【摘要】：當(dāng)前,我國農(nóng)業(yè)農(nóng)村發(fā)展進入新階段,應(yīng)對農(nóng)業(yè)兼業(yè)化、農(nóng)村空心化、農(nóng)民老齡化的趨勢,亟需構(gòu)建集約化、專業(yè)化、組織化、社會化相結(jié)合的新型農(nóng)業(yè)經(jīng)營體系。家庭農(nóng)場保留了農(nóng)戶家庭經(jīng)營的內(nèi)核,堅持了家庭經(jīng)營在農(nóng)業(yè)中的基礎(chǔ)性地位,適合我國基本國情,符合農(nóng)業(yè)生產(chǎn)特點,契合經(jīng)濟社會發(fā)展階段,是引領(lǐng)農(nóng)業(yè)適度規(guī)模經(jīng)營、構(gòu)建新型農(nóng)業(yè)經(jīng)營體系的有生力量。本文通過問卷調(diào)查、訪談、實地調(diào)研等方法,以嘉興市為研究區(qū)域,分析了家庭農(nóng)場發(fā)展現(xiàn)狀、存在問題及影響因素,提出了相應(yīng)對策.具體研究結(jié)果如下：首先,嘉興市家庭農(nóng)場發(fā)展取得了一定成效,家庭農(nóng)場規(guī)模不斷擴大,發(fā)展不斷規(guī)范,成為了嘉興市主要的新型農(nóng)業(yè)經(jīng)營體。其次,家庭農(nóng)場在發(fā)展過程中也面臨著一些困境,主要是農(nóng)場主綜合素質(zhì)偏低、家庭農(nóng)場面臨技術(shù)難題、家庭農(nóng)場品牌建設(shè)滯后、職業(yè)農(nóng)民匱乏。通過進一步分析,土地流轉(zhuǎn)困難、融資難、農(nóng)業(yè)社會服務(wù)體系不健全、扶持政策不完善是影響家庭農(nóng)場發(fā)展的主要因素。針對存在問題和制約因素,在七個方面提出了對策：加強教育培訓(xùn),提高經(jīng)營人才素質(zhì)；加強農(nóng)技推廣,解決農(nóng)場技術(shù)難題；實施品牌戰(zhàn)略,提升農(nóng)場的競爭力；促進農(nóng)地流轉(zhuǎn),保障農(nóng)場適度規(guī)模；疏通融資渠道,保障農(nóng)場金融需求；健全服務(wù)體系,營造良好發(fā)展環(huán)境；強化政策導(dǎo)向,大力扶持農(nóng)場發(fā)展。
[Abstract]:At present, the agricultural rural development of our country has entered a new stage. It is urgent to construct a new agricultural management system that combines intensive, specialized, organized and socialized agricultural management system. Family farms retain the core of household management, adhere to the basic position of family management in agriculture, adapt to the basic national conditions of our country, conform to the characteristics of agricultural production, fit the stage of economic and social development, and guide the moderate scale management of agriculture. The vital force of constructing a new agricultural management system. Based on the methods of questionnaire, interview, field investigation and so on, this paper analyzes the present situation, existing problems and influencing factors of family farm development in Jiaxing City, and puts forward the corresponding countermeasures. The specific research results are as follows: first, Jiaxing family farm development has achieved certain results, family farm scale continues to expand, the development of constant norms, become the main new agricultural management in Jiaxing. Secondly, the family farm also faces some difficulties in the process of development, mainly because the farmer's comprehensive quality is low, the family farm is faced with technical problems, the family farm brand construction lags behind, and the professional farmers are scarce. Through further analysis, the difficulty of land circulation, the difficulty of financing, the imperfect agricultural social service system and the imperfect supporting policy are the main factors affecting the development of family farms. Aiming at the existing problems and restricting factors, this paper puts forward the countermeasures in seven aspects: strengthening education and training, improving the quality of managerial personnel, strengthening agricultural technology popularization, solving the technical problems of farms, implementing brand strategy, and promoting the competitiveness of farms; Promote the transfer of agricultural land to ensure the appropriate scale of farms; dredge financing channels to ensure farm financial needs; improve the service system to create a good development environment; strengthen policy guidance and vigorously support the development of farms.
