【摘要】：黨的十八屆三中全會明確提出了要建立農(nóng)村產(chǎn)權(quán)流轉(zhuǎn)交易市場,推動農(nóng)村綜合產(chǎn)權(quán)交易公開、公正、規(guī)范運行。2015年1月21日,鐵嶺市正式成立了農(nóng)村綜合產(chǎn)權(quán)交易服務(wù)中心,是遼寧省首家市級農(nóng)交中心,為喚醒農(nóng)村"沉睡資本",形成"交易-鑒證-抵押"的農(nóng)村綜合產(chǎn)權(quán)交易模式進(jìn)行了實踐探索。本調(diào)研報告通過實地走訪、座談研究等方式,理論聯(lián)系實際,全面總結(jié)鐵嶺市農(nóng)村綜合產(chǎn)權(quán)交易市場建設(shè)初步成果,分析發(fā)展模式,研究存在問題,提出對策建議,以期對遼寧省農(nóng)村綜合產(chǎn)權(quán)交易市場健康發(fā)展有所啟示。
[Abstract]:The third Plenary session of the 18th CPC Central Committee explicitly put forward the need to establish a market for the circulation of rural property rights, to promote the open, fair, and standardized operation of comprehensive property rights transactions in rural areas. On January 21, 2015, Tieling City officially established the Rural Integrated property Rights transaction Service Center. Liaoning Province is the first city-level agricultural exchange center, in order to awaken the rural "sleeping capital" and form a "transaction-authentication-mortgage" rural comprehensive property rights transaction model has been explored. This research report summarizes the preliminary achievements in the construction of the comprehensive property right market in Tieling City by means of field visit, discussion and research, combining theory with practice, analyzes the development model, studies the existing problems, and puts forward some countermeasures and suggestions. In order to Liaoning Province rural comprehensive property rights trading market healthy development has enlightenment.
