【摘要】：休閑農(nóng)業(yè)是農(nóng)村傳統(tǒng)文化與現(xiàn)代旅游相互交叉形成的新型綜合產(chǎn)業(yè),既可以傳承農(nóng)業(yè)傳統(tǒng)文化,促進(jìn)農(nóng)民增收,又滿足了游客多樣化的市場(chǎng)需求。休閑農(nóng)業(yè)首先在國(guó)外取得了較大發(fā)展,最初是從意大利興起,然后逐步向歐洲、美洲等地延伸,經(jīng)過100多年的發(fā)展,國(guó)外休閑農(nóng)業(yè)已經(jīng)處于相當(dāng)成熟的發(fā)展階段。伴隨著我國(guó)經(jīng)濟(jì)的快速發(fā)展,國(guó)家政策的大力支持,人民休閑旅游需求的提升,在我國(guó)農(nóng)業(yè)自然資源開發(fā)地區(qū),休閑農(nóng)業(yè)經(jīng)濟(jì)迅速崛起,發(fā)揮了重要的社會(huì)、經(jīng)濟(jì)、文化、環(huán)境效益,關(guān)注其生存和發(fā)展成為了探討農(nóng)村發(fā)展問題新的切入點(diǎn)。2015年8月公布的《國(guó)務(wù)院辦公廳關(guān)于進(jìn)一步促進(jìn)旅游投資和消費(fèi)的若干意見》鼓勵(lì)職工將周五下午與周末結(jié)合外出度假。山西晉中和江西吉安今年4月1日七已經(jīng)實(shí)行“2.5天周末”休假模式,調(diào)整休假安排的逐步開展將會(huì)極大地激發(fā)旅游消費(fèi)熱情,促進(jìn)適合短途旅游的休閑農(nóng)業(yè)的快速發(fā)展。洛陽(yáng)市地理環(huán)境多樣,境內(nèi)山川丘陵交錯(cuò),農(nóng)業(yè)基礎(chǔ)較為薄弱,再加上干旱少雨的氣候,為農(nóng)民增收帶來了許多困難,阻礙了農(nóng)村經(jīng)濟(jì)的發(fā)展。伴隨我國(guó)休閑農(nóng)業(yè)的快速發(fā)展,洛陽(yáng)市休閑農(nóng)業(yè)也取得了良好的成績(jī),為洛陽(yáng)市農(nóng)村經(jīng)濟(jì)的可持續(xù)發(fā)展創(chuàng)造了新途徑。伴隨洛陽(yáng)休閑農(nóng)業(yè)的深層次發(fā)展,也暴露了很多問題:公共基礎(chǔ)實(shí)施不夠完善,度假園區(qū)管理混亂,淡旺季人流量差距過大,度假區(qū)生態(tài)環(huán)境的破壞等。本文在分析休閑農(nóng)業(yè)發(fā)展的歷史背景和相關(guān)理論的基礎(chǔ)上,通過文獻(xiàn)調(diào)研、實(shí)地考察和案例分析的方法來對(duì)洛陽(yáng)市休閑農(nóng)業(yè)的獨(dú)特的自然地理環(huán)境、發(fā)展現(xiàn)狀、發(fā)展特點(diǎn)以及近年取得的成績(jī)和存在的主要問題以及為洛陽(yáng)市休閑農(nóng)業(yè)的發(fā)展提供切實(shí)可行的對(duì)策建議進(jìn)行分析研究,促進(jìn)其休閑農(nóng)業(yè)的健康發(fā)展。
[Abstract]:Leisure agriculture is a new comprehensive industry which is formed by the intersection of rural traditional culture and modern tourism. It can not only inherit the traditional agricultural culture, promote farmers' income, but also meet the diversified market demand of tourists. Leisure agriculture has made great progress in foreign countries at first, first rose from Italy, then gradually extended to Europe, America and other places. After more than 100 years of development, foreign leisure agriculture has been in a quite mature stage of development. With the rapid development of China's economy, the strong support of national policies and the promotion of the people's demand for leisure tourism, the leisure agriculture economy has risen rapidly in the agricultural natural resources development area of our country, which has played an important role in society, economy and culture. Environmental benefits, Focusing on its survival and development has become a new starting point for rural development. The State Council Office's opinions on further promoting Tourism Investment and consumption, published in August 2015, encourage workers to combine Friday afternoons with weekend vacations. Shanxi Jinzhong and Jiangxi Ji'an have already implemented the "2.5 days weekend" vacation mode on April 1 this year. Adjusting the gradual development of vacation arrangement will greatly stimulate the enthusiasm of tourism consumption and promote the rapid development of leisure agriculture suitable for short-distance tourism. Luoyang has diversified geographical environment, interlaced mountains and rivers, weak agricultural foundation, and drought and less rain climate, which brings many difficulties for farmers to increase their income and hinders the development of rural economy. With the rapid development of leisure agriculture in our country, the leisure agriculture in Luoyang City has also made good achievements, which has created a new way for the sustainable development of rural economy in Luoyang City. With the deep development of leisure agriculture in Luoyang, many problems have been exposed: the implementation of public infrastructure is not perfect, the management of holiday park is chaotic, the gap of population flow is too large in the light peak season, the ecological environment of resort area is destroyed, etc. On the basis of analyzing the historical background and related theories of leisure agriculture development, this paper analyzes the unique natural geographical environment and development status of leisure agriculture in Luoyang by means of literature investigation, field investigation and case study. In order to promote the healthy development of leisure agriculture in Luoyang, the characteristics of development, the achievements and problems in recent years, and the practical countermeasures and suggestions for the development of leisure agriculture in Luoyang City are analyzed and studied in order to promote the healthy development of leisure agriculture.
