【摘要】：精準(zhǔn)扶貧思想是一個(gè)行動(dòng)理論,其提出有實(shí)踐和理論淵源,目標(biāo)是到2020年現(xiàn)行標(biāo)準(zhǔn)下貧困人口全部脫貧。精準(zhǔn)扶貧思想由精準(zhǔn)扶貧、精準(zhǔn)脫貧、脫貧攻堅(jiān)以及"繡花功夫"四個(gè)方面組成,在付諸實(shí)踐時(shí)開(kāi)展了大量創(chuàng)新,致力于克服識(shí)別不準(zhǔn)、到戶(hù)困難、機(jī)制不順等問(wèn)題。經(jīng)過(guò)3年多發(fā)展,精準(zhǔn)扶貧實(shí)踐呈現(xiàn)出八個(gè)方面的鮮明特征。同時(shí),這個(gè)精準(zhǔn)扶貧體系仍然在發(fā)展完善,本文對(duì)仍然存在的問(wèn)題從五個(gè)方面進(jìn)行了總結(jié)。最后,本文提出了單一標(biāo)準(zhǔn)統(tǒng)一識(shí)別、劃分脫貧和兜底機(jī)制、樹(shù)立貧困戶(hù)脫貧責(zé)任主體意識(shí)、完善基層脫貧責(zé)任制、賦予基層扶貧主體更大權(quán)限、打造真正扶貧大數(shù)據(jù)云平臺(tái)等六個(gè)方面的建議以使精準(zhǔn)扶貧思想在實(shí)踐中得到進(jìn)一步深化。
[Abstract]:The idea of precision poverty alleviation is a theory of action, which is based on practice and theory. The goal is to get the poor out of poverty by 2020. The idea of precision poverty alleviation is composed of four aspects: precision poverty alleviation, accurate poverty alleviation, poverty alleviation and embroidery. It has carried out a great deal of innovation in practice, and devotes itself to overcoming the problems of inaccuracy in identification, difficulty in getting to home, and bad mechanism. After more than three years of development, the practice of precision poverty alleviation presents eight distinct characteristics. At the same time, the precision poverty-reduction system is still developing and perfect, this paper summarizes the existing problems from five aspects. Finally, this paper puts forward a single standard unified identification, divides poverty relief and bottom mechanism, sets up the poverty relief responsibility subject consciousness of poor households, consummates the grass-roots poverty relief responsibility system, and endows the grass-roots poverty alleviation main body with greater authority. Six suggestions, such as building a real big data cloud platform, are proposed to further deepen the idea of precision poverty alleviation in practice.
