【摘要】：2011年,《中國(guó)農(nóng)村扶貧開(kāi)發(fā)綱要(2011—2020年)》對(duì)外公開(kāi)發(fā)布,綱要明確指出將全國(guó)14個(gè)集中連片特殊困難地區(qū)作為新時(shí)期新一輪扶貧攻堅(jiān)的主戰(zhàn)場(chǎng)。接著,2012年3月2號(hào),湖北省頒布了《湖北省農(nóng)村扶貧開(kāi)發(fā)綱要(2011——2020年)》。在省綱要中,也明確指出了以大別山區(qū)、武陵山區(qū)、秦巴山區(qū)和幕阜山區(qū)這四個(gè)集中連片特困地區(qū)作為湖北省新一輪的扶貧攻堅(jiān)主戰(zhàn)場(chǎng)。這兩個(gè)綱要的相繼出臺(tái)表明了集中連片特困地區(qū)是新時(shí)期下各級(jí)政府扶貧攻堅(jiān)的主要方向和工作重點(diǎn),同時(shí)也意味著集中連片特困地區(qū)面臨著前所未有新的歷史機(jī)遇。如何抓住這一歷史發(fā)展機(jī)遇,利用好政策優(yōu)勢(shì)實(shí)現(xiàn)本地區(qū)的脫貧致富是所有集中連片特困地區(qū)所要面對(duì)的共同問(wèn)題。本文正是以湖北省幕阜山集中連片特困地區(qū)(以下簡(jiǎn)稱片區(qū))為研究對(duì)象,從旅游扶貧的角度對(duì)我省幕阜山集中連片特困地區(qū)的扶貧開(kāi)發(fā)進(jìn)行了詳細(xì)分析。在實(shí)地考察調(diào)研的基礎(chǔ)上,本文主要運(yùn)用了SWOT分析法以及定性評(píng)價(jià)與定量評(píng)價(jià)的科學(xué)方法對(duì)我省幕阜山集中連片特困地區(qū)的旅游可持續(xù)發(fā)展戰(zhàn)略進(jìn)行了研究。并在此研究基礎(chǔ)上提出了一些針對(duì)我省幕阜山集中連片特困地區(qū)旅游發(fā)展的戰(zhàn)略構(gòu)想及對(duì)策,以供政府參考決策。本文內(nèi)容一共分為六個(gè)部分:第一部分:簡(jiǎn)述了本文的研究背景、研究意義及研究方法。第二部分:評(píng)述了國(guó)內(nèi)外有關(guān)旅游扶貧的研究動(dòng)態(tài),并對(duì)一些重要關(guān)鍵詞作了界定。第三部分:分析了片區(qū)旅游資源的賦存狀況,并且分別運(yùn)用定性評(píng)價(jià)與定量評(píng)價(jià)的方法對(duì)其進(jìn)行了科學(xué)評(píng)價(jià)。第四部分:運(yùn)用了SWOT分析法,客觀分析了片區(qū)旅游發(fā)展的優(yōu)勢(shì)與劣勢(shì),機(jī)遇與威脅。第五部分:在前面基礎(chǔ)之上系統(tǒng)分析了片區(qū)實(shí)施旅游發(fā)展戰(zhàn)略的指導(dǎo)思路、目標(biāo)、布局和模式及對(duì)策,提出了片區(qū)旅游發(fā)展的戰(zhàn)略構(gòu)想。第六部分:對(duì)本文的研究?jī)?nèi)容進(jìn)行了總結(jié)。
[Abstract]:In 2011, the outline of China's Rural Poverty Alleviation and Development (2011-2020) was released to the public. The outline clearly pointed out that 14 areas with special difficulties will be regarded as the main battlefield for the new round of poverty alleviation in the new period. Then, on March 2, 2012, Hubei Province promulgated the Hubei Province Rural Poverty Alleviation and Development Program (2011-2020). In the outline of the province, it is also pointed out clearly that the four concentrated special hardship areas of Dabie Mountain area, Wuling Mountain area, Qinba Mountain area and Mufu Mountain District are the main battlefields for the new round of poverty alleviation in Hubei Province. The coming out of these two programs in succession shows that the concentrated areas with special difficulties are the main direction and work focus of the governments at all levels in the new period, and at the same time, it means that the areas with special difficulties in the concentrated links are facing unprecedented new historical opportunities. How to seize this historical development opportunity and make good use of the policy advantage to realize the poverty alleviation and become rich in this area is the common problem that all the special difficult areas must face. This paper takes the area of special hardship in Mufu Mountain, Hubei Province (hereinafter referred to as "the region") as the research object, and makes a detailed analysis on the poverty alleviation and development of the area in Mufu Mountain of our province from the angle of tourism poverty alleviation. On the basis of field investigation and investigation, this paper mainly uses SWOT analysis method and the scientific method of qualitative and quantitative evaluation to study the sustainable development strategy of tourism in the special poverty area of Mufu Mountain. On the basis of the study, the paper puts forward some strategic ideas and countermeasures for the tourism development in the special hardship areas of Mufu Mountain, our province, for the reference and decision of the government. This paper is divided into six parts: the first part: briefly describes the research background, research significance and research methods. The second part: reviews the research trends of tourism poverty alleviation at home and abroad, and defines some important keywords. In the third part, the author analyzes the existing situation of tourism resources in the region, and evaluates them scientifically by the methods of qualitative and quantitative evaluation. In the fourth part, SWOT analysis is used to analyze the advantages and disadvantages, opportunities and threats of tourism development. The fifth part: on the basis of the above, this paper systematically analyzes the guiding ideas, objectives, layout, patterns and countermeasures of implementing the tourism development strategy in the region, and puts forward the strategic conception of the tourism development in the region. The sixth part: the research content of this paper is summarized.
