【摘要】：隨著農(nóng)業(yè)機械化的發(fā)展,農(nóng)機合作社成為推動農(nóng)業(yè)機械化的一大動力。農(nóng)機合作社通過把分散的農(nóng)戶結(jié)成組織,使得農(nóng)業(yè)機械資源得到有效整合,在提升農(nóng)業(yè)生產(chǎn)水平,促進農(nóng)業(yè)增收,促進農(nóng)業(yè)和農(nóng)村經(jīng)濟的發(fā)展過程中起到越來越重要的作用。山東省是我國主要的糧食生產(chǎn)區(qū),肩負著實現(xiàn)國家糧食安全的主要責任,農(nóng)機合作社由于經(jīng)營規(guī)模大、帶動能力強,在提升山東省綜合生產(chǎn)能力方面發(fā)揮著重要作用。但在實際的發(fā)展過程中發(fā)現(xiàn),山東省農(nóng)機合作社的發(fā)展由于處于起步階段,其組織的運營機制存在各種問題,影響農(nóng)機合作社的運營效率,阻礙了農(nóng)機合作社發(fā)揮作用。因此將通過分析,提出完善山東省農(nóng)機合作社運營機制的對策措施和政策建議,優(yōu)化山東省農(nóng)機合作社的運營機制。本研究意義在于進一步豐富和拓展了農(nóng)機合作社運營機制相關(guān)理論并為政府加強農(nóng)機合作社宏觀管理和農(nóng)機合作社規(guī)范運營提供理論支持。論文主要采用了文獻研究法、典型調(diào)查法、比較分析法和數(shù)量經(jīng)濟法對山東省農(nóng)機合作社的運營機制問題及運營效率進行分析,在科學(xué)界定農(nóng)機合作社和運營機制概念的基礎(chǔ)上,分析農(nóng)機合作社的運營效率,提出運營機制存在的問題,并最終提出完善農(nóng)機合作社運營機制的措施和政策建議。論文通過對山東省內(nèi)30個農(nóng)機合作社進行問卷調(diào)研,分析山東省農(nóng)機合作社的發(fā)展以及運營機制的現(xiàn)狀。然后,采用綜合評價法對山東省農(nóng)機合作社的運營效率進行評價,從組織自身效率、服務(wù)社員效率、服務(wù)政府效率和服務(wù)社會效率四個方面設(shè)計了11個具體的指標,運用層次分析法分析各個指標對目標層權(quán)重的影響,然后對調(diào)研的10個山東省內(nèi)農(nóng)機合作社運營效率水平進行綜合評分,評分結(jié)果表明,調(diào)研的10個農(nóng)機合作社的運營效率其中5個運營效率一般,5個運營效率較差,這說明山東省農(nóng)機合作社整體運營效率不高,需要對運營機制進行優(yōu)化改進。經(jīng)過分析提出山東省農(nóng)機合作社運營機制存在內(nèi)部管理不規(guī)范、股權(quán)結(jié)構(gòu)不明晰、決策效率低下、監(jiān)督存在漏洞、利益分配方式不規(guī)范、風(fēng)險防范機制不完善、退出機制缺乏、政府職能定位不準確以及市場不完善的問題。在分析法國、德國、加拿大農(nóng)機合作社運營機制的基礎(chǔ)上,借鑒其先進經(jīng)驗。最后從完善管理機制、明晰股權(quán)設(shè)置、規(guī)范決策機制、建立健全監(jiān)督機制、建立科學(xué)合理的利益分配機制、建立多樣的風(fēng)險防范機制、優(yōu)化農(nóng)機合作社發(fā)展的外部環(huán)境方面提出完善山東省農(nóng)機合作社運營機制的措施,并提出政府應(yīng)加強對農(nóng)機合作社的政策扶持以及監(jiān)督管理。
[Abstract]:With the development of agricultural mechanization, agricultural machinery cooperatives have become a major driving force to promote agricultural mechanization. By organizing the scattered farmers, agricultural machinery cooperatives can effectively integrate agricultural machinery resources and play a more and more important role in promoting agricultural production, increasing agricultural income and promoting the development of agriculture and rural economy. Shandong Province is the main grain production area of our country, shouldering the main responsibility of realizing the national food security. Because of its large scale of operation and strong driving ability, agricultural machinery cooperative plays an important role in promoting the comprehensive production capacity of Shandong Province. However, in the course of actual development, it is found that the development of agricultural machinery cooperatives in Shandong Province is in its infancy, and there are various problems in the operation mechanism of its organization, which affect the operational efficiency of agricultural machinery cooperatives and hinder the agricultural machinery cooperatives from playing their roles. Therefore, through the analysis, this paper puts forward the countermeasures and suggestions to perfect the operation mechanism of agricultural machinery cooperatives in Shandong Province, and optimizes the operation mechanism of agricultural machinery cooperatives in Shandong Province. The significance of this study is to further enrich and expand the relevant theory of agricultural machinery cooperative operation mechanism and provide theoretical support for the government to strengthen the macro management of agricultural machinery cooperatives and the standardized operation of agricultural machinery cooperatives. The paper mainly uses the literature research method, the typical investigation method, the comparative analysis method and the quantity economic method to analyze the operation mechanism and the operation efficiency of the agricultural machinery cooperative in Shandong Province. On the basis of scientifically defining the concepts of agricultural machinery cooperative and operation mechanism, this paper analyzes the operational efficiency of agricultural machinery cooperative, puts forward the problems existing in the operation mechanism, and finally puts forward some measures and policy suggestions to perfect the operation mechanism of agricultural machinery cooperative. Based on the questionnaire survey of 30 agricultural machinery cooperatives in Shandong province, this paper analyzes the development and operation mechanism of agricultural machinery cooperatives in Shandong province. Then, using the comprehensive evaluation method to evaluate the operational efficiency of agricultural machinery cooperatives in Shandong Province, 11 specific indicators are designed from four aspects: organization efficiency, service efficiency, government efficiency and social efficiency. The influence of each index on the weight of target layer is analyzed by AHP, and then the operational efficiency level of agricultural machinery cooperative in 10 provinces of Shandong province is comprehensively graded. The result shows that, The operational efficiency of 10 agricultural machinery cooperatives investigated in this paper is general in 5 and poor in 5, which indicates that the overall operational efficiency of agricultural machinery cooperatives in Shandong Province is not high, so it is necessary to optimize and improve the operation mechanism. Through the analysis, it is pointed out that the operating mechanism of agricultural machinery cooperatives in Shandong Province is not standardized in internal management, the ownership structure is not clear, the decision-making efficiency is low, there are loopholes in supervision, the distribution of benefits is not standardized, the risk prevention mechanism is not perfect, and the exit mechanism is lacking. The government function position is not accurate and the market is not perfect. On the basis of analyzing the operation mechanism of agricultural machinery cooperatives in France, Germany and Canada, the advanced experience is used for reference. Finally, from perfecting the management mechanism, clarifying the stock right setting, standardizing the decision-making mechanism, establishing and perfecting the supervision mechanism, establishing the scientific and reasonable benefit distribution mechanism, establishing the various risk prevention mechanism, In the aspect of optimizing the external environment of the development of agricultural machinery cooperatives, this paper puts forward some measures to perfect the operating mechanism of agricultural machinery cooperatives in Shandong Province, and puts forward that the government should strengthen the policy support and supervision and management of agricultural machinery cooperatives.
