【摘要】：以率先在全國探索農(nóng)田保護(hù)經(jīng)濟(jì)補(bǔ)償創(chuàng)新實(shí)踐模式的成都市為實(shí)證,基于4個鄉(xiāng)鎮(zhèn)12個村311戶鄉(xiāng)村家庭的調(diào)查,運(yùn)用典型相關(guān)模型從農(nóng)戶家庭生計(jì)稟賦差異的視角探索農(nóng)戶參與補(bǔ)償政策成效,為定位參與補(bǔ)償政策相對有效的農(nóng)戶類型及重點(diǎn)對象提供參考依據(jù)。研究表明:兼業(yè)經(jīng)營戶參與農(nóng)田保護(hù)補(bǔ)償政策成效評價(jià)表現(xiàn)最好(0.153 7),非農(nóng)經(jīng)營戶評價(jià)值最低(0.120 4),而稟賦異質(zhì)的農(nóng)戶家庭對于政策實(shí)施成效的感知狀況不同。政策滿意度是決定農(nóng)田保護(hù)補(bǔ)償政策實(shí)施成效的首要指標(biāo),農(nóng)戶的自然資本和金融資本對于感知政策滿意度最為敏感;農(nóng)業(yè)生產(chǎn)積極性是反映政策實(shí)施效果的另一指標(biāo),和農(nóng)戶的家庭物質(zhì)資本稟賦有較大的關(guān)聯(lián)。其中,家庭自然資本及物質(zhì)資本正向影響農(nóng)業(yè)經(jīng)營戶參與農(nóng)業(yè)生產(chǎn)的積極性;影響兼業(yè)經(jīng)營戶感知政策效應(yīng)的指標(biāo)按重要程度依次是家庭社會資本、金融資本及物質(zhì)資本;家庭金融資本與非農(nóng)經(jīng)營戶的政策實(shí)施滿意度相關(guān),相關(guān)部門可根據(jù)農(nóng)戶家庭的生計(jì)稟賦狀況采取相應(yīng)對策。
[Abstract]:Based on a survey of 311 rural households in 12 villages in 4 villages, Chengdu City, which took the lead in exploring the innovative model of economic compensation for farmland protection in the whole country, is taken as an example. By using the canonical correlation model, this paper explores the effectiveness of peasant household participation compensation policy from the perspective of the difference of household's livelihood endowment, and provides a reference basis for locating the types and key objects of farmers' participation in the compensation policy. The results show that the evaluation of the effectiveness of the policy is the best (0.153 7) and the lowest (0.120 4) of the non-farm operators, while the perception of the policy implementation effectiveness is different among the households with heterogeneous endowment. Policy satisfaction is the primary index to determine the effectiveness of farmland protection and compensation policy, and farmers' natural capital and financial capital are most sensitive to perceived policy satisfaction, and the enthusiasm of agricultural production is another indicator to reflect the effect of policy implementation. And the family material capital endowment of peasant household has bigger relation. Among them, family natural capital and material capital positively affect the enthusiasm of agricultural operators to participate in agricultural production, and the indicators of influencing the perceived policy effect of concurrent-business operators are family social capital, financial capital and material capital in order of importance. The family financial capital is related to the satisfaction degree of the policy implementation of the non-agricultural operators, and the relevant departments can take corresponding countermeasures according to the farmers' livelihood endowment.
