本文選題：新農(nóng)村 + 農(nóng)業(yè)技術(shù)��； 參考：《西北農(nóng)林科技大學(xué)》2015年碩士論文

【摘要】：農(nóng)業(yè)發(fā)展是我國經(jīng)濟(jì)發(fā)展的重要環(huán)節(jié),而“三農(nóng)問題”則始終是我國當(dāng)前改革的前沿陣地,如何有效提高農(nóng)業(yè)的發(fā)展成為了人們高度關(guān)注的重點(diǎn)。在我國提出建設(shè)社會(huì)主義新農(nóng)村的背景下,這一訴求變得越來越高。本文以國內(nèi)外農(nóng)業(yè)技術(shù)推廣的有關(guān)理論和農(nóng)業(yè)技術(shù)推廣實(shí)踐研究為基礎(chǔ),在總結(jié)新農(nóng)村建設(shè)時(shí)期我國農(nóng)業(yè)技術(shù)推廣中出現(xiàn)的機(jī)構(gòu)分散、資金短缺、人員工作不明確和推廣手段單一的問題進(jìn)行深入分析,并指出我國新農(nóng)村建設(shè)時(shí)期農(nóng)業(yè)技術(shù)推廣管理體制不完善、缺乏必要的財(cái)政支持、推廣人員綜合素質(zhì)有待提高和農(nóng)科教聯(lián)系不緊密的原因。針對(duì)以上問題和原因,提出了在新的發(fā)展形勢下,第一,要積極強(qiáng)化各機(jī)構(gòu)工作職能,促進(jìn)科研、教育、推廣三者有機(jī)結(jié)合;第二,加大政府專項(xiàng)資金投入力度,加大農(nóng)機(jī)補(bǔ)貼力度,加強(qiáng)農(nóng)村金融體系的資金支持力度;第三,合理劃分管理職能,完善農(nóng)村土地股份合作機(jī)制,加快農(nóng)業(yè)信息化建設(shè);第四,完善農(nóng)業(yè)技術(shù)推廣人員激勵(lì)機(jī)制,提升農(nóng)業(yè)技術(shù)推廣人員的綜合素質(zhì),加快新型職業(yè)農(nóng)民培育;第五,充分發(fā)揮涉農(nóng)企業(yè)的整合作用,充分發(fā)揮農(nóng)民組織的主體作用。希望能夠?yàn)檗r(nóng)業(yè)的發(fā)展和新農(nóng)村建設(shè)提供更為有效的幫助和支持。
[Abstract]:Agricultural development is an important link in the economic development of our country, and the "three rural issues" have always been the front position of our country's current reform. How to effectively improve the development of agriculture has become a high focus of attention. Under the background of constructing new socialist countryside, this demand becomes higher and higher. Based on the theory of agricultural technology extension at home and abroad and the research on agricultural technology extension practice, this paper summarizes the decentralization of agricultural technology extension in China during the period of new rural construction and the shortage of funds. The problems of unclear personnel work and single extension means are analyzed in depth, and it is pointed out that the management system of agricultural technology extension in the period of new rural construction in China is not perfect, and the necessary financial support is lacking. The reason why the comprehensive quality of popularizing personnel needs to be improved and not closely connected with agricultural science and education. In view of the above problems and reasons, this paper puts forward that under the new development situation, first, we should actively strengthen the work functions of various institutions, promote the organic integration of scientific research, education and promotion, and second, increase the investment of special government funds. Increase agricultural machinery subsidies, strengthen the financial support of the rural financial system; third, reasonable division of management functions, improve the cooperative mechanism of rural land shares, accelerate the construction of agricultural information; fourth, Improve the incentive mechanism of agricultural technology extension personnel, improve the comprehensive quality of agricultural technology extension personnel, speed up the cultivation of new types of professional farmers; fifth, give full play to the integration role of agricultural enterprises, give full play to the main role of farmers' organizations. Hope to provide more effective help and support for the development of agriculture and the construction of new countryside.
