【摘要】：近年來,在綠色發(fā)展的新理念下,生態(tài)農(nóng)業(yè)受到了廣泛的關(guān)注。湘西是傳統(tǒng)的農(nóng)業(yè)地區(qū),同時(shí)也屬于武陵山集中連片特困地區(qū),在發(fā)展的同時(shí)保護(hù)好生態(tài)環(huán)境是這一地區(qū)的主題。本文以湘西山區(qū)生態(tài)農(nóng)業(yè)為主要研究對(duì)象,運(yùn)用文獻(xiàn)分析、層次分析等方法,對(duì)收集到的基礎(chǔ)數(shù)據(jù)、資料進(jìn)行提煉分析,歸納總結(jié)了湘西山區(qū)7種典型生態(tài)農(nóng)業(yè)模式,并分析了湘西地區(qū)發(fā)展生態(tài)農(nóng)業(yè)的機(jī)遇,得出湘西地區(qū)應(yīng)利用資源稟賦,抓住政策紅利、區(qū)域交通網(wǎng)絡(luò)不斷完善、農(nóng)村電商發(fā)展迅速的機(jī)遇,大力發(fā)展生態(tài)農(nóng)業(yè)。在參閱國內(nèi)外相關(guān)文獻(xiàn)及咨詢相關(guān)專家學(xué)者的基礎(chǔ)上,本文采用AHP法從經(jīng)濟(jì)效益、生態(tài)效益、社會(huì)效益三個(gè)維度對(duì)湘西山區(qū)生態(tài)農(nóng)業(yè)進(jìn)行了綜合評(píng)價(jià),在效益方面得出了以下結(jié)論:橫向上看,湘西地區(qū)生態(tài)農(nóng)業(yè)生態(tài)效益和社會(huì)效益高于全國及湖南平均水平,經(jīng)濟(jì)效益略低于全國及湖南平均水平、綜合效益高于全國平均水平略低于湖南平均水平;縱向上看,綜合效益及其三大效益逐年平穩(wěn)上升。本文還研究了提升湘西山區(qū)生態(tài)農(nóng)業(yè)效益的對(duì)策建議,一是加強(qiáng)規(guī)劃設(shè)計(jì),優(yōu)化生態(tài)農(nóng)業(yè)縣域布局。根據(jù)湘西各區(qū)縣資源稟賦差異,及各生態(tài)農(nóng)業(yè)模式發(fā)展所以來的基礎(chǔ),從市場(chǎng)需求、生產(chǎn)要素、資源稟賦等方面對(duì)典型模式進(jìn)行布局分析,提出湘西地區(qū)應(yīng)重點(diǎn)推廣的生態(tài)農(nóng)業(yè)模式,并通過產(chǎn)業(yè)結(jié)構(gòu)和資源稟賦的差異化分析提出了生態(tài)農(nóng)業(yè)模式的縣域布局。二是著眼專業(yè)化規(guī)�；�,做大做強(qiáng)主導(dǎo)產(chǎn)業(yè),培育創(chuàng)新型生產(chǎn)經(jīng)營主體,打造生態(tài)農(nóng)產(chǎn)品品牌,推動(dòng)生態(tài)農(nóng)業(yè)轉(zhuǎn)型升級(jí)。三是加大農(nóng)技推廣力度,加快推廣緊缺性技術(shù),加大生態(tài)農(nóng)業(yè)科技創(chuàng)新,加強(qiáng)生態(tài)農(nóng)業(yè)技術(shù)推廣機(jī)構(gòu)建設(shè),為生態(tài)農(nóng)業(yè)發(fā)展提供技術(shù)支持。
[Abstract]:In recent years, under the new concept of green development, ecological agriculture has received extensive attention. Xiangxi is a traditional agricultural area, and it also belongs to the Wuling Mountain area. While developing, protecting the ecological environment is the theme of this area. In this paper, the ecological agriculture in Xiangxi mountainous area is taken as the main research object. By using the methods of literature analysis and analytic hierarchy process, the collected basic data and data are refined and analyzed, and seven typical ecological agriculture models in Xiangxi mountainous area are summarized. The paper also analyzes the opportunity of developing ecological agriculture in Xiangxi area, and draws the conclusion that Xiangxi region should make use of resource endowment, seize policy dividend, improve regional transportation network, and develop eco-agriculture vigorously. On the basis of consulting relevant literature and consulting experts and scholars at home and abroad, this paper makes a comprehensive evaluation of ecological agriculture in Xiangxi mountainous area from three dimensions of economic benefit, ecological benefit and social benefit by using AHP method. In terms of benefits, the following conclusions are drawn: horizontally, the ecological and social benefits of ecological agriculture in western Hunan are higher than the national and Hunan average levels, and the economic benefits are slightly lower than the national and Hunan average levels. The comprehensive benefit is higher than the national average level slightly lower than the Hunan average level, and the comprehensive benefit and its three benefits rise steadily year by year. This paper also studies the countermeasures and suggestions for improving the ecological agriculture benefit in the western Hunan mountainous area. Firstly, it is necessary to strengthen the planning and design and optimize the county layout of ecological agriculture. According to the differences of resource endowment in counties and districts in western Hunan, and the foundation of the development of each ecological agriculture model, this paper analyzes the distribution of typical models from the aspects of market demand, production factors, resource endowment, etc. The ecological agriculture model which should be popularized in western Hunan is put forward, and the county layout of ecological agriculture model is put forward through the analysis of industrial structure and the difference of resource endowment. Second, we should focus on specialization and scale, enlarge and strengthen leading industries, cultivate innovative production and management subjects, create ecological agricultural products brand, and promote the transformation and upgrading of ecological agriculture. Third, it is necessary to increase agricultural technology extension, speed up the popularization of scarce technology, increase scientific and technological innovation in ecological agriculture, strengthen the construction of eco-agricultural technology extension institutions, and provide technical support for the development of ecological agriculture.
