【摘要】：農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系,是指涉及計(jì)劃、組織、調(diào)查、控制、協(xié)調(diào)、監(jiān)督、檢查、處理及反饋等多控制環(huán)節(jié)的綜合管理為一體化的工作網(wǎng)絡(luò)。現(xiàn)有很多因素對(duì)構(gòu)建和完善農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)存在諸多不利,比如農(nóng)業(yè)清潔生產(chǎn)理論的不重視、農(nóng)產(chǎn)品質(zhì)量安全信息不對(duì)稱、農(nóng)產(chǎn)品質(zhì)量安全信息具有負(fù)外部性現(xiàn)象等,以及縣市鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)經(jīng)驗(yàn)不足,農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)效果檢驗(yàn)評(píng)價(jià)體系不足等。本文以福鼎市13個(gè)鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品安全信息化管理體系建設(shè)水平為研究評(píng)價(jià)對(duì)象,采用文獻(xiàn)查閱研究歸納法、現(xiàn)場調(diào)研取證法、問卷調(diào)查分析法等方法進(jìn)行研究。首先,通過文獻(xiàn)查閱研究歸納方法,明確了福建省福鼎市鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)的主要要求和基本內(nèi)容,并概括了國外食品(農(nóng)產(chǎn)品)質(zhì)量安全監(jiān)管經(jīng)驗(yàn)總結(jié)以及當(dāng)前福建省福鼎市農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)水平概況；其次,通過現(xiàn)場調(diào)研取證及專家問卷調(diào)查等方法,實(shí)地調(diào)研了福鼎市各鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)情況,并運(yùn)用清潔農(nóng)業(yè)生產(chǎn)理論、信息不對(duì)稱理論、信息外部性理論等相關(guān)理論,從生產(chǎn)、認(rèn)證、檢測(cè)、消費(fèi)和行政監(jiān)管等五個(gè)關(guān)鍵性環(huán)節(jié)入手,分析得出農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系系統(tǒng)通常包含農(nóng)產(chǎn)品質(zhì)量安全監(jiān)測(cè)信息系統(tǒng)、農(nóng)產(chǎn)品質(zhì)量安全追溯信息化系統(tǒng)、農(nóng)產(chǎn)品質(zhì)量安全突發(fā)事件管理信息化系統(tǒng)等。在此基礎(chǔ)上進(jìn)一步,闡述了農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)水平評(píng)價(jià)指標(biāo)系統(tǒng)的最高一層(目標(biāo)層)、中間層(具體方案層)、下層具體方案層的框架,及相應(yīng)的水平評(píng)價(jià)指標(biāo)體系和評(píng)價(jià)方法；最后,對(duì)建立的指標(biāo)體系和評(píng)價(jià)方法進(jìn)行優(yōu)化并加以實(shí)證評(píng)價(jià),得出了福鼎市各鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)的水平評(píng)價(jià)排序結(jié)果,同時(shí)提出了提升福鼎市鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)水平的對(duì)策建議。本文研究的主要成果有：(1)運(yùn)用清潔農(nóng)業(yè)生產(chǎn)理論、不對(duì)稱信息理論及外部性理論等相關(guān)理論分析出福鼎市鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理建設(shè)水平的評(píng)價(jià)指標(biāo)；(2)運(yùn)用層次分析法、極差正規(guī)化綜合評(píng)價(jià)法評(píng)價(jià)了福鼎市13個(gè)鄉(xiāng)鎮(zhèn)的農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系的建設(shè)水平,得出了福鼎市相應(yīng)鄉(xiāng)鎮(zhèn)的農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)水平的排序結(jié)果；(3)提出了提升福鼎市鄉(xiāng)鎮(zhèn)農(nóng)產(chǎn)品質(zhì)量安全信息化管理體系建設(shè)水平的對(duì)策建議。
[Abstract]:The information management system of agricultural product quality and safety refers to the integrated management of planning, organization, investigation, control, coordination, supervision, inspection, processing and feedback. There are many disadvantages to the construction and improvement of the information management system of agricultural product quality and safety, such as the lack of attention to the theory of cleaner agricultural production, the asymmetry of information on the quality and safety of agricultural products, The information of agricultural product quality and safety has negative externalities, and the experience in the construction of information management system of agricultural product quality and safety in counties and cities is insufficient, and the evaluation system for the effect of the construction of information management system of agricultural product quality and safety is insufficient. This paper takes the construction level of information management system of agricultural products safety in 13 villages and towns in Fuding City as the object of study and evaluation, adopts the methods of literature review and research induction, field investigation and evidence collection, questionnaire analysis and so on. First of all, the main requirements and basic contents of the construction of the information management system of the township agricultural products quality and safety in Fuding, Fujian Province, are defined by the methods of literature review and research. And summarized the foreign food (agricultural products) quality and safety supervision experience and the current Fuding City, Fujian Province agricultural product quality and safety information management system construction level overview; secondly, through on-site research and evidence collection and expert survey methods, This paper investigates the construction of the information management system for the quality and safety of agricultural products in various towns of Fuding City, and applies the theories of cleaner agriculture production, information asymmetry, information externality, and so on, from the production, certification, detection, etc. Starting with the five key links of consumption and administrative supervision, it is concluded that the agricultural product quality and safety information management system usually includes the agricultural product quality and safety monitoring information system, the agricultural product quality and safety traceability information system. Agricultural product quality and safety emergency management information system. On this basis, the framework of the highest level evaluation index system of agricultural product quality safety information management system (target layer, middle layer (concrete scheme layer), lower layer specific plan layer, the frame of the level evaluation index system of agricultural product quality and safety information management system is expounded. And the corresponding level evaluation index system and evaluation method; finally, the established index system and evaluation methods are optimized and empirically evaluated. The results of evaluation and ranking of the construction of the information management system for the quality and safety of agricultural products in the villages and towns of Fuding City were obtained. The main results of this study are: (1) the use of clean agricultural production theory, Based on asymmetric information theory and externality theory, this paper analyzes the evaluation index of the construction level of quality safety information management of township agricultural products in Fuding City, and applies the Analytic hierarchy process (AHP). The construction level of agricultural product quality safety information management system in 13 villages and towns of Fuding was evaluated by the range regularization comprehensive evaluation method. The ranking result of the construction level of the agricultural product quality safety information management system in the corresponding towns of Fuding city is obtained. The countermeasures and suggestions for improving the construction level of the agricultural product quality safety information management system in the town of Fuding city are put forward.
