【摘要】：本文通過(guò)深入禧村實(shí)地調(diào)研,掌握了一線素材,在此基礎(chǔ)上總結(jié)了該村的土地利用情況以及征地程序,由此對(duì)禧村的征地情境進(jìn)行了分析,指出禧村征地補(bǔ)償過(guò)程中存在主從關(guān)系,相關(guān)利益方重實(shí)利、輕程序,征地過(guò)程中的越軌行為彰顯,監(jiān)督及協(xié)調(diào)機(jī)制欠缺以及農(nóng)民的相對(duì)剝奪感攀升。有鑒于此,文章提出成立征地委員會(huì)、征地前召開(kāi)征地工作動(dòng)員會(huì)、搭建對(duì)話機(jī)制、明確監(jiān)督機(jī)制等建議。
[Abstract]:Based on the field investigation of Xi Village, the paper summarizes the land use situation and land requisition procedure of the village, and analyzes the situation of the land requisition in the village. It is pointed out that there is a relationship between principal and subordinate in the process of compensation for land requisition in Xi Village, the relative interests of the relevant parties are more important than the procedure, the deviant behavior in the process of land requisition is obvious, the mechanism of supervision and coordination is lacking and the relative deprivation of peasants is rising. In view of this, the paper puts forward some suggestions, such as setting up land requisition committee, convening land requisition mobilization meeting before land expropriation, setting up dialogue mechanism, clarifying supervision mechanism, and so on.
