【摘要】：近年來,青島農(nóng)村經(jīng)濟(jì)不斷快速發(fā)展,經(jīng)濟(jì)和社會(huì)結(jié)構(gòu)發(fā)生了巨大的變化,農(nóng)村地區(qū)新型社會(huì)養(yǎng)老保障體系已建立并逐步發(fā)展。但隨著計(jì)劃生育政策的實(shí)施和城市化進(jìn)程的加速,城市崛起的同時(shí)也出現(xiàn)了一系列的社會(huì)問題,其中養(yǎng)老問題是涉及到每個(gè)人的不可避免的問題。在當(dāng)前日益嚴(yán)峻的老齡化形勢下,解決農(nóng)村老人的養(yǎng)老護(hù)理問題,已成為當(dāng)務(wù)之急。在農(nóng)村推進(jìn)醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式的推廣實(shí)施,既能解決農(nóng)村老人的養(yǎng)老問題,又可以加快社會(huì)主義新農(nóng)村的建設(shè)步伐,推進(jìn)全面小康社會(huì)的建設(shè)進(jìn)程。本文從青島市的實(shí)際出發(fā),通過充分的調(diào)查研究和走訪,對于青島市農(nóng)村醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式實(shí)施狀況進(jìn)行深入分析,研究其建立背景及發(fā)展歷程,發(fā)現(xiàn)其面臨的問題和困境,并借鑒國內(nèi)外其他地區(qū)在推進(jìn)農(nóng)村醫(yī)養(yǎng)結(jié)合養(yǎng)老模式中的經(jīng)驗(yàn)做法,以青島實(shí)際情況為基礎(chǔ),提出解決對策,以促進(jìn)農(nóng)村醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式的發(fā)展,滿足農(nóng)村老年人的養(yǎng)老護(hù)理需求,改善其生活質(zhì)量。目前醫(yī)養(yǎng)結(jié)合養(yǎng)老模式的實(shí)踐主要在城市地區(qū)開展,相關(guān)的理論研究也主要是基于城市地區(qū)的實(shí)踐活動(dòng)而建立的。雖然現(xiàn)在在農(nóng)村地區(qū)并不具備大規(guī)模推廣這種養(yǎng)老模式的條件和基礎(chǔ),但根據(jù)實(shí)地情況在農(nóng)村地區(qū)適度推廣這種模式也十分必要。大部分人不喜歡在養(yǎng)老機(jī)構(gòu)養(yǎng)老,除了考慮到資金之外,還有不了解醫(yī)養(yǎng)結(jié)合養(yǎng)老服務(wù)模式,存有很多顧慮。要解決這一問題,需要多方協(xié)調(diào)配合。首先政府要積極進(jìn)行政策調(diào)整和加大財(cái)政支持,明確責(zé)任,做好宏觀調(diào)控,更要加強(qiáng)養(yǎng)老保障法制建設(shè),加強(qiáng)監(jiān)管,保證與農(nóng)村醫(yī)養(yǎng)結(jié)合相關(guān)的各項(xiàng)制度有法可依。其次,要不斷創(chuàng)新養(yǎng)老護(hù)理服務(wù)模式,加快發(fā)展養(yǎng)老服務(wù)業(yè)。最后,要加大宣傳力度,強(qiáng)化人們的醫(yī)養(yǎng)結(jié)合養(yǎng)老意識,使人們從思想上重視養(yǎng)老護(hù)理問題等。
[Abstract]:In recent years, with the rapid development of rural economy in Qingdao, great changes have taken place in economic and social structure, and a new social old-age security system has been established and developed gradually in rural areas. However, with the implementation of the family planning policy and the acceleration of urbanization, a series of social problems have emerged in the rise of cities, among which the problem of old-age support is an inevitable problem involving everyone. Under the increasingly severe aging situation, it has become an urgent task to solve the problem of old-age care for the elderly in rural areas. To promote the promotion and implementation of the mode of medical care combined with old-age service in rural areas can not only solve the problem of providing for the aged in rural areas, but also accelerate the pace of building a new socialist countryside and promote the process of building a well-off society in an all-round way. Based on the actual situation of Qingdao, this paper makes a thorough analysis of the implementation of the rural medical and nursing combined old-age service model in Qingdao through full investigation and study, and studies its background and development course. This paper finds out the problems and difficulties it faces, and draws lessons from the experience of other regions at home and abroad in promoting the pattern of rural medical care and supporting for the aged, based on the actual situation of Qingdao, and puts forward some countermeasures to solve the problem. In order to promote the development of rural health care combined with old-age service, to meet the needs of the elderly in rural areas, improve their quality of life. At present, the practice of the combination of medical care and supporting for the aged is mainly carried out in urban areas, and the related theoretical research is mainly based on the practical activities in urban areas. Although there are no conditions and bases for large-scale popularization of this model in rural areas, it is necessary to spread it in rural areas according to the actual situation. Most people do not like the old-age care institutions, in addition to considering the funds, but also do not understand the health care combined with pension service model, there are a lot of concerns. To solve this problem, it is necessary to coordinate with each other. First of all, the government should actively carry out policy adjustment and increase financial support, clear responsibility, do a good job of macro-control, but also strengthen the legal construction of old-age security, strengthen supervision, and ensure that there are laws and regulations related to the combination of medical and nursing in rural areas. Secondly, we should constantly innovate the mode of old-age care service and accelerate the development of pension service industry. Finally, it is necessary to strengthen propaganda, strengthen people's consciousness of combining medical care with nursing care, and make people attach importance to the problem of old-age nursing.
