【摘要】：“十三五”是旅游型消費(fèi)向休閑型消費(fèi)轉(zhuǎn)型的關(guān)鍵時(shí)期,休閑農(nóng)業(yè)園區(qū)正在與現(xiàn)代農(nóng)業(yè)、美麗鄉(xiāng)村、城鄉(xiāng)統(tǒng)籌融為一體,整合利用生產(chǎn)、生活、生態(tài)三生休閑農(nóng)業(yè)資源,以促進(jìn)農(nóng)民就業(yè)增收、滿(mǎn)足居民休閑消費(fèi)需求為目標(biāo)蓬勃發(fā)展。建設(shè)休閑農(nóng)業(yè)園區(qū),于農(nóng)業(yè)環(huán)境開(kāi)展休憩活動(dòng),為利于休憩活動(dòng)的進(jìn)行,滿(mǎn)足游客的休憩需求,勢(shì)必配套建設(shè)相關(guān)的設(shè)施。然而,無(wú)論是國(guó)家和地方政府均未對(duì)休閑農(nóng)業(yè)園區(qū)設(shè)施的內(nèi)涵、類(lèi)型做出明確的定性與規(guī)范,對(duì)于休閑農(nóng)業(yè)園區(qū)適宜設(shè)置的設(shè)施項(xiàng)目和園區(qū)設(shè)施用地的配置標(biāo)準(zhǔn)也未給出參考。休閑農(nóng)業(yè)園區(qū)必要的設(shè)施難以得到合理、合法的用地配置,違法違規(guī)改變土地性質(zhì)修建休閑設(shè)施的情況時(shí)有發(fā)生。因此,迫切需要對(duì)休閑農(nóng)業(yè)園區(qū)設(shè)施項(xiàng)目及園區(qū)設(shè)施用地配置標(biāo)準(zhǔn)開(kāi)展研究。本文基于行為場(chǎng)域理論,對(duì)休閑農(nóng)業(yè)資源、休憩行為和休閑農(nóng)業(yè)園區(qū)設(shè)施進(jìn)行關(guān)聯(lián)性研究,構(gòu)建休閑農(nóng)業(yè)園區(qū)環(huán)境的行為場(chǎng)域模式,來(lái)記錄和檢查重慶市休閑農(nóng)業(yè)園區(qū)中進(jìn)行的休憩行為與設(shè)施設(shè)置狀況,再結(jié)合行為場(chǎng)域理論和園區(qū)休閑農(nóng)業(yè)資源的整合應(yīng)用情況,從中歸納總結(jié)出支持游客休憩行為的休閑農(nóng)業(yè)園區(qū)設(shè)施項(xiàng)目,提出適宜設(shè)置于休閑農(nóng)業(yè)園區(qū)環(huán)境的設(shè)施項(xiàng)目。在明確界定適宜設(shè)置的設(shè)施項(xiàng)目后,對(duì)重慶市休閑農(nóng)業(yè)園區(qū)設(shè)施用地比例進(jìn)行實(shí)地調(diào)研,分析不同類(lèi)型休閑農(nóng)業(yè)園區(qū)設(shè)施用地比例,以休閑農(nóng)業(yè)園區(qū)業(yè)主對(duì)園區(qū)設(shè)施用地比例需求為參考依據(jù),采用指數(shù)模擬,提出不同類(lèi)型、不同用地面積休閑農(nóng)業(yè)園區(qū)設(shè)施用地的配置標(biāo)準(zhǔn)。本文最終得出的研究結(jié)論如下：(1)適宜設(shè)置的休閑農(nóng)業(yè)園區(qū)設(shè)施項(xiàng)目有：農(nóng)業(yè)生產(chǎn)經(jīng)營(yíng)及活動(dòng)體驗(yàn)設(shè)施；園區(qū)食宿設(shè)施；戶(hù)外休憩設(shè)施；科研培訓(xùn)、科普教育設(shè)施；生態(tài)、文化保護(hù)設(shè)施；園區(qū)基礎(chǔ)服務(wù)設(shè)施；安全及防護(hù)設(shè)施；其他設(shè)施。(2)休閑農(nóng)業(yè)園區(qū)設(shè)施中不符合休閑農(nóng)業(yè)本質(zhì)的設(shè)施,應(yīng)予改善或拆除,藉以修正休閑農(nóng)業(yè)園區(qū)等同于游樂(lè)園或公園的錯(cuò)誤觀點(diǎn),回歸農(nóng)業(yè)的本質(zhì)與休閑農(nóng)業(yè)著重三生功能的精神。(3)不同類(lèi)型、不同用地面積((0,500]、(500,1000]、(1000,1500]、(1500,∞])休閑農(nóng)業(yè)園區(qū)設(shè)施用地配置標(biāo)準(zhǔn)：觀光農(nóng)業(yè)園設(shè)施用地比例配置標(biāo)準(zhǔn)依次為(0,6.0%]、(0,3.6%]、(0,2.2%]、(0,1.3%]；休閑農(nóng)業(yè)園設(shè)施用地比例配置標(biāo)準(zhǔn)依次為(0,7.0%]、(0,4.2%]、(0,2.6%]、(0,1.6%]；綜合型休閑農(nóng)業(yè)園區(qū)設(shè)施用地比例配置標(biāo)準(zhǔn)依次為(0,8.0%]、(0,4.9%]、(0,2.9%]、(0,1.8%]。
[Abstract]:The 13th Five-Year Plan is a crucial period for the transition from tourism consumption to leisure consumption. Leisure agriculture parks are being integrated with modern agriculture, beautiful villages, and urban and rural areas, integrating and utilizing the leisure agricultural resources of production, living and ecology. To promote the employment of farmers to increase income, to meet the needs of leisure consumption as the goal of vigorous development. The construction of leisure agricultural park, in the agricultural environment to carry out recreational activities, in order to facilitate the conduct of recreational activities, to meet the leisure needs of tourists, is bound to support the construction of related facilities. However, neither the state nor the local government has made clear qualitative and standard on the connotation and type of the facilities in the leisure agriculture park, and has not provided a reference for the facilities project and the allocation standard of the facility land in the leisure agriculture park. The necessary facilities in the leisure agricultural park are difficult to obtain reasonable, legal land allocation, illegal changes in the nature of the land to build leisure facilities from time to time. Therefore, it is urgent to study the facility project and the allocation standard of the facility in the leisure agriculture park. Based on the behavioral field theory, this paper studies the relationship among leisure agriculture resources, recreation behavior and leisure agricultural park facilities, and constructs the behavior field model of leisure agriculture park environment. To record and check the leisure behavior and facilities in Chongqing leisure agriculture park, and then combine the behavior field theory and the integrated application of leisure agricultural resources in the park. This paper sums up the facilities project of leisure agriculture park which supports the recreation behavior of tourists, and puts forward the facility project suitable for setting up in the environment of leisure agriculture park. After clearly defining the suitable facilities, the paper investigates the proportion of facility land in Chongqing leisure agriculture park, and analyzes the proportion of facility land in different types of leisure agriculture park. Based on the demand of the owner of the leisure agriculture park for the proportion of the facility land in the park, the allocation standard of the facility land for the leisure agricultural park with different types and different land areas is put forward by using exponential simulation. The conclusions of this paper are as follows: (1) the suitable facilities of leisure agriculture park are: agricultural production and management and activity experience facilities; accommodation facilities; outdoor recreation facilities; scientific research and training, science education facilities; ecology, Cultural protection facilities; park infrastructure services; safety and protection facilities; other facilities; (2) facilities in leisure agriculture parks that do not conform to the nature of leisure agriculture should be improved or dismantled, In order to correct the false view that leisure agriculture park is equal to amusement park or park, the essence of agriculture is returned to the spirit of emphasizing the function of three students in leisure agriculture.
