the modernization of agriculture and speeding up the transformation of the mode of agricultural development can the present situation be changed. From the extensive management of resource consumption, agricultural investment and ecological environment to intensive management with emphasis on improving quality and efficiency. At the present stage, it is necessary to speed up the agricultural modernization by cultivating and developing the new agricultural management subject in the great transformation of agriculture in our country. The report of the 18th National people's Congress clearly stated: "We should adhere to and improve the basic management system in rural areas, safeguard farmers' right to contract land management according to law, strengthen the strength of the collective economy, develop professional and share cooperation among farmers, and cultivate new types of business subjects." Develop a variety of forms of scale management and build a new agricultural management system that combines intensification, specialization, organization and socialization. " This paper first defines the concept of family farm, professional farmers' cooperatives and leading agricultural enterprises among the new agricultural management subjects, and then analyzes the development status of the new agricultural management subjects through the analysis of the actual situation of Yunnan Province. It is found that there are some problems in the process of cultivating new agricultural management subjects, such as fund, land circulation, socialized service system and the main body of management itself. Finally, the successful experiences of foreign countries, such as American family farms, Japanese agricultural associations, Dutch leading agricultural enterprises, etc., are used for reference. On the basis of the successful domestic experiences of Shanghai Family Farm, Zhejiang Farmers' Professional Cooperative, Shandong leading Enterprises and so on, and in view of the actual situation in Yunnan, this paper puts forward the countermeasures and suggestions for the cultivation of new agricultural management subjects in Yunnan Province. For the relevant scholars and government departments to provide theoretical and decision-making reference.
