【摘要】：農(nóng)業(yè)的健康發(fā)展對國民經(jīng)濟起到積極的穩(wěn)定作用。現(xiàn)階段我國依然處于傳統(tǒng)農(nóng)業(yè)階段,生產(chǎn)方式不能完全適應經(jīng)濟社會的發(fā)展變化。中央連續(xù)發(fā)布的十一個關注“三農(nóng)”問題的一號文件,提出各種促進農(nóng)業(yè)發(fā)展的措施,引導社會資金流向,為農(nóng)業(yè)創(chuàng)造了良好的投資發(fā)展環(huán)境。河南地處中原腹地,農(nóng)業(yè)生產(chǎn)發(fā)展早,糧食較為充裕,不僅要負擔本省的需求,還要保障國家糧食安全。作為傳統(tǒng)農(nóng)業(yè)大省,河南經(jīng)過多年累積,農(nóng)業(yè)發(fā)展取得進步,然而諸如農(nóng)業(yè)經(jīng)營規(guī)模偏小、農(nóng)產(chǎn)品市場化率較低,農(nóng)村人口受教育程度偏低等問題依然成為困擾河南農(nóng)業(yè)發(fā)展的頑疾。2014年河南提出建設現(xiàn)代農(nóng)業(yè)大省,著力推動農(nóng)業(yè)協(xié)調(diào)發(fā)展。而要實現(xiàn)這個目標離不開農(nóng)業(yè)經(jīng)營方式的創(chuàng)新,農(nóng)業(yè)經(jīng)營方式創(chuàng)新不僅是轉(zhuǎn)變農(nóng)業(yè)增長方式的途徑,也是促進農(nóng)民增收、加快小康社會建設的有效機制。保持農(nóng)業(yè)持續(xù)穩(wěn)定發(fā)展的關鍵是適應時代發(fā)展、不斷創(chuàng)新農(nóng)業(yè)經(jīng)營方式、建立起立體合理的農(nóng)業(yè)經(jīng)營體系。新中國成立以來我國農(nóng)業(yè)經(jīng)營方式的演變說明農(nóng)業(yè)經(jīng)營方式并非固定不變的,它會隨著社會發(fā)展不斷變革,我們要適應生產(chǎn)力的發(fā)展要求,在尊重農(nóng)民意愿的基礎上大膽探索農(nóng)村公有制的實現(xiàn)形式,發(fā)展多種形式的規(guī)模經(jīng)營。本文通過研究新形勢下我國典型的農(nóng)業(yè)經(jīng)營創(chuàng)新方式,力圖打破單一的傳統(tǒng)農(nóng)業(yè)經(jīng)營方式,探索加快發(fā)展現(xiàn)代農(nóng)業(yè)的方法和路徑。研究新中國成立以來我國農(nóng)業(yè)經(jīng)營方式演變歷程,找到需要遵循的法制,在推進變革的過程中實現(xiàn)多種效益的統(tǒng)一。以河南省農(nóng)業(yè)經(jīng)營方式創(chuàng)新組織發(fā)展為研究內(nèi)容,分析其在發(fā)展過程中遇到的問題,指出要通過優(yōu)化投資環(huán)境、推進農(nóng)村土地制度改革、鼓勵農(nóng)業(yè)經(jīng)營主體自主創(chuàng)新、規(guī)范組織發(fā)展、健全農(nóng)業(yè)社會化服務體系等措施來加快農(nóng)業(yè)發(fā)展,并強調(diào)要尊重農(nóng)民的意愿穩(wěn)步推進,為提高我國整體的農(nóng)業(yè)現(xiàn)代化水平,探索更多符合當?shù)靥厣霓r(nóng)業(yè)經(jīng)營方式,調(diào)整農(nóng)村經(jīng)濟結(jié)構,適應社會發(fā)展要求提供借鑒和指導作用。
[Abstract]:The healthy development of agriculture plays a positive and stable role in the national economy. At present, our country is still in the traditional agricultural stage, the mode of production can not fully adapt to the development of economic and social changes. The first document, which has been issued by the central government in succession, pays close attention to the problems of agriculture, rural areas and farmers, and puts forward various measures to promote the development of agriculture, guide the flow of social funds, and create a good investment and development environment for agriculture. Henan is located in the hinterland of the Central Plains, the agricultural production develops early, the grain is abundant, not only to meet the demand of the province, but also to ensure the national food security. As a large traditional agricultural province, Henan has made progress in agricultural development after many years of accumulation. However, such as the small scale of agricultural management and the low marketization rate of agricultural products, The problem of low education level of rural population is still a persistent problem in Henan's agricultural development. In 2014, Henan proposed to build a large modern agricultural province to promote the coordinated development of agriculture. The innovation of agricultural management mode is not only a way to change the way of agricultural growth, but also an effective mechanism to promote farmers' income and accelerate the construction of a well-off society. The key to maintain the sustainable and stable development of agriculture is to adapt to the development of the times, to innovate the mode of agricultural management and to establish a solid and reasonable agricultural management system. The evolution of agricultural management mode in China since the founding of New China shows that the mode of agricultural management is not fixed and invariable. It will continue to change with the development of society. We should adapt ourselves to the requirements of the development of productive forces. On the basis of respecting the will of farmers, we should explore the realization form of rural public ownership and develop various forms of scale management. This paper tries to break the single traditional agricultural management mode and explore the way to accelerate the development of modern agriculture by studying the typical agricultural management innovation mode in China under the new situation. This paper studies the evolution of agricultural management mode in China since the founding of New China, finds out the legal system to be followed, and realizes the unification of various benefits in the process of pushing forward the reform. Taking the development of innovative organization of agricultural management in Henan Province as the research content, this paper analyzes the problems encountered in the process of development, and points out that it is necessary to optimize the investment environment, promote the reform of rural land system, and encourage the independent innovation of the main body of agricultural management. To standardize the organizational development and improve the agricultural socialized service system to speed up agricultural development, and to emphasize the need to respect the will of the peasants to advance steadily, in order to improve the overall level of agricultural modernization in China, It is necessary to explore more agricultural management methods with local characteristics, adjust the rural economic structure and adapt to the needs of social development to provide reference and guidance.
