【摘要】：土地是兵團(tuán)賴以發(fā)展的重要資源之一,兵團(tuán)的地理位置決定了兵團(tuán)生態(tài)環(huán)境處在脆弱的階段,因此加強(qiáng)林地管理和保護(hù),提高林地使用率,對扭轉(zhuǎn)兵、師生態(tài)環(huán)境現(xiàn)狀,建設(shè)新型連隊奠定生態(tài)基礎(chǔ)。在兵、師黨委,各相關(guān)部門的支持下,森林資源逐年上升,八師林地保護(hù)工作取得了一定的成績,為建設(shè)生態(tài)兵團(tuán)奠定了良好的基礎(chǔ)。隨著近年八師經(jīng)濟(jì)的迅速發(fā)展,工業(yè)園區(qū)、基礎(chǔ)設(shè)施建設(shè)項目不斷增多,林地征占用的面積因修路等建設(shè)原因逐年遞增;同時部分林地經(jīng)濟(jì)收益低,周期長等特點(diǎn)促使團(tuán)場將林地逐步變成園地,致使經(jīng)濟(jì)發(fā)展和生態(tài)保護(hù)的矛盾日益突出。因此,如何進(jìn)一步強(qiáng)化林地保護(hù)和利用工作是目前亟待解決的問題。近年來,八師高度重視森林資源的保護(hù)和利用工作,通過統(tǒng)一思想認(rèn)識,推行先進(jìn)的管理制度,穩(wěn)抓落實(shí),規(guī)范程序,占補(bǔ)平衡等措施加大了林地利用保護(hù)力度,同時,以“三北”造林等國家重點(diǎn)林業(yè)項目建設(shè)為契機(jī),加大植樹造林工作力度,林地的保護(hù)和利用工作取得了一定的效果。八師149團(tuán)三北防護(hù)林工程累計造林面積233.43hm2,完成退耕地造林12.29 hm2,林業(yè)重點(diǎn)工程的實(shí)施為八師149團(tuán)種植業(yè)的穩(wěn)產(chǎn)增收提供了保障,在充分發(fā)揮生態(tài)效益的同時也取得了較好地生態(tài)經(jīng)濟(jì)效益。本文在對林地保護(hù)利用的基本理論進(jìn)行綜述的基礎(chǔ)上,通過分析林地保護(hù)利用適用依據(jù),總結(jié)林地保護(hù)利用的一般規(guī)律和做法,明確其對八師149團(tuán)林地保護(hù)利用的指導(dǎo)作用和借鑒意義。八師149團(tuán)林業(yè)經(jīng)過多年的發(fā)展已初見成效,八師149團(tuán)現(xiàn)有林地13922.86公頃,林地資源存在擴(kuò)張潛力大,林業(yè)工程項目建設(shè)質(zhì)量高、效益明顯,齡組結(jié)構(gòu)中以幼齡林和成熟林為主等的特點(diǎn)。在分析林地保護(hù)利用基本理論和林地保護(hù)利用的適用依據(jù)的基礎(chǔ)上,結(jié)合八師149團(tuán)自身的特點(diǎn).分析八師149團(tuán)林地存在的問題:(1)認(rèn)識不清,公眾參與匱乏;(2)產(chǎn)業(yè)優(yōu)勢不明顯,導(dǎo)致爭地現(xiàn)象;(3)林地保護(hù)利用工作缺乏協(xié)調(diào);(4)監(jiān)管體制不完備;(5)林權(quán)國有,缺乏管護(hù)責(zé)任心。遵循科學(xué)的理論和規(guī)律要求,針對存在的問題,因地制宜,提出具有可操作性的措施和建議:(1)統(tǒng)籌兼顧,科學(xué)制定八師149團(tuán)的林地保護(hù)利用規(guī)劃;(2)明晰產(chǎn)權(quán),規(guī)范流轉(zhuǎn),提高管護(hù)責(zé)任心;(3)科學(xué)經(jīng)營,持續(xù)利用,提高林地產(chǎn)業(yè)效益,實(shí)現(xiàn)生態(tài)、經(jīng)濟(jì)雙豐收;(4)健全林地保護(hù)管理的隊伍,強(qiáng)化林政執(zhí)法隊伍的建設(shè);(5)加強(qiáng)協(xié)調(diào)與溝通,嚴(yán)格實(shí)行林地用途的管制,規(guī)范林地的管理工作。拓展八師149團(tuán)林地保護(hù)利用研究的視角,在實(shí)踐上有助于避免林地保護(hù)的缺口,指導(dǎo)八師149團(tuán)各單位的林地保護(hù)利用,提升團(tuán)場林地資源利用率,促進(jìn)生態(tài)環(huán)境的改變,從而達(dá)到八師149團(tuán)“生態(tài)、經(jīng)濟(jì)、社會”三個效益的和諧統(tǒng)一。本文的創(chuàng)新在于結(jié)合八師149團(tuán)林地保護(hù)利用的現(xiàn)狀和特點(diǎn)進(jìn)行了較系統(tǒng)的分析,結(jié)合兵、師先進(jìn)經(jīng)驗,從解決林地保護(hù)與經(jīng)濟(jì)快速發(fā)展矛盾,發(fā)展多元化林地經(jīng)濟(jì)等角度,提出進(jìn)一步加強(qiáng)八師149團(tuán)林地保護(hù)和利用工作的建議,從而為兵團(tuán)各師林地保護(hù)和利用工作提供參考。
[Abstract]:The land is one of the important resources for the development of the Corps. The geographical position of the Corps determines the fragile stage of the corps' ecological environment. Therefore, strengthening the management and protection of woodland, improving the utilization rate of woodland, laying an ecological foundation for reversing soldiers, the present situation of the ecological environment and building a new company. Under the support of the soldiers, the Party committee and the relevant departments With the increase of resources year by year, the forest protection work of the eight Division has made certain achievements and laid a good foundation for the construction of the ecological Corps. With the rapid development of the economy of eight divisions in recent years, the industrial park, the construction projects of the infrastructure are increasing, the area of the forest land is increased year by year due to the construction of road repair, and the economic income of some woodlands is low. The characteristics of long period and so on urge the group to gradually turn the woodland into the garden, which makes the contradiction between the economic development and the ecological protection increasingly prominent. Therefore, how to further strengthen the protection and use of forest land is an urgent problem to be solved. In recent years, the eight teachers attach great importance to the protection and utilization of forest resources, through the unified thinking and the implementation of the first practice. At the same time, taking the construction of key forestry projects as the "Three North" afforestation as an opportunity, increasing the efforts of planting trees and afforestation, the protection and utilization of forest land have achieved certain effects. The eight division and 149 regiments of three northern protective forest projects have been built up. The forest area is 233.43hm2, and the afforestation of the land for returning farmland is 12.29 hm2. The implementation of the key forestry projects provides a guarantee for the stable production and increase of the 149 regiments of the eight divisions. The ecological and economic benefits have been achieved at the same time, while the ecological benefits are fully played. Planning; (2) clear property rights, standardize the circulation, improve the responsibility of management and protection; (3) scientific management, continuous utilization, improve the benefit of forest industry, realize ecological and economic double harvest; (4) improve the team of forest protection management, strengthen the construction of forest administration law enforcement team; (5) strengthen coordination and communication, strictly implement the control of woodland use, and standardize the management of woodland. To expand the research perspective of forest protection and utilization of the 149 regiments of eight divisions, in practice, it is helpful to avoid the gap of forest protection, guide the protection and utilization of forest land in all units of the 149 regiments of the eight divisions, improve the utilization rate of the forest land resources and promote the change of the ecological environment, so as to achieve the harmony and unification of the three benefits of "ecological, economic and social" of the 149 regiments of the eight divisions. The innovation lies in a systematic analysis of the status and characteristics of the forest protection and utilization of the 149 regiments of eight divisions. Combining the advanced experience of the soldiers and the teachers, from the angle of solving the contradiction between the forest protection and the rapid economic development and the development of the diversified forest economy, the suggestions for further strengthening the protection and utilization of the forest land in the 149 regiments of the eight divisions are proposed, thus for the divisions of the Corps. The protection and utilization of woodland is a reference.
