【摘要】:農(nóng)民合作社是伴隨著我國逐步實(shí)現(xiàn)農(nóng)業(yè)現(xiàn)代化而孕生出的新型農(nóng)村合作經(jīng)濟(jì)形式?v觀我國農(nóng)民合作社的發(fā)展可以看出,近幾年來我國農(nóng)民合作社在我國發(fā)展較快。2017年出臺(tái)的中央一號(hào)文件中提及,規(guī)范農(nóng)民合作社的建設(shè)仍需加強(qiáng),積極發(fā)展"三位一體"的農(nóng)民合作經(jīng)濟(jì)組織體系,即生產(chǎn)、供銷、信用三者的一體化管理體系,積極引導(dǎo)農(nóng)民合作社對(duì)"三品一標(biāo)"的申請(qǐng)。這些舉措都體現(xiàn)出當(dāng)前我國對(duì)于農(nóng)民合作社等新型經(jīng)營主體在農(nóng)業(yè)現(xiàn)代化改革中的重要地位。LN地區(qū)的農(nóng)民合作社發(fā)展起源于1990年,作為農(nóng)業(yè)主要產(chǎn)區(qū)之一,研究LN地區(qū)農(nóng)民合作社具有解剖麻雀之功效,該地區(qū)農(nóng)民合作社發(fā)展中的經(jīng)驗(yàn)和不足在全國范圍內(nèi)具有一定的適用性。根據(jù)當(dāng)?shù)剞r(nóng)村經(jīng)濟(jì)委員會(huì)發(fā)布的《LN地區(qū)關(guān)于開展農(nóng)民合作社示范合作社評(píng)選工作的通知》,專家制定了一套相對(duì)完善的打分體系,對(duì)于達(dá)到標(biāo)準(zhǔn)的農(nóng)民合作社,授予地區(qū)農(nóng)民合作社示范社稱號(hào),并對(duì)這些農(nóng)民合作社示范社進(jìn)行具有針對(duì)性的政策扶持,促進(jìn)其更快發(fā)展,并通過其示范效應(yīng)帶動(dòng)其它農(nóng)民合作社的發(fā)展。本研究以集體行動(dòng)理論、農(nóng)業(yè)產(chǎn)業(yè)化經(jīng)營理論、企業(yè)成長理論、合作經(jīng)濟(jì)理論為基礎(chǔ),首先對(duì)LN地區(qū)農(nóng)民合作社發(fā)展的整體情況進(jìn)行概述,分析LN地區(qū)農(nóng)民合作社發(fā)展特征,并以2015年評(píng)選出的193家農(nóng)民合作社示范社為樣本,對(duì)LN地區(qū)農(nóng)民合作社示范社發(fā)展概況進(jìn)行分析總結(jié)出LN地區(qū)農(nóng)民合作社具有規(guī)模以中小型為主、服務(wù)范圍廣和以產(chǎn)業(yè)為依托,實(shí)行品牌化建設(shè)的發(fā)展特征。將LN地區(qū)農(nóng)民合作社示范社與該地區(qū)一般農(nóng)民合作社,從規(guī)模狀況、商標(biāo)注冊(cè)與質(zhì)量認(rèn)證情況、開展服務(wù)情況、內(nèi)部管理及財(cái)務(wù)管理情況等四個(gè)方面進(jìn)行對(duì)比分析。通過實(shí)地調(diào)研,對(duì)評(píng)選出的農(nóng)民合作社示范社進(jìn)行走訪,選出三家典型農(nóng)民合作社示范社進(jìn)行案例分析。研究發(fā)現(xiàn),雖然LN地區(qū)農(nóng)民合作社示范社在發(fā)展水平上相較于一般農(nóng)民合作社高,但起到的示范帶動(dòng)效應(yīng)不強(qiáng),仍存在一些問題。主要包括:發(fā)展不均衡,經(jīng)營狀況存在較大差異;綜合實(shí)力較弱,示范帶動(dòng)作用不強(qiáng);品牌意識(shí)薄弱,品牌推廣不到位;技術(shù)人才匱乏,缺乏專業(yè)管理能力;內(nèi)部管理不完善,財(cái)務(wù)管理不規(guī)范等一系列問題。并從內(nèi)部原因、外部原因兩個(gè)方面對(duì)LN地區(qū)農(nóng)民合作社示范社發(fā)展問題存在的原因進(jìn)行分析,提出了以下改進(jìn)的措施和建議:一是向典型農(nóng)民合作社示范社學(xué)習(xí),縮小示范社差距;二是提高綜合發(fā)展實(shí)力,增強(qiáng)市場競爭力;三是樹立品牌意識(shí),加大管理力度;四是加強(qiáng)人才培訓(xùn),培養(yǎng)專業(yè)化管理能力;五是完善內(nèi)部管理,規(guī)范財(cái)務(wù)制度。
[Abstract]:Farmers' cooperative is a new type of rural cooperative economy which comes into being along with the agricultural modernization in our country. Looking at the development of farmers' cooperatives in our country, we can see that in recent years our country's farmers' cooperatives have developed relatively fast. In the first document of the Central Committee issued in 2017, it is mentioned that the construction of farmers' cooperatives still needs to be strengthened. To actively develop the "three in one" peasant cooperative economic organization system, that is, the integrated management system of production, supply and marketing, credit, and actively guide the farmers' co-operatives to apply for "three goods and one standard". All these measures reflect the important position of farmers' cooperatives and other new management subjects in the reform of agricultural modernization. The development of farmers' cooperatives in LN region originated in 1990, as one of the main agricultural production areas. This paper studies the effect of dissecting sparrows in the farmers' cooperatives in LN area, and the experience and deficiency in the development of the farmers' cooperatives in this area have certain applicability in the whole country. According to the notice issued by the local rural economic committee on the selection of model cooperatives for farmers' cooperatives in the LN area, experts have formulated a relatively perfect scoring system for farmers' cooperatives that meet the standards. This paper gives the title of the regional farmer cooperative model cooperative, and gives some policy support to these farmers' cooperative model cooperative to promote its faster development, and to promote the development of other farmers' cooperative through its demonstration effect. Based on the theory of collective action, the theory of agricultural industrialization, the theory of enterprise growth and the theory of cooperative economy, this paper first summarizes the overall situation of the development of farmers' cooperatives in LN area, and analyzes the characteristics of the development of farmers' cooperatives in LN area. Based on 193 model cooperatives of farmers' cooperatives selected in 2015, this paper analyzes the development situation of model cooperatives of farmers' cooperatives in LN area and concludes that the scale of farmers' cooperatives in LN area is mainly small and medium-sized, the service range is wide and the industry is the basis. This paper compares the model cooperative of farmers' cooperatives in LN area with that of farmers' cooperatives in this area from four aspects: scale, trademark registration and quality certification, service development, internal management and financial management. Through field investigation, the selected farmers' cooperative model society is visited, and three typical peasant cooperative model societies are selected for case analysis. It is found that although the development level of the model cooperative in LN area is higher than that of the general farmer cooperative, the demonstration effect is not strong, and there are still some problems. Mainly include: unbalanced development, there are great differences in business conditions; weak comprehensive strength, not strong demonstration role; weak brand awareness, brand promotion is not in place; lack of technical personnel, lack of professional management capacity; internal management is not perfect, Financial management is not standardized and a series of problems. And from two aspects of internal reasons and external reasons, this paper analyzes the causes of the problems in the development of model cooperatives of farmers' cooperatives in LN area, and puts forward the following measures and suggestions: first, to learn from the typical model cooperatives of farmers' cooperatives. Narrow the gap between demonstration clubs; second, improve comprehensive development strength and enhance market competitiveness; third, establish brand awareness and strengthen management; fourth, strengthen personnel training, cultivate specialized management capabilities; fifth, improve internal management, Standardize the financial system.
