黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口就業(yè)問(wèn)題研究

【摘要】:黨的十八大報(bào)告提出要實(shí)現(xiàn)更高質(zhì)量的就業(yè),要引導(dǎo)勞動(dòng)者轉(zhuǎn)變就業(yè)觀念,鼓勵(lì)多渠道多形式就業(yè),促進(jìn)創(chuàng)業(yè)帶動(dòng)就業(yè),做好以高校畢業(yè)生為重點(diǎn)的青年就業(yè)工作和農(nóng)村轉(zhuǎn)移勞動(dòng)力等就業(yè)工作。十八屆三中全會(huì)指出要進(jìn)一步深化教育領(lǐng)域綜合改革,健全促進(jìn)就業(yè)創(chuàng)業(yè)體制機(jī)制,形成合理有序的收入分配格局。而隨著勞動(dòng)力市場(chǎng)競(jìng)爭(zhēng)的日趨激烈,作為城市快速發(fā)展中的重要人力資源的農(nóng)業(yè)轉(zhuǎn)移人口,其就業(yè)問(wèn)題也引起了社會(huì)各界的廣泛關(guān)注。黑龍江省是我國(guó)的農(nóng)業(yè)大省,擁有大量的農(nóng)村勞動(dòng)力,近幾年隨著機(jī)械化耕種模式的逐漸普及和生產(chǎn)效率的逐漸提高,大量的富余勞動(dòng)力不斷產(chǎn)生。同時(shí)由于黑龍江省位處中國(guó)東北部,冬季時(shí)間漫長(zhǎng),耕種時(shí)間較短,富余勞動(dòng)時(shí)間較長(zhǎng)!皟蓚(gè)富余”現(xiàn)象說(shuō)明黑龍江省農(nóng)村勞動(dòng)力就業(yè)還不充分,就業(yè)問(wèn)題若不能有效解決既不利于農(nóng)民增加收入,又會(huì)造成社會(huì)勞動(dòng)力資源的浪費(fèi),對(duì)黑龍江省城鄉(xiāng)統(tǒng)籌發(fā)展都會(huì)產(chǎn)生嚴(yán)重的影響。馬克思就業(yè)思想成為中國(guó)特色社會(huì)主義就業(yè)理論的基礎(chǔ)和發(fā)端,對(duì)于黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口就業(yè)政策的制定具有積極的指導(dǎo)意義。本研究有利于加強(qiáng)政府相關(guān)部門(mén)對(duì)農(nóng)村勞動(dòng)力轉(zhuǎn)移就業(yè)的重視程度,有利于為相關(guān)惠農(nóng)政策的制定提供理論參考,能夠更好地促進(jìn)農(nóng)村勞動(dòng)力轉(zhuǎn)移就業(yè)理論體系構(gòu)建,以便更好地解決黑龍江省農(nóng)民在轉(zhuǎn)移就業(yè)過(guò)程中的各種問(wèn)題。選取黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口較多的四個(gè)地級(jí)市哈爾濱、齊齊哈爾、綏化,佳木斯進(jìn)行實(shí)地調(diào)研,通過(guò)走訪和問(wèn)卷分析等形式,借助Excel和SPSS軟件對(duì)我省農(nóng)業(yè)轉(zhuǎn)移人口在就業(yè)過(guò)程中存在的問(wèn)題進(jìn)行了全面梳理和分析總結(jié)。得出:目前黑龍江省農(nóng)業(yè)勞動(dòng)力比重不斷下降,轉(zhuǎn)移勞動(dòng)力的比重不斷上升。在年齡結(jié)構(gòu)上主要以年輕人為主,就業(yè)半徑主要以黑龍江省內(nèi)為主。雖然近幾年黑龍江省農(nóng)業(yè)轉(zhuǎn)移人口的就業(yè)穩(wěn)定性有所增強(qiáng),但是農(nóng)業(yè)轉(zhuǎn)移就業(yè)人員的社會(huì)保障體系有待進(jìn)一步完善,政府和相關(guān)中介組織在農(nóng)村勞動(dòng)力轉(zhuǎn)移就業(yè)的幫扶力度上還存在較大不足,轉(zhuǎn)移就業(yè)的組織化程度有待繼續(xù)提升。針對(duì)這些問(wèn)題,本文提出要通過(guò)多種渠道幫助農(nóng)民提升就業(yè)能力,結(jié)合市場(chǎng)需要搭建廣闊的就業(yè)平臺(tái),不斷更新完善就業(yè)服務(wù)體系。面對(duì)城鄉(xiāng)戶(hù)籍制度對(duì)農(nóng)業(yè)轉(zhuǎn)移人口就業(yè)的影響,要通過(guò)繼續(xù)深化戶(hù)籍制度改革,推進(jìn)社會(huì)保障制度進(jìn)一步完善,構(gòu)建平等的就業(yè)制度。各級(jí)政府要繼續(xù)做好土地流轉(zhuǎn)工作,不斷創(chuàng)新工作方式方法以便更好地為有轉(zhuǎn)移就業(yè)需求的百姓服務(wù)。要做好農(nóng)業(yè)轉(zhuǎn)移人口的就業(yè)安置工作,幫助農(nóng)民提升自身素質(zhì)。要通過(guò)加強(qiáng)農(nóng)村勞動(dòng)力教育和做好求職人員技術(shù)培訓(xùn)工作來(lái)提高其就業(yè)能力,以便更好地實(shí)現(xiàn)就業(yè)。

To do a good job with college graduates as the focus of youth employment and rural labor transfer and other employment work. With the increasingly fierce competition in the labor market, agricultural migration population, which is an important human resource in the rapid development of the city, has attracted extensive attention from all walks of life. Heilongjiang Province is a big agricultural province in China, which has a large number of rural labor force. In recent years, with the popularization of mechanized farming mode and the gradual improvement of production efficiency, a large number of surplus labor force has been produced. At the same time, Heilongjiang Province is located in northeast China, the winter time is long, the farming time is short, and the spare labor time is longer. The phenomenon of "two surplus" shows that the employment of rural labor force in Heilongjiang Province is not enough. If the problem of employment can not be solved effectively, it will not only be unfavorable for farmers to increase their income, but also lead to the waste of social labor resources. The overall development of urban and rural areas in Heilongjiang Province will have a serious impact. Marx's employment thought has become the foundation and origin of socialist employment theory with Chinese characteristics, which has positive guiding significance for the formulation of employment policy of agricultural transfer population in Heilongjiang Province. This study is helpful to strengthen the government departments' attention to rural labor migration and employment, to provide theoretical reference for the formulation of relevant agricultural policies, and to better promote the construction of rural labor transfer and employment theory system. In order to better solve the farmers in Heilongjiang Province in the transfer of employment in the process of various problems. Select four prefecture-level cities with large agricultural transfer population in Heilongjiang Province, Harbin, Qiqihar, Suihua, Jiamusi, to carry out field research, through visits and questionnaire analysis, With the help of Excel and SPSS software, the problems existing in the employment process of the agricultural transfer population in our province are comprehensively combed out and analyzed and summarized. It is concluded that the proportion of agricultural labor force in Heilongjiang Province is decreasing and the proportion of transferring labor force is increasing. In the age structure mainly for young people, the main radius of employment in Heilongjiang Province. Although the employment stability of the agricultural transfer population in Heilongjiang Province has increased in recent years, the social security system for the agricultural transfer and employment personnel needs to be further improved. The government and relevant intermediary organizations still have some shortcomings in helping rural labor force transfer employment, and the degree of organization of transfer employment needs to be further improved. In view of these problems, this paper proposes to help farmers improve their employability through various channels, build a broad employment platform in combination with the needs of the market, and constantly update and improve the employment service system. In the face of the impact of urban and rural household registration system on the employment of the agricultural transfer population, we should continue to deepen the reform of the household registration system, promote the further improvement of the social security system, and construct an equal employment system. Governments at all levels should continue to do a good job of land transfer and constantly innovate working methods in order to better serve the people with the need to transfer employment. To do a good job placement of agricultural transfer population, to help farmers improve their own quality. We should strengthen the rural labor force education and do a good job search personnel technical training to improve their employability, in order to better achieve employment.
