【摘要】：我國作為人口眾多的農(nóng)業(yè)大國,“三農(nóng)”問題歷來是我國經(jīng)濟(jì)社會發(fā)展全局關(guān)注的重大問題。農(nóng)民專業(yè)合作社近些年在我國發(fā)展迅速,同時已被大量的實踐證明,發(fā)展農(nóng)民專業(yè)合作組織是解決“三農(nóng)”問題的有效途徑之一。作為農(nóng)業(yè)產(chǎn)業(yè)特色突出的盤錦市,“十一五”以來非常重視本地區(qū)農(nóng)民專業(yè)合作社的發(fā)展,并在十三五規(guī)劃期,將其作為新常態(tài)下加快農(nóng)業(yè)現(xiàn)代建設(shè)的重要手段之一。論文立足于新時期、新常態(tài)下農(nóng)村經(jīng)濟(jì)社會發(fā)展規(guī)律,對盤錦市農(nóng)民專業(yè)合作社發(fā)展的內(nèi)部優(yōu)勢與劣勢、外部面臨的機(jī)遇與挑戰(zhàn)等問題進(jìn)行了深入探討,以查找制約盤錦市農(nóng)民合作社發(fā)展的關(guān)鍵環(huán)節(jié),梳理問題、發(fā)掘原因,為進(jìn)一步提高盤錦市農(nóng)民生產(chǎn)的組織化程度,助推農(nóng)業(yè)增效、農(nóng)民增收,加快農(nóng)業(yè)現(xiàn)代化建設(shè)提供有益的借鑒。首先,回顧了盤錦市農(nóng)民專業(yè)合作社的發(fā)展歷程,對其呈現(xiàn)出的數(shù)量快速攀升、辦社質(zhì)量顯著提高、領(lǐng)辦主體日趨多元、輻射范圍日趨擴(kuò)大以及經(jīng)營范圍日趨多樣的特點等一系列發(fā)展情況進(jìn)行了分析,探討了現(xiàn)階段盤錦市農(nóng)民專業(yè)合作社的主要模式,即能人(大戶)帶動型、龍頭企業(yè)拉動型、村兩委(村干部)帶領(lǐng)型、涉農(nóng)單位服務(wù)帶動型和聯(lián)合社帶動型五種類型的主要特點。其次,利用SWOT態(tài)勢分析法對盤錦市農(nóng)民專業(yè)合作社發(fā)展的現(xiàn)狀進(jìn)行了分析,其優(yōu)勢主要表現(xiàn)在農(nóng)業(yè)區(qū)位優(yōu)越、自然資源豐富、農(nóng)業(yè)產(chǎn)業(yè)基礎(chǔ)雄厚、政府扶持有力;其劣勢在于合作社規(guī)模普遍偏小、內(nèi)部管理不規(guī)范、缺乏管理人才、經(jīng)營活動領(lǐng)域空間仍需拓展、品牌意識不足、金融支持乏力等;其發(fā)展的機(jī)遇在于遼寧沿海經(jīng)濟(jì)帶上升為國家戰(zhàn)略,“新一輪東北老工業(yè)基地振興、一帶一路、京津冀協(xié)同發(fā)展”等國家戰(zhàn)略的深入實施,同時,農(nóng)產(chǎn)品市場貿(mào)易加速向自由化和開放化方向過渡,為農(nóng)民專業(yè)合作社的發(fā)展提供了廣闊的空間。其面臨的挑戰(zhàn)主要在于相關(guān)優(yōu)惠政策落而不實、農(nóng)企間利益聯(lián)結(jié)機(jī)制不完善,農(nóng)產(chǎn)品市場競爭日益激烈等。最后,基于上述的研究結(jié)論,建議采取加大宣傳力度,發(fā)展“互聯(lián)網(wǎng)+農(nóng)民專業(yè)合作社”模式;完善合作社內(nèi)部運行機(jī)制,促進(jìn)農(nóng)民專業(yè)合作社的規(guī)范發(fā)展;鼓勵農(nóng)民專業(yè)合作社大力發(fā)展認(rèn)養(yǎng)農(nóng)業(yè),拓寬服務(wù)領(lǐng)域;創(chuàng)建區(qū)域農(nóng)產(chǎn)品品牌,加大農(nóng)民專業(yè)合作社品牌建設(shè)力度;創(chuàng)新金融服務(wù),拓寬農(nóng)民專業(yè)合作社的融資渠道;以培養(yǎng)農(nóng)民專業(yè)合作帶頭人為主,強(qiáng)化農(nóng)村實用人才的支撐作用;擴(kuò)大經(jīng)營活動范圍,充分發(fā)揮促進(jìn)一二三產(chǎn)融合發(fā)展的紐帶作用等方面措施,加速推進(jìn)盤錦市農(nóng)民專業(yè)合作社的發(fā)展。
[Abstract]:As a large agricultural country with a large population, the issue of agriculture, rural areas and farmers has always been a major concern in the overall economic and social development of our country. Farmers' specialized cooperatives have developed rapidly in China in recent years, and have been proved by a large number of practices. The development of farmers' professional cooperative organizations is one of the effective ways to solve the "three rural" problems. Panjin City, which has outstanding agricultural industry characteristics, has attached great importance to the development of farmers' specialized cooperatives in this area since the 11th Five-Year Plan, and regarded it as one of the important means of speeding up the construction of modern agriculture under the new normal in the planning period of the 13th Five-Year Plan. Based on the new era and the law of rural economic and social development under the new normal, the paper probes into the internal advantages and disadvantages of the development of professional cooperatives of farmers in Panjin, the opportunities and challenges facing the outside, and so on. In order to find the key links that restrict the development of farmers' cooperatives in Panjin City, sort out the problems and explore the reasons, in order to further improve the organizational degree of farmers' production in Panjin City, promote agricultural efficiency and increase farmers' income, Speed up the modernization of agriculture to provide useful reference. First of all, it reviews the development course of the farmers' professional cooperative in Panjin city, and presents a rapid increase in the number, remarkable improvement in the quality of the cooperative management, and increasing diversity of the leading body. In this paper, a series of development conditions, such as the expanding of radiation range and the increasing diversity of management scope, are analyzed, and the main modes of professional cooperative of farmers in Panjin are discussed, that is, the leading enterprises, the active type, the capable people (large households), the leading enterprises, and so on. Two village committee (village cadre) leading type, concerned agriculture unit service initiative type and United commune initiative type five kinds of main characteristic. Secondly, using SWOT situation analysis method to analyze the current situation of the development of professional cooperatives of farmers in Panjin City, its advantages are mainly reflected in the superior agricultural location, rich natural resources, strong agricultural industry foundation, strong government support; The disadvantages are that the scale of cooperatives is generally small, the internal management is not standardized, the lack of management talent, the scope of business activities still needs to be expanded, brand awareness is insufficient, financial support is weak, and so on; The opportunity for its development lies in the promotion of the coastal economic belt of Liaoning into a national strategy, the in-depth implementation of such national strategies as "a new round of revitalization of the old northeast industrial base, Belt and Road, and coordinated development between Beijing, Tianjin and Hebei", and at the same time, The agricultural products market trade accelerates to the liberalization and the opening direction transition, has provided the broad space for the farmer specialized cooperative development. The challenges it faces mainly lie in the fall and unreality of the relevant preferential policies, the imperfect interest linkage mechanism between the agriculture and enterprises, the increasingly fierce competition in the agricultural products market, and so on. Finally, based on the above research conclusions, it is suggested that we should strengthen propaganda, develop the mode of "Internet farmers' professional cooperatives", perfect the internal operating mechanism of cooperatives, and promote the normative development of farmers' professional cooperatives. To encourage farmers' specialized cooperatives to vigorously develop adoptive agriculture and broaden service fields; to establish regional agricultural product brands and strengthen the construction of farmers' professional cooperative brands; to innovate financial services and broaden the financing channels of farmers' specialized cooperatives; Such measures as training farmers' professional cooperation leaders, strengthening the supporting role of rural practical talents, expanding the scope of business activities, and giving full play to the role of a link to promote the integration and development of the first, second, third and third industries, and so on, Speed up the development of professional cooperatives for farmers in Panjin.
